Yep. Also sounds like the motor quit, otherwise you wouldn't want to be drifting out of control with all the big waves and reefs at the tip of Point Loma. It's not a good place to be out of control.

I'm guessing the boat was stolen because that's been known to happen in Mexico which is yet another good reason not to go there. But if the skipper owned the boat he lost his legitimacy when he tried to smuggle people into our country and so he deserves to lose the boat as well.
