#1 At the central Golan Heights near the former settlement of Quneitra one can look to the northeast and thus toward Damascus and visualize how easy it would be for a powerful military force to overrun Israel if the Heights were not occupied. Their strategic importance is such that they will never be returned to Syria.

#2 As b says. In 1981 Israel formally annexed the portion of the Golan Heights they’d occupied during the 1967 Six Day War, signaling their intention to never give up the territory. In 2019 America formally recognized the annexation, apparently the only country to do so.
