#1 The USSR will JUST get them from CCP now. Which by the CCP business arrangement usually owns 51% of any manufacter's plant built and operated, that is located in the CCP.

#2 Intel CPUs are made in the US and Israel.

AMD CPUs are made in Taiwan though I don't know anymore where the wafers are packaged into complete CPUs. Same for Nvidia.

The best the CCP can do is import the CPUs and smuggle them into Russia.
