#5 Any one can run down to Lowe's and buy a 36" x 3/4" threaded iron pipe with end cap, a pool flotation stick tube cut to size. Buy a small spring 2 small washers and a small threaded bolt and pull ring and have a single shot 12 Ga Defensive Shotgun

Plus Basic black powder is simple to make.

If you want Hi-grade Blk powder

BTW: Used Roman Candle tubes made for a great M-80.

#6 The dust in the bottom of a bag of Royal Oak lump charcoal is a great starting point for homemade black powder.

#7 NOTE: If using BBQ Charcoal (I do) make sure its 100% and not the type that has lighter fuel already added. It the fuel seems to affect combustion PSI and shelf life.

I have also found using a small coffee grinder for the broken up small charcoal pieces makes a good dust powder for fireworks.

#9 The money off-set in General Fund expenditures has been a trick of the CA Department of Finance for decades. Whatever "Cause de Jour" gets new taxes, is always a net revenue increase for the state, but they merely offset what they were already spending for the particular topic or some allied expenditure and move the offset to the general fund for other uses.
