#1 So move all gas stations outside of the city. Raise the prices too, so they can't afford it. Oh and triple the official price to any city contract.

#3 Better yet, they should forbid ALL gasoline/diesel fueled vehicles into the city. This would include grocery/merchandise delivery vehicles, fire trucks, ambulances, police vehicles (except bicycles) and personal cars. Forbid the sale of all petroleum products. That could be done immediately, instead of waiting years.

Just think how much America could reduce its carbon footprint if every right thinking city did this. Yes people would starve to death, but that's a small price to pay for reducing CO2!
