Its the precursor to the Furry fetish. Real big back in 70s and early 80s at your Freddy Mercury, Frankie Goes to Hollywood type venues.

What I"m getting at is the mascot isn't meant to be creepy, it is meant to be exactly what it is, and they want you to submit under violence of law.
