#1 What else can they do? Any invasion gambit (ex: Robert E. Lee's Gettysburg Campaign) could very easily fail for all the logistical problems the invading Russians are facing, or if 'successful' the Russians might very well use 'defensive' and 'tactical' nuclear weapons -- a LOSE/LOSE Scenario for the Ukrainians.

Like the Imperial Japanese in 1944-45 they are trying to exhaust the attacker and get a 'better' negotiated settlement. Good luck with that.
