#2 IIRC over 2/3rd of adult males are unqualified by the prior military standards. If you are going to revert to a 'draft' that is what you are going to get. Time to kill your mobilization time lines as you will need at least 6 months to a year to get these people just in shape for utilization. Of course, you can use the Russian approach of just using them as cannon fodder and skill those 6 months.
