Given statistically Blacks Gangs and Thugs tend to kill other blacks Gangs members and Thugs PLUS Black Community Members. At documented ratios of something like 9 to 1 over Whites and 18+ to 1 over police.

So if the Police were to "eliminate" Black Gangs and Thugs in the Black Community, wouldn't they be saving the Black Community members Lives that actually do Matters?

The database is redundant. Rules of ornithology should apply. Something akin to documenting the residents of Munster steeples. We sort of know why they fly with twigs and small branches.
