#2 Oh, bollocks, this again! A 'Training in the US' assignment for a third world military officer is a cushy, paid vacation for some 'well-connected' officer. Well, not as 'well-connected' as to be staying at home raking in the graft near the halls of power, but someone trusted by the military establishment. They come over and get some courses on 'interoperability™ with US forces' and maybe a seminar or two on what the US considers 'war crimes' and other icky behavior (which I bet they promptly forget!).
