The link to single chart with damn status says it all. Dams are below historical average as they keep the outflow high, in part, to make hydro-power to keep electricity rates down, and to prep for the spring run-off. But even at capacity, water will be limited for ag and residential use since no major resevoirs have been built in 40 years, while population has more than doubled.
So, most of that snowpack is destined only for use in the LA River Regatta next spring as it flows into the Pacific.
