#1 Unfortunately, as I understand it, that is the law. All that can be done is for the State Department to ask Sudan to declare him to be persona non grata, have him deported.

#2 As I understand it, the US declares him PNG and gives South Sudan 24 hours to remove him. Of course that would require the Puppet Show to actually do something mean to a POC UN diplomat, so I'm not holding my breath.
