#1 Prior to Hillary Clinton's short lived Arab Spring, Seif was meeting with Islamist and other enemies of the Qadafi regime. He was even then considered the future leader of Libya, and seemed to have the support of the LIbyan military and of a range of politicians actually in search of an honest-to-Allah Arab Spring. That he would now reemerge is not surprising. But his location is.
