#2 Pound for pound federal district judges are the most powerful figures in the federal system. You can't vote them out of office. No one can fire them. You can impeach them, but only if you have videotape from multiple angles of them sticking their hands deeply into the cookie jar. And the most the appellate courts can do is reverse their rulings and fuss at them. An issue that doesn't get discussed very often is how cases are allotted within a district to specific judges -- it should be basically random, but is it?
