#18 Probably in the works since last week when Russia's debt risk was underlined. Someone I know who follows other news lines suspected the same thing, other than roll the credits.

If the whole last decision hinged on Joetato's Poland Rally, I would have picked up the phone right after the bite of pizza. That would make sense though, "Joe, need one more moment of your magic to get the people rallied for Ukraine." with him trying to be folksie and at one with the troops.
