#2 If the state DA will not move, let's turn the vandalism into a federal crime. Howzabout invoking the Interstate Commerce Clause?
That can be stretched to cover pretty much anything. If cars are likely to be vandalized, people will not buy them, therefore reducing interstate commerce. QED, bitches!
