Ethiopia's Declaring a State of Emergency in its Amhara Region as Local Fighters Clash with Military

Ethiopia’s Council of Ministers is declaring a state of emergency in the country’s Amhara region after authorities pleaded for help as clashes intensify there between regional forces and the military.

The prime minister’s office announced the decision on Friday after the region’s leader said regular law enforcement was no longer able to contain the violence. The declaration needs approval from Parliament, The Associated Press said.

“The threat the activity is imposing on national security and public peace is increasing day by day,” the declaration said, noting severe economic damage as well and blaming “armed extremist groups.”

Ethiopia’s second most populous region has been gripped by instability since April, when federal authorities moved to disarm Amhara’s security forces following the end of the devastating two-year war in the neighboring Tigray region. Authorities last year also tried to dismantle the informal Amhara militia known as Fano.

This week, residents have reported fighting across the Amhara region as militia members attacked army units and protesters blocked roads. Flights to two popular tourist towns, Lalibela and Gondar, have been suspended. Internet access has been affected.

A state of emergency likely means restrictions on movement and increased powers of detention.

Saudi-backed recruits terrorize Taiz in series of killings and lootings
by Emad Almarshahi
August 3, 2023

[HodhodYemenNews] Forces in the 170th Air Defense Brigade loyal to the Saudi-led coalition looted a car belonging to an industrial detergent factory in Taiz province, southwestern Yemen.

According to local residents, the coalition recruits in the 170th Air Defense Brigade hijacked two days ago a car owned by the Al-Sulaihi detergent factory with its driver while he was parking the car near the factory in the Al-Karama area of Al-Mudhaffar district.

The sources explained that the recruits released the driver, while the car was transferred to an unknown destination.

The factory officials called on the competent authorities to work in order to get back the stolen car and ensure the safety of companies and workers in the city of Taiz.

The city of Taiz has been witnessing a major breakdown of security in which killings and looting have escalated, the latest of which was the assassination of UN official Muayad Hamidi in the city of Al-Turbah.

Three Al-Qaeda members killed in Abyan
by Emad Almarshahi
August 4, 2023

[HodhodYemenNews] Three al-Qaeda members were killed in clashes with the UAE-backed Southern Transitional Council (STC) factions in Abyan province, southern Yemen, pro-STC media sources reported on Thursday.

According to the sources, “Hurayrah al-Abini, Hakim al-Sana’ani, and another named Abu Quraish were killed in the attack launched by the organization’s elements on the positions of the STC in al-Dhiq site in Omran valley, east of Modiyah district, leaving 5 dead, including the operations staff officer of the First Battalion in the Third Brigade, Adnan Abdo Ahmed Al-Waalani, and wounding 5 others.”

Activists loyal to the STC published on Thursday a picture of the al-Qaeda dead, whom they said were killed in the confrontations in Omran Valley in Modiyah last Monday.

Hundreds of STC faction members have been killed or injured since the announcement of the “Siham Al-Sharq” operation in Abyan against al-Qaeda and Islah Party militants in mid-August of last year, when the factions grabbed control of the city of Ataq, the center of Shabwah province.

Safer oil facility in Ma'rib targeted by mortar fire
by Emad Almarshahi
August 4, 2023

[HodhodYemenNews] Unidentified gunmen bombed during the early hours of Thursday the
ironically named
Safer oil facility in Ma’rib province with a number of mortar shells.

Informed sources reported that three mortar shells exploded inside the Safer facility without clarification from the facility management about the damage caused or the party behind the bombing.

The sources indicated that the mortar shells landed near critical sites in the oil and gas facility.

The tribes of Wadi Obeida possess various medium and heavy weapons, with the support of the Saudi-led coalition, to fuel conflicts among them.

It is noteworthy that al-Qaeda members are spreading in the areas under the coalition authorities in the Wadi Obeida valley, where they are fighting in their ranks against the Sanaa forces on the Ma’rib front.

Germany arrests Syrian man accused over 2013 Tadamon massacre

German authorities arrested on Thursday a Syrian man in charge of Tadamon massacre in Damascus, Syria’s capital, in 2013.

The man, called Ahmad H, is accused of crimes against humanity and war crimes including torture and enslavement, German prosecutors said in a statement on Thursday.

Ahmad was leading a pro-government militia in Tadamon, when the massacre took place in 2013 that resulted in the killing of about 40 people. The massacre was filmed by its perpetrators and revealed by The Guardian last year.

In April 2022, The Guardian published a report that showed members of the Syrian Military Intelligence Branch 227 were shown firing at blindfolded, unarmed civilians in Tadamon, a residential neighborhood in the Syrian capital of Damascus. The video showed 41 people being murdered by an intelligence officer called Amjad Yusef.

In March, the US Department of State issued a decision in which it barred Yusef from entering US territory. The decision barred Yusef, his wife, and close family members from entering US territory. "Yusef’s war crimes serves as a sobering reminder for why countries should not normalize relations with the Assad regime absent enduring progress towards a political resolution," said Antony Blinken, US Secretary of State, in an accompanying statement.

The suspect, Ahmad H, is the first person to be detained in connection with crimes in Tadamon, The Guardian reported. "He was a local leader of the Shabiha, a pro-regime paramilitary group tasked with suppressing political opponents. The group is accused of regularly detaining civilians at checkpoints in Tadamon, whom they tortured, extorted or forced into labour, prosecutors said."

According to the British newspaper, 27 extremely graphic videos of Shabiha and Syrian soldiers carrying out massacres and disposing of dozens bodies in the neighbourhood were leaked from a Syrian government laptop to two academics based in Europa
...the land mass occupying the space between the English Channel and the Urals, also known as Moslem Lebensraum...
in 2019.

The academics are Prof. Ugur Üngör, from the University of Amsterdam’s Institute of Holocaust and Genocide Studies, and the researcher Annsar Shahoud identified many of the perpetrators in the videos, including Amjad Yusef.

Ahmad H, understood by The Guardian to be an associate of Yusuf, is accused of "personally participating in the abuse of civilians in various occasions", the prosecutors said.

With the outbreak of the Syrian conflict in 2011, hundreds of thousands of Syrians fled their country to Germany. Among the refugees, there were several pro-government officers and leaders.

Last year, Germany sentenced Anwar Raslan, ex-colonel of the Syrian Intelligence, to life in prison for crimes against humanity for his part in murdering 58 detainees, raping others, and torturing about 4,000 prisoners.

Also, Alaa Mousa, a doctor who worked at a military intelligence prison in the Syrian city of Homs from April 2011 until late 2012, was accused of torturing and killing inmates at a government-run prison and two military hospitals, German prosecutors said last year. He is accused of killing one person and 18 counts of torture, as well as causing serious physical and psychological harm to others. The doctor has been in pretrial detention in Germany since his arrest in June 2020.
Deutsche Welle adds:
German police have arrested a Syrian man on suspicion of crimes against humanity during his time leading a pro-Assad militia in the early stages of the Syrian civil war.

The suspect, identified only as Ahmad H., was arrested in Bremen on Wednesday, prosecutors said a day later.

Prosecutors said the suspect was the leader of a militia loyal to Syrian leader Bashir al-Assad in the Damascus suburb of Tadamon from 2012 to 2015. They said the militia ran checkpoints where "people were arrested arbitrarily so that they or their family members could be extorted for money, committed to forced labor or tortured."

In one incident, the suspect is alleged to have hit an arrested man in the face and ordered fellow militia members to "brutally torment" him for hours with plastic pipes.

In another incident, the suspect and other militia members allegedly beat and kicked a civilian at a checkpoint, slamming the civilian's head into the pavement and then tying him up before he was taken away by the militia.

Prosecutors also pointed to two alleged incidents where the suspect is said to have arrested a group of 25-30 people and forced them to spend a day carrying sandbags to a nearby front line, where they worked under fire without food or water and were beaten.

The militia also worked with a military intelligence wing that executed at least 47 people in the area, prosecutors said.

On Thursday, a judge remanded the suspect in jug pending a possible indictment.

Although the alleged crimes against humanity were committed in Syria and no German citizens were involved, Germany's principle of "universal jurisdiction" means prosecutors can still pursue cases of serious crimes committed abroad, no matter who perpetrated them or who the victims were. In 2022, this led to the first conviction of a senior Syrian official for crimes against humanity.

Terrorist associate detained under PSA in Kishtwar: Police

Jammu and Kashmir
...a disputed territory lying between India and Pakistain. After partition, the Paks grabbed half of it and call it Azad (Free) Kashmir. The remainder they refer to as "Indian Occupied Kashmir". They have fought four wars with India over it, the score currently 4-0 in New Delhi's favor. Police on Thursday detained a terrorist associate under Public Safety Act(PSA) in Kishtwar.

Police said that in order to ensure public safety and safeguard national security, the Kishtwar Police, as a preventive measure, detained Abdul Karim Butt, a resident of Badhat Saroor, tehsil Drabshalla in district Kishtwar under PSA. He happens to be brother of hardcore HM A++ category bad boy namely Jahangir Saroori.
Mr. Saroori was a district commander of Hizb ul Mujahideen (HM), the militant wing of Jamaat i-Islami on Pakistan’s ISI payroll for the purpose of conquering Indian Kashmir, so it seems safe to assume that Mr. Butt is likewise involved with HM.
Quoting a top police officer, news agency Kashmir Scroll reported that the detained bad boy associate was previously involved in anti national activities and accordingly was booked under provisions of UAPA Act and is facing trial in NIA court.

The officer said that the person's current activities are prejudicial to the security of the country and his free movements in the society also create circumstances to radicalise youth.Accordingly, the subject has been detained under PSA and lodged at District Jail Kishtwar.
