An examination of Righthaven’s lawsuits targeting user content suggests it’s specifically going after sites that failed to fill out that paperwork."

#3 Does Righthaven have a history of using this mechanism to have its copyrighted material removed from websites that use it, or do they just let it sit there because they really don't care about it?

If a company has a history of lax protection of its IP, I have been told that it's difficult to win court cases.

Righthaven is specifically avoiding sites this mechanism.

And copyright suits are generally not defensible based on plaintif's dereliction. It's basically strict liability.
