This is probably true in the sense that Ukraine did not send a formal diplomatic cable to Germany saying, "Oh, by the way, we are planning an attack on Russia's strategic nuclear forces the beginning of June". But dollars to donuts, there is someone in the German intelligence services who knew the game plan.
