#9 Like many places, Lahaina had neighborhoods. Some of them were mostly white. Some were nearly all self identifying Hawaiian. Event probably took place in one of the latter places.

#10 I think most of the tribes maintained some autonomy as part of thier various treaties. Witness the BurntMan event on Paiute land. 30-odd years ago, the local Pima-Maricopa community told the Arizona DOT they could widen the road on their side of the line. The tribe was not going to surrender their cropland for more subdivisions.
