The recent arrivals are not occupation forces IMO - but will be used as shock troops that will be used to overwhelm the suburbs as cities make the claim they can't take any more. Once the 'burbs are hopelessly saddled, the cities will send in their own reps who have spent their entire lives "breaking down systemic racism" so as to put the final nail in the 'burb coffin. This establishes a 1st line defensive ring against their true enemy: "The Rurals".
