The George W. Bush administration should be mentioned as well.

Appeasement of the Taliban started as early as October of 2001.

After the Taliban had not complied with Bush's demands and were officially scheduled to share in the terrorists' fate, the US offered them political power in Afghanistan.

Which is certainly one of the reasons liberated Afghanistan became a hostile and evil (albeit merely passively aggressive) entity.
