#2 ...maybe because the Lysenkoists at the FDA bowed before the Central Committee and change the classification from experimental to approved. The Nuremberg Protocols codified after the Tribunal's work says that experimental drugs application must be voluntary. If you recall the Tribunal, "orders are orders" does not qualify as immunity for government or party officials.
