UNAMA Asks Taliban to Cease Attacks in Civilian Populated Areas

Assistance Mission in Afghanistan (UNAMA) in a statement on Saturday called on all anti-government gangs, including the Taliban, to stop attacks in civilian-populated areas.
"Another critical task checked off the list! Really, they don't pay us nearly enough for the good we bring to these benighted areas of the world. Percy, pour the tea, will you; Isfahanullah, coffee for those who want it, and then the cakes. We've got to keep up our strength for the next round."
The statement came after Kabul

"Those responsible for suicide and complex attacks in civilian-populated areas can no longer shrug off the disproportionate harm to the civilian population they cause," said Nicholas Haysom, the Secretary-General's Special Representative for Afghanistan. "The Afghan people are resilient, but the suffering caused by these tactics in terms of civilian deaths, injuries, and the loss of family members, is extreme, irreversible and unjustifiable in any terms."

The Mission also extends its condolences to the families of those killed and injured, and reiterates UNAMA's unwavering support to the people of Afghanistan, the statement reads.

The Taliban in a statement on Saturday grabbed credit for two of the three massive Friday attacks.

Django, the Iraq war dog, reunited with SA handler after two years
[Newsi.ng] Durban - "I told you I was coming to get you. I told you my boy."

After a two year separation, the moment war dog Django spotted his best friend and handler Sheldon Holland through the gates of Johannesburg's quarantine kennels, his ears pricked up.

With fur bristling, Django bolted towards Holland the second he was released.

Tail wagging and tongue flailing, Django flew into the open arms of an emotional Holland and showered him with slobbery kisses and playful nips.

The Pietermaritzburg local and former American K9 explosives handler had been paired with the German Shepard in Kandahar, Afghanistan four years ago. The pair had immediately formed an unbreakable bond.

Working side-by-side for 18 months, the two became inseparable and when Holland finished his contract with the AMK9 unit, he promised his furry friend that he would one day live with him in South Africa.
Hat tip to the quiet professionals at AMK9 whom I first encountered at Fort Benning and later in theater. A story seldom told. Many long hours, many young lives saved.
After two years of separation and a lengthy, complicated process, Holland was told last week that the best friend, he thought he would never see again, was finally on his way to South Africa.

Although the kennels had told Holland that Django would only be released at 10:00 yesterday, Holland and his younger brother, Hadley Holland arrived at quarantine at 08:00.

As Holland paced anxiously around the reception area, he told Weekend Witness that his "nerves were shot" and his greatest fear was that after two years of being apart, Django would not remember him.

However, the minute Django layed eyes on Holland, he strained to free himself from the kennel handler's grip.

The second he was released from his leash, Django sprinted towards Holland.

Kenya gets US funds for counter terror war
The US has donated 9.5 billion Kenyan shillings (US $92.4 million) to the Kenyan Defence Forces (KDF) to fund soldier training and new equipment acquisitions and sustain the counterterror war against Somali militant group al-Shabab.

Speaking at a July 25 joint press conference with Kenyan President Uhuru Kenyatta at the end of his visit to Nairobi, US President Barack Obama said the fund is part of a broader bilateral security cooperation project meant to increase US military support for the KDF fight against terrorism in Somalia.
Downsizing the American military, but upsizing its responsibilities? Clever.
“Today we discussed deepening security cooperation between our governments and signed an action plan in which we will support Kenya’s judiciary, police and border security,” Obama said. “We also discussed broader efforts to counter violent extremism here in Kenya and around the world.”
So he didn't go empty handed...
The new allocation is a 163 percent increase in US funding for the KDF counterterror war, up from 3.8 billion shillings donated for the same purpose last year. From the 9.5 billion shillings, an estimated 2.52 billion shillings will be used to provide for the Kenyan Rangers Regiment, a KDF special operations unit which is leading the fight against al-Shabab.

Among other projects, the money will be used to train, equip and provide logistical support for border security forces; support interagency intelligence sharing and gathering; and improve force protection by providing explosives detection equipment and troop carriers built to withstand improvised bomb attacks.

Unnamed KDF officials told media in Nairobi that 1.9 billion shillings will be used to buy UAVs for use in border surveillance operations along the Somali border. Kenya says the porous border allows al-Shabab gunmen to enter Kenyan territory and carry out attacks such as the June 2013 siege of a Nairobi shopping mall, in which 67 people were killed. A similar attack at Garissa University near to the northeastern border with Somalia killed 147 people in April.

Apart from the US package, the KDF has an acquisition plan reflected in Kenya’s 2014-2015 budget, which allocated $205.6 million for the procurement of 10 new military helicopters. An additional $12.6 million is for the refurbishment of three grounded Russian-made Mi-17 attack helicopters, while $11.4 million will be spent on leasing 10 helicopters for the Kenyan Police Service Air Wing to widen national airspace surveillance operations.

In 2013, the KDF mechanized unit acquired 76 Serbian-made armored personnel carriers; 32 were delivered by the end of 2014.

The Kenyan Navy will receive six new 4.7 meter-long rigid hulled inflatable boats by the end of 2016. In 2012, the US donated six used patrol boats to the Navy.

Ghat security confirms plans to re-open border with Algeria
[Libya Herald] The head of security in Ghat, Colonel Murtada, has confirmd that Libyan officials are ready to reopen the nearby Libyan-Algerian border post. Shut down in May last year by the Algerians when they closed the entire frontier because of security concerns, it was reported earlier this week that they had now decided to reopen it, but only for Libyans crossing into Algeria. Algerians will still not be allowed to enter Libya.

"We have had a meeting with the Algerians about opening the Tin El Koum border post," Murtada said. "They have received orders from the president to open it but only to Libyans crossing in vehicles and only after the necessary security arrangements have been made."

Colonel Fathi Sherif, in charge of the frontier post, added that the e-passport system was not yet available there but that "we will work in the traditional manner, try to overcome the difficulties and to return to work as soon as possible".

Nigeria to Step Up Local Arms Manufacture in Boko Haram Fight

President Muhammadu Buhari instructed the Defense Ministry to create "a modest military industrial complex for the local production of weapons to meet some of the requirements of the country's armed forces", his office said in a statement.

Buhari told a graduation ceremony of the National Defense College in the capital Abuja that Nigeria's over-dependence on other countries for military equipment and logistics was "unacceptable," the statement said.

"We must evolve viable mechanisms for near self-sufficiency in military equipment and logistics production complemented only by very advanced foreign technologies," he was quoted as saying.

Buhari asked officials and industry leaders to work together to "re-engineer" the Defense Industries Corporation of Nigeria (DICON), a military department responsible for arms manufacture.

DICON was set up in 1964 to manufacture weapons from its factory in the northern city of Kaduna but production ground to a halt and the unit is now used mainly for civilian purposes such as tool-making.

Buhari, who ruled Nigeria as a military strongman between 1983 and 1985, returned to office in May as the country's first opposition challenger to defeat an incumbent in a largely fair poll.

His victory triggered a wave of optimism for oil-rich Nigeria, which has Africa's biggest population and economy but many deep and seemingly intractable problems.

If the oil futures market is correct, Saudi Arabia will start running into trouble within two years. It will be in existential crisis by the end of the decade.
The contract price of US crude oil for delivery in December 2020 is currently $US62.05, implying a drastic change in the economic landscape for the Middle East and the petro-rentier states.

The Saudis took a huge gamble last November when they stopped supporting prices and opted instead to flood the market and drive out rivals, boosting their own output to 10.6 million barrels a day (b/d) into the teeth of the downturn.

Bank of America says OPEC is now "effectively dissolved". The cartel might as well shut down its offices in Vienna to save money.

Once oil climbs back to $US60 or even $US55 - since the threshold keeps falling - they (oil shale frackers) will crank up production almost instantly.

OPEC now faces a permanent headwind. Each rise in price will be capped by a surge in US output. The only constraint is the scale of US reserves that can be extracted at mid-cost, and these may be bigger than originally supposed, not to mention the parallel possibilities in Argentina and Australia, or the possibility for "clean fracking" in China as plasma pulse technology cuts water needs.

The Saudi royal family is leading the Sunni cause against a resurgent Iran, battling for dominance in a bitter struggle between Sunni and Shia across the Middle East. "Right now, the Saudis have only one thing on their mind and that is the Iranians. They have a very serious problem. Iranian proxies are running Yemen, Syria, Iraq, and Lebanon," said Jim Woolsey, the former head of the US Central Intelligence Agency.

Money began to leak out of Saudi Arabia after the Arab Spring, with net capital outflows reaching 8 per cent of GDP annually even before the oil price crash. The country has since been burning through its foreign reserves at a vertiginous pace.

The reserves peaked at $US737 billion in August of 2014. They dropped to $US672 billion in May. At current prices they are falling by at least $US12 billion a month.

The government can slash investment spending for a while - as it did in the mid-1980s - but in the end it must face draconian austerity. It cannot afford to prop up Egypt and maintain an exorbitant political patronage machine across the Sunni world.

Social spending is the glue that holds together a medieval Wahhabi regime at a time of fermenting unrest among the Shia minority of the Eastern Province, pin-prick terrorist attacks from ISIS, and blowback from the invasion of Yemen.

Diplomatic spending is what underpins the Saudi sphere of influence caught in a Middle East version of Europe's Thirty Year War, and still reeling from the after-shocks of a crushed democratic revolt.

They are trying to get the atheist debates and science talks translated into arabic, urdu and persian

This could really help - especially the Christopher Hitchens vs Tariq Ramadan debate on "is Islam a religion of peace" - these debates would really open up the minds of a lot of Islamists never exposed to any thought outside what they've been brainwashed

And they've all got satellite dishes and YouTUbe access

plus some translations the other way can help = Lawrence Krauss is writing the foreword to Raif Badawi's book which is being translated to english. Raif Badawi is the Saudi blogger who is being flogged for blasphemy

"At least, this can't be done in Bangladesh ... we won't allow this to happen," she told a function in the capital's Osmani Memorial Auditorium.

The women and kiddies affairs ministry organised the programme to mark the 85th birth anniversary of Begum Fazilatunnesa Mujib, wife of Father of the Nation Bangabandhu Sheikh Mujibur Rahman.

The PM said various incidents are happening now in the country and the government is tackling those. "At least our government is not sitting idle."

The wave of terrorism and militancy that spread to different parts of the world had also hit Bangladesh, she noted. "We're trying to check those incidents with an iron hand."

BLOGGER MURDER: 14 wounds
[Bangla Daily Star] A four-inch wound gaped from below the chin to the right ear and a three-inch wound in the right side of his head. Another gaping wound was deep in the back of his neck. His chin and hands were severely maimed too.

This was how a police inquest report described the wounds to the body of Niladri Chattopadhyay Niloy, 28, who was hacked to death by four assailants inside his flat in the capital's Goran on Friday afternoon.

There were eight wounds to the upper part of his body, excluding several others to both of his hands. The ones to the upper part were three to four inches wide and two to two-and-a-half inches deep, according to Dhaka Medical College (DMC) morgue sources.

A test at the DMC's forensic department says he was hacked 14 times in a brutal manner, which has many similarities with the murders of other bloggers.

He was struck down in his prime due to excessive blood loss from the wounds, said Prof Habibuzzaman Chowdhury, head of the forensic department at DMC.

Hours after the gruesome attack, a group identifying itself as Ansar Al Islam grabbed credit for the murder.

A Gonojagoron Mancha activist, Niladri is the fourth blogger hacked to death this year. Earlier this year, suspected forces of Evil killed three secular bloggers and writers -- Avijit Roy in February, Oyasiqur Rahman in March and Ananta Bijoy Das in May. However,

Investigating the gruesome killing, Dhaka Metropolitan Police (DMP) yesterday said they would probe the allegation immediately.

"We will probe the allegation over police refusal to file a GD about his security," Muntasirul Islam, deputy commissioner (media) of DMP, told news hounds yesterday.

The DMP has formed a three-member committee, headed by Additional Deputy Commissioner Tareque bin Rashid of DMP's Motijheel division, to look into the allegation.

Niladri's wife Asha Moni filed a case with Khilgaon police on Friday night, accusing four unnamed persons. While leaving, they took away Niladri's laptop and mobile phone, Asha mentioned in the case statement.

Police offer award and seek help to capture killers of judge
[DAWN] RAWALPINDI: Local police have announced Rs700,000 reward for information leading to the capture of the killers of senior judge Tahir Niazi and sought Federal Investigation Agency's help in tracking them down using "geo-fencing" to get assistance in tracking down the culprits.

A source close to the police investigation "geo-fencing" would help locate the murderers by monitoring the cell phone they snatched from the wife of the slain district and session judge who was bumped off by unknown assailants in his house on Wednesday.

Geo-fencing is a feature in a software program that uses the Global Positioning System (GPS), or radio frequency identification (RFID) to define the location of a cell phone call.

At the same time, the source said, police Sherlocks continue pursuing the case on different lines, "including possibility of old enmity", and are examining the criminal cases which were under trial in the slain judge's court.

Abadi Says Committed to Religious Authority Guidance, Vows to Fight Corruption
[ALMANAR.LB] As he stressed that he is fully committed to the guidance of the religious authority in Iraq, Prime Minister Haider al-Abadi pledged to fight corruption.

The premier "pledges to announce a comprehensive plan of reform and work on the implementation" of it, his office said in a statement following a call by the country's most senior Shia holy man, Grand Ayatollah Ali al-Sistani.

Abadi is "fully committed to the valued guidance of the supreme religious authority," the statement added.

It also said Abadi would draft a plan to fight graft, calling on political parties to contribute to the measure.

Earlier in the day, Sayyed Sistani had addressed the prime minister, urging him to resolve internal issues in the government.

The premier must be more "daring and courageous" in his efforts to reform the government, Sistani had said during a Friday prayers sermon delivered by his representative Ahmed al-Safi in the holy city of Karbala.

His eminence called on Abadi to strike "with an iron fist anyone who is tampering with the people's money."

Abadi assumed power almost a year ago vowing tough action against corruption.

Paleostinian youths -- many of them minors -- and older residents of Gazoo graduated late last week from what Hamas, always the voice of sweet reason, termed a "summer camp" in the Paleostinian enclave.

In the camp, the youths learned skills ranging from traipsing down buildings to launching shoulder-fired missiles. According to AFP, during the camp some 25,000 Paleostinians took part in combat training. The youngest were as young as 15; the oldest trainees are 60-years-old.

"The goal of these military training camps is to train the vanguard for liberation -- spiritually, intellectually and physically -- to be ready and able to play its role in liberation," said a statement by the Izz ad-Din al-Qassam Brigades, Hamas' military wing in late July, when the camp opened.

Participants spent two weeks being "trained in military techniques and in firing live ammunition" as well as "first aid and rescue techniques."

Yaalon Warns: Israel Not Responsible for Lives of Iranian Nuclear Scientists
[ALMANAR.LB] Israeli Defense Minister Moshe Yaalon made a less-than-veiled threat that covert liquidations of Iranian nuclear scientists could resume.

In an interview with German newspaper Der Spiegel, Yaalon said that the Zionist entity is not responsible for the lives of Iranian nuclear scientists. As the world moves closer to ratifying a nuclear deal Israel would do anything necessary in order to assure Tehran does not get atomic weapons, including taking military action, Yaalon said in the interview published on Friday.

"Ultimately it is very clear, one way or another, Iran's military nuclear program must be stopped," Ya'alon said, according to a retranslation from an interview published in the German daily.

"We will act in any way and are not willing to tolerate a nuclear-armed Iran. We prefer that this be done by means of sanctions, but in the end, Israel should be able to defend itself," the defense minister said.

He added that he was "not responsible for the lives of Iranian scientists," according to Der Spiegel, which will publish the full interview on Saturday.

of Iraq and Syria (ISIS) murderous Moslems, school books warn students they risk "God's torture" if they don't embrace Islam. They portray "holy war" as a religious obligation if Islamic lands are attacked and suggest it is justified to kill captured enemies.

Christians, the country's largest religious minority, are largely absent from the texts.

The government says it's tackling the contradiction between official anti-extremist policy and what is taught in schools and mosques by rewriting school books and retraining thousands of teachers and preachers.

Critics say the reforms are superficial, fail to challenge hard-line traditions, and that the first revised textbooks for elementary-school children still present Islam as the only true religion.

"ISIS ideology is there, in our textbooks," said Zogan Obiedat, a former Education Ministry official who published a recent analysis of the texts. If Jordan were to be overrun by the murderous Moslems, a large majority "will join IS because they learned in school that this is Islam," he said.

Government officials insist they are serious about reform.

The rewritten books will teach "how to be a moderate Moslem, how to respect others, how to live in an environment that has many nationalities and different ethnic groups," said Education Minister Mohammed Thnaibat.

Thnaibat refused to discuss hard-line passages in the unrevised books, but said there are limits to reform. Jordan is an Islamic country, he said, and "you cannot go against the culture of the society."

Success or failure of the effort matters in a region engaged in what Jordan's King Abdullah II has framed as an existential battle with IS gunnies who control large areas in Syria and Iraq. Abdullah has emerged as one of the most outspoken Arab leaders urging Moslems to reclaim their religion from Death Eaters.

Reform efforts target both schools and mosques.

All school books are to be rewritten over the next two years, said Thnaibat. Lesson plans will shift from rote learning to critical thinking, and tens of thousands of teachers will be retrained. Revised books for grades 1-3 are already in use, and 11,000 teachers were given monthlong courses to deliver the new curriculum.

Among preachers, the government hopes to promote a "moderate Islamic ideology that is in line with our national principles," said the religious affairs minister, Haeli Abdul Hafeez Daoud.

Palestinians call for revenge as second Duma victim dies
[JPOST] The Paleostinian Authority pledged to pursue Israel diplomatically and Hamas, always the voice of sweet reason, called for a violent response to the death Saturday of Sa'ad Dawabsha, from burns he sustained in the terrorist attack on his home in the West Bank village of Duma on July 31.

Sa'ad, 31, is the second victim of the attack, which also claimed the life of his son, 18-month-old Ali, a toddler who was burned alive in his crib when the house was torched before dawn, allegedly by Jewish terrorists.

Hundreds of mourners filled the roads of Duma on Saturday during Sa'ad's funeral. Once the procession was over, Paleostinians burned tires on the road leading into the village, prompting the army to close it temporarily, according to the IDF. Following the funeral, several dozen Paleostinians threw rocks at IDF soldiers.

The soldiers did not respond.

The PA government renewed its call seeking international protection for Paleostinians in the face of recurring settler attacks. PA Foreign Minister Riad Malki said on Saturday the "heinous crime" against the Dawabsha family would not go unpunished.

Fatah and Hamas, always the voice of sweet reason, flags flew at the funeral. Israeli security officials said Hamas was pushing hard for an intensification of terror attacks on Israeli targets in the West Bank and inside Israel. Israel's Channel 2 quoted West Bank Hamas leader Hassan Yusef declaring Saturday that the time had come for "a third Intifada." The TV report said Saad Dawabsha was a Hamas supporter.

Israel has boosted its military deployment in the West Bank since the Molotov cocktailing attack. In the wake of Saad's funeral Saturday, dozens of Paleostinians threw stones at IDF soldiers and lit tires on fire near Duma. Military forces responded with riot-dispersal means. Forces remained on alert for further festivities.

Palestinians clash with police in East Jerusalem throw rocks at Egged bus
Just the usual Saturday night fun in Jerusalem, nothing to do with West Bank problems.
[Ynet] Dozens of young Paleostinians blocked a street and set fires at the entrance to Isawiya in East Jerusalem Saturday night while threw stones at Israeli border police. The rioters were repelled deeper into the neighborhood.

Stones were also thrown at an Israeli bus belonging to the Egged company on its way to Ma'ale Adumim. No injuries were reported, but damaged was caused to a window on the bus.

Security forces began searches for suspects.

Iran rejects accusations about military site as lies
[FIRSTPOST] Iran's foreign minister said on Saturday that accusations about activity at its Parchin military site were "lies" spread by opponents of its landmark nuclear deal with world powers clinched last month.

A U.S. think-tank on Friday questioned Tehran's explanation that activity at its Parchin military site visible in satellite imagery was related to road work, and suggested it was a clean-up operation before IAEA inspectors arrive at the site.

"We said that the activities in Parchin are related to road construction," Foreign Minister Mohammad Javad Zarif was quoted as saying by the IRNA state news agency.

"They (opponents of the deal) have spread these lies before. Their goal is to damage the agreement," he added.

The Institute for Science and International Security in Wshington was quick to deny on Twitter that it was one of the deal's opponents.

"We are neutral," the thinktank said.

Parchin is a site to which the U.N. nuclear watchdog, the ineffective International Atomic Energy Agency (IAEA), requested access as part of the July 14 nuclear accord between Iran and six major powers, which include the United States.

He took those weapons with him when he joined Tawhid wa'l-Jihad, a forerunner of al-Qaeda's branch in Iraq.

#3  I think Paul Bremer sort of drove them into the arms of the insurgency when he issued the edict to exclude Baathist from the government and former Saddam Army officers from the "new" Iraqi Army...when you take away a livelihood and Al Douri is trotting around with $250 million in seed money, you follow the money.

I believe that Paul Bremer personally with his idiot view of the reconstruction did more to foment this pestilence than any decision made before youknowho came into office.
