#1 Hekmatyar, a Kharoti Pashtun born in Kunduz in 1947, formed the Hezb-e-Islami while in exile in Pakistan in the nineteen seventies. Dominated by Pashtun from eastern Afghanistan, it was the largest of the mujahideen forces in the war with the Soviets. Years later Hekmatyar has been and remains closely tied to the Pakistan military, the Jamaat i Islami (Islamic Block, or JI) of Pakistan, the Islamic Renaissance Party of Tajikistan, and to Islamist entities attempting to infiltrate Kashmir. He has opposed the Taliban, but he remains too powerful to be easily eliminated.
