#4 Such tracking hardware is usually managed by a private company. Like traffic cameras. It's another grift.

#5 Glad he was caught. If they had to issue a BOLO for him, every Starbucks in the area might have been missing staff periodically until the Garner was back where he belonged. Are they sure he went out after drugs, maybe he was trying to locate an extra bowling pin to add more difficulty to his act.
