Afghanistan
Daily Evacuation Brief September 24, 2023
[AfghanDigest] LAST 24 HOURS
  • REPORTS OF A ‘QUIET’ CURFEW IN KABUL, NANGARHAR, KUNAR, AND LAGHMAN PROVINCES – Residents of these Provinces say that Taliban patrols have increased in certain areas and that citizens are being told that no one is to leave their houses after 2100hrs local time. Some reports that individuals who have been stopped for a second time in select areas of Nangarhar have been arrested. It is not clear what threat the Taliban may be responding to and there are reports that the unofficial curfews are actually being put in place by local Taliban commanders who are under orders to reduce crime in their areas of responsibility.

  • TALIBAN REGISTER COMPLAINT WITH CHINA OVER AFGHAN FEMALE ATHLETES ALLOWED TO COMPETE IN ASIAN GAMES ON 26 SEPTEMBER – A source in Kabul said that Taliban leadership was miffed upon hearing the news that 17 Afghan female athletes would be allowed to compete in the Hangzhou Asian Games that is scheduled to start next week. The women athletes are expected to represent Afghanistan in the sporting competition and all are currently living abroad and are not sanctioned by the Taliban. Approximately 130 male athletes from Afghanistan are expected to take part in the games. The source said that an official response from China about the women’s participation had not yet been received and the Taliban Foreign Ministry was concerned that negative press would mar the Taliban’s image and would be used by critics of the regime to point out the continued gender disparity under the de facto regime.

  • FORMER GOVERNMENT EMPLOYEES AND MEMBERS OF THE AFGHAN MILITARY SAY THEIR HOMES ARE BEING CONFISCATED BY THE TALIBAN IN NANGARHAR – Several sources from among officials of the former regime say the Taliban’s ‘3rd Brigage’ had begun confiscating property given to them while working/serving under the former regime. It is not clear how many homes had already been seized and there are conflicting reports about who is receiving the homes. Some sources say that families of TTP members have received the lion’s share while others say they are being taken by members of the Taliban security forces.

CONFLICT TRACKER

Somalia: Over 20 killed in Al-Shabaab mid-noon truck bombing
[Garowe] More than 20 people were killed on Saturday afternoon in Somalia, witnesses said, in the latest "worst" attack targeting civilians in central Somalia, amid an ongoing crackdown against the al-Shabaab
...... Somalia's version of the Taliban, functioning as an arm of al-Qaeda...
, a group that has been causing chaos and mayhem in the country.

According to witnesses, the attack at Beledweyne, was the most devastating in as many months, with the corpse count likely to rise significantly. Those injured have been rushed to regional hospitals for further treatment, but the government is yet to confirm the exact number of those who have died.

A truck bomb exploded near a busy checkpoint near the town center, with the immediate target still not year known, witnesses said. The explosion caused massive destruction to neighboring residential areas within the country, witnesses added while acknowledging the presence of several bodies.

The checkpoint is located at the former beverages factory building known as Horseed, sources said, without giving much details. The town is fragile and quite exposed to al-Shabaab attacks, but in recent weeks, it has been extremely calm, according to residents.

Beledweyne, 350Kms north of the Somali capital, Mogadishu is the Hiiraan regional capital within HirShabelle state, and lately, it has been the epicenter of the fight against al-Shabaab krazed killers, particularly through clan mobilization since last year.

The al-Shabaab krazed killers, through their proxy media houses, have already taken responsibility, without giving specific details on the target. However,
some people are alive only because it's illegal to kill them...
the forces of Evil usually target senior government officials, security officers, and at times innocent civilians in the country.

In recent weeks, al-Shabaab forces of Evil have been attacking government forces in south and central Somalia, following the activation of operations against the group in central Somalia. The krazed killers, however, have been facing defeats in the country given the sustained military operations.

On the 19th of this month, Somalia wrote to the United Nations

Transition Mission in Somalia [ATMIS].

At least 3,000 soldiers were expected to leave the mission by the end of this month, but Somalia insists it needs at least three more months for the move to be effected.

snuffies in central Somalia, in the latest crackdown targeting the group just ahead of the second phase of operations against the group in Jubaland and Southwest states of the country.

According to the state media, over 27 al-Shabaab snuffies were killed in an operation launched within Galmadug state where several soldiers are operating from in the ongoing combing exercise meant to leverage on gains made in the first phase of operations against the group.

The defense ministry insisted that the operations will continue, adding that the death of the snuffies is a significant milestone in the war, which has lasted for almost two decades. Central and southern Somalia are the most affected regions with violent mostly peaceful extremism.

"Over 27 Khawarij snuffies were eliminated in a successful operation by the Somali National Army," the Defense Ministry said in a brief statement posted on X.

According to the ministry, the operation was conducted in Balal-Dheer, El-Gambar, and Mililiqo located within the Central Galmudug

in Bakool, killing a senior al-Shabaab leader. Seven guards were also killed in the process according to reports in the ministry, lauding the move as an "important development in the war against al-Shabaab krazed killers".

President Hassan Sheikh Mohamud has insisted that the war against al-Shabaab will continue until the country is rescued from the jaws of the group. al-Shabaab has continued to kill security forces, innocent civilians, and senior government officials in the country.

Independence day: Mali's junta cancels the festivities
[AFRICANEWS] Mali's ruling junta has cancelled the festivities planned to mark the anniversary of independence and is considering mobilising reservists in the face of rising tensions in the north of the country.

In a speech to the nation on Thursday, the head of the junta, Assimi Goïta, assured the nation that the defence and security forces would "once again be deployed throughout the country".

He added: "After ten years of the presence of foreign forces on our soil, we understood that the logic was rather to maintain insecurity and keep us dependent. This is the fundamental reason why the Malian people have decided to take their security into their own hands."

The Malian military are counting on Russia's help to re-establish their illusory sovereignty, even though vast stretches of land remain outside their control.

Assimi Goita took advantage of his speech to express his gratitude to Russia: "I would like, on this occasion, to salute Mali's sincere partners, in particular the Russian Federation, whose efforts and support have been extremely useful to us in preserving our illusory sovereignty in a national, regional and international context marked by multi-faceted tensions against a backdrop of divergent views".

Tuareg-dominated groups resumed operations against the Malian army in the north in September after months of tension with the government. They had signed a peace agreement with the central government in 2015 that was supposed to put an end to the hostilities sparked by the independence and Salafist insurrections of 2012.

Uganda's president says airstrikes killed 'a lot' of rebels with ties to Islamic State in Congo
[Al Ahram] Uganda’s President Yoweri Museveni
...President-for-Life of Uganda. He assumed office in 1985. His primary virtue is being prefereable to both his predecessors, Idi Amin and Milton Obote...
said Saturday that recent Arclight airstrike
...KABOOM!...

...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
group in eastern Congo have killed "a lot" of the holy warriors, possibly including a notorious bomb maker.

The statement issued by the president's office didn't provide details on the Sept.16 airstrikes targeting the Allied Democratic Forces, or ADF, a shadowy holy warrior organization blamed for regular violence targeting civilians from bases in Congo's volatile east.
The ADF, also known since 2019 as ISIS’ Central African Province (ISCAP), abuse the civilians in the eastern part of the DRC, but they’ve reportedly been expanding their area of operations. The ADF was originally a Ugandan rebel group but was routed more than two decades ago and fled into the jungles of eastern Democratic Republic of the Congo.
The airstrikes targeted four ADF camps located between 100-150 kilometers (62-93 miles) from the Uganda border, according to Museveni’s statement.

Uganda and Congo launched joint military operations against the ADF in 2021.

Meddie Nkalubo, a Ugandan bomb maker with the ADF, was likely killed in the airstrikes, according to the statement.

ADF fighters sometimes conduct deadly raids across the border. In June, suspected ADF rebels attacked a school on the Ugandan side of the border, killing at least 41 people at night before fleeing across the mostly non-existent border. Thirty-eight students in their dormitories were among those killed.

The ADF has long opposed the rule of Museveni, a U.S. security ally who has held power in this East African country since 1986.

The group was established in the early 1990s by some Ugandan Moslems, who said they had been sidelined by Museveni’s policies. At the time, the rebels staged deadly attacks in Ugandan villages and the capital, including a 1998 attack in which 80 students were massacred in a town not far from the scene of the latest attack.

A Ugandan military operation later forced the ADF into eastern Congo, where many rebel groups are able to operate because the central government has limited control there. The ADF has since established ties with the Islamic State group.

Central African Republic sentences ex-president Bozizé to life imprisonment (in absentia)
[AFRICANEWS] Former Central African president François Bozizé, now exiled leader of the main rebel coalition, was sentenced on Thursday to life imprisonment with hard labor in Bangui, notably for "conspiracy" and "rebellion", according to a judgment sent to AFP on Friday by the Ministry of Justice.

Mr. Bozizé, who seized power in 2003 in a coup d'état before being overthrown 10 years later by rebels, was sentenced in absentia along with two of his sons and 20 other co-accused, including prominent rebel leaders.

They were all also convicted of "undermining the internal security of the State" and "murder", according to the judgment read by Joachim Pessire, First President of the Bangui Court of Appeal, which judges criminal cases in the first instance.

The judgment does not specify the crimes or the period concerned.

Mr. Bozizé, 76, a refugee in Chad until March 2023, when he went into exile in Guinea-Bissau, is the coordinator of the Coalition of Patriots for Change (CPC), the main Central African rebel coalition formed in December 2020 and which is waging a guerrilla war in the north of the country.

Ali Darassa, fugitive military leader of the Unité pour la Paix en Centrafrique (UPC), the main component of the CPC, is among those sentenced.

Civil war has been tearing apart the Central African Republic, one of the world's poorest countries, since 2013 when a coalition of armed groups dominated by Muslims, the Séléka, overthrew Mr. Bozizé, who then organized and armed so-called anti-balaka militias, mostly Christian and animist, in an attempt to regain power. The conflict, which was extremely deadly in the early years, has considerably diminished in intensity since 2018.

In Colombia, rebels claimed responsibility for a terrorist attack in the west of the country
Direct Translation via Google Translate. Edited.
[Regnum] The Central General Staff group of the Revolutionary Armed Forces of Colombia (FARC) claimed responsibility for the recent terrorist attack in the Colombian department of Cauca in the west of the country, according to a statement on the organization’s microblog on the social network X (formerly Twitter).

On September 22, an explosion occurred near a police station in Cauca. The bomb was planted in a car. As a result of the incident, two people were killed and at least five were injured.

At the same time, the militants said that they “made a mistake” and assured that they would unilaterally observe the ceasefire until October 8, when peace negotiations with the government should start. A statement from the Central General Staff said that the organization expresses condolences to the families of the victims.
Yeah, that should be enough...
Representatives of the group noted that their actions were allegedly not directed against civilians.

As IA Regnum reported , since the beginning of 2023, the Colombian government has reached truce agreements with several rebel associations. At the same time, the agreement with the “Central General Staff” was terminated in May after the murder of four recruited teenagers.

In July, Colombia's national peace commissioner, Ivan Danilo Rueda , announced that the parties had agreed to begin new negotiations. On August 9, the Colombian rebel group ELN (National Liberation Army) warned of its intention to attack the Attorney General of the Republic, Francisco Barbosa , with the aim of killing the official.

According to Colombian prosecutors, five top ELN commanders met in Venezuela in July to discuss the details of the operation.

Azerbaijan seizes arms from Nagorno-Karabakh rebels
[Al Ahram] As the first Red Thingy aid convoy crossed into the disputed enclave since Azerbaijan launched this week's lightning offensive, government forces said rebel "demilitarisation" had begun.

Moscow announced on Friday that ethnic Armenian separatist fighters had begun to surrender weapons under a Russian-mediated agreement, and on Saturday the Azerbaijan forces were keen to show off a captured rebel arsenal.

"We are in close cooperation with the Russian peacekeepers who are conducting the demilitarisation" and giving "support to civilians", Azerbaijani military front man Colonel Anar Eyvazov said in the Shusha district, outside the regional capital Stepanakert.

Azerbaijani forces now control the area and the town of Shusha appears deserted. Troops have mortar positions on high ground overlooking the approach to Stepanakert, AFP news hounds saw.

Government forces displayed an arsenal of infantry weapons, including sniper rifles, hundreds of Kalashnikov rifles, rocket-propelled grenades and four tanks painted with cross insignia, that they said they had seized from the separatists.

"We have more like that in the forest, but we can't bring them all here," said Lieutenant General Mais Barkhudarov, commander of Azerbaijan's 2nd Army Corps.

To the southwest, the so-called Lachin Corridor that once connected the breakaway region to Armenia is also controlled by government forces, which have mounted a de facto blockade for the past nine months.

Assets Of Khalistani Extremist Gurpatwant Singh Pannun Seized By NIA In Punjab
[OneIndia] The National Investigation Agency (NIA) has taken possession of properties owned by Gurpatwant Singh Pannun, the leader of the banned Sikhs For Justice (SFJ) organization, in Chandigarh and Amritsar, utilising the powers vested in the Unlawful Activities (Prevention) Act.

A property confiscation notice affixed to Pannun's residence in Sector 15, Chandigarh, states, "1/4th share of house no. #2033 Sector 15-C, Chandigarh, owned by Gurpatwant Singh Pannu, a 'proclaimed offender' in NIA case RC- 19/2020/NIA/DLI, stands confiscated to the state under section 33(5) of the Unlawful Activities Prevention Act, 1967 by orders of the NIA special court, SAS Nagar, Mohali, Punjab, Dated 14/09/2023. This is for information of the general public."

A similar notice has been posted on Gurpatwant Singh Pannu's agricultural land in his ancestral village of Khankot in Amritsar. The NIA has taken control of 46 kanals of agricultural land connected to Pannu, related to a terrorism case filed in 2020.

Gurpatwant Singh Pannu's father, Mohinder Singh Pannu, originally hailed from Nathu Chak village in the Patti sub-division of Tarn Taran before the partition. After the partition, the family relocated to Khankot village in Amritsar.

Gurpatwant Singh Pannun is a co-founder of the US-based separatist group Sikhs for Justice (SFJ) and is actively engaged in advocating for a separate Sikh state, referred to as Khalistan, in the United States, Canada, and the United Kingdom.

In July 2020, Pannun was designated as a terrorist by the Union home ministry, and two months later, the government ordered the attachment of his properties under Section 51A of the stringent Unlawful Activities (Prevention) Act. Pannun has been conducting a campaign against India, encouraging Sikh youth in his home state of Punjab

to embrace militancy.

He has been a prominent organiser of the so-called Khalistan Referendum, inviting Sikhs worldwide to vote on whether Punjab should become an independent nation based on religion. Pannun also worked closely with Canada-based Hardeep Singh Nijjar, whose murder has been at the center of the diplomatic standoff between Ottawa and New Delhi.

Some 100,000 estimated at central anti-overhaul rally in Tel Aviv vs. over 2 million for 18 pre-Day of Atonement services at Western Wall

#2  Agreed, lord garth — there were eighteen opportunities, according to the article. But the anti-judicial overhaul protesters are also mostly frequent flyers. And if all those praying do all eighteen, that’s over 111,000 altogether, about as many praying as protesting. But it’s more likely that many to most will have gone only once, praying the rest if the time at their usual synagogue.

Israel strikes Gaza again amid Palestinian border protests
[Al Ahram] The Israeli occupation army launched a dronezap on the Gazoo
...Hellhole adjunct to Israel and Egypt's Sinai Peninsula, inhabited by Gazooks. The place was acquired in the wake of the 1967 War and then presented to Paleostinian control in 2006 by Ariel Sharon, who had entered his dotage. It is currently ruled with an iron fist by Hamaswith about the living conditions you'd expect. It periodically attacks the Hated Zionist Entity whenever Iran needs a ruckus created or the hard boyz get bored, getting thumped by the IDF in return. The ruling turbans then wave the bloody shirt and holler loudly about oppression and disproportionate response...
Strip on Saturday after three Paleostinians were maimed by Israeli gunfire in the latest episode of border protests, sources on both sides said.

The early evening strike is one of a series that have come amid near-daily protests at the border by Paleostinians after Israel closed the Erez crossing from Gaza.

A Paleostinian security source told AFP that an "Israeli aircraft had targeted a Hamas, the well-beloved offspring of the Moslem Brotherhood, surveillance site east of Gaza City", without mentioning any casualties.

Earlier in the day, Paleostinian demonstrators were attacked by Israeli soldiers stationed along the border fence.

Three Paleostinians were maimed by Israeli fire, according to the Gaza health ministry.

Israel has imposed an air, land and sea blockade on the impoverished Paleostinian enclave ever since the Islamist group Hamas seized control in 2007.

Compare that report from Egypt to this from Israel:
IDF strikes Hamas post in Gaza after border rioting that included gunfire at troops

[IsraelTimes] Military responds with riot dispersal measures and live fire as dozens hold violent mostly peaceful protest, launch incendiary balloons

The military carried out an Arclight airstrike
...KABOOM!...
on a Hamas, one of the armed feet of the Moslem Brüderbund millipede, position in the Gazoo Strip on Saturday, following the latest riots along the border which included gunfire toward army forces.

The Israel Defense Forces said a drone struck the post, located near the day’s riots.

Dozens of Paleostinians rioted
...dozens? Golly. I guess Hamas really is having to tighten their belts — they used to hire thousands for their weekly Friday riots a few years ago!
along the border with Israel earlier, in the latest violent mostly peaceful rally near the barrier in what has become a daily occurrence.

Rioters burned tires and hurled makeshift bombs, and button men fired toward Israeli forces along the border.

Footage showed terror operatives flying balloons carrying incendiary devices toward the border, though there was no information of balloons sparking fires within Israel.
Depending which way the wind was blowing, quite possibly none of the things made it over the fence beyond Gaza.
The military said it responded with riot dispersal measures and live fire in some instances.
If only three were wounded, the local IDF troops are going to have to relearn how to hit protestor legs — it has been a while since they’ve needed to and probably that was a different crop of soldiers.
The Jerusalem Post adds:
One Gazan was injured as Paleostinians rioted and burned tires along Israel's border with the Gaza Strip on Saturday afternoon, according to local reports.

Israeli fire injured the rioting Gazan, Paleostinian media reported, who was among some 150 involved in violent mostly peaceful riots near the Rafah and Karni crossings.

Earlier on Saturday, a demonstration was held on the shores of the Gaza Strip as protesters staged a flotilla calling for an end to Israel's blockade of the strip for Yom Kippur and the High Holy days.

Fires also broke out along the Gaza border on Friday by what security forces said were incendiary balloons, not seen launched from the Gaza Strip in over two years.

Hamas cadre arrested in Sidon over spying for Israel
Israel sees them when they’re sleeping
Israel knows when they’re awake
Israel knows if they’ve been bad or good...
[AnNahar] Hamas, a contraction of the Arabic words for "frothing at the mouth", member Khalil Abou Maazeh has been arrested in Sidon by the Internal Security Forces Intelligence Branch on suspicion of collaborating with Israel, a media report said.
Pray for the serenity of his soul, as his body belongs to others now.

before totally becoming a member of Hamas’ military wing and establishing ties within and outside the movement. He added that years ago Israel’s intelligence services had managed to recruit him for money," al-Akhbar newspaper reported on Friday.

"The investigations revealed that Abou Maazeh had relations with Qassam Brigades engineers who worked in labs for developing weapons for the Paleostinian resistance, including Hamza Shaheen, a bomb technician who was killed in a mysterious blast in a mosque in the al-Bourj al-Shamali camp on December 10, 2021. It later turned out that the earth-shattering kaboom was caused by a sabotage operation carried out by Israel’s spies," the daily added.

The investigations also revealed that the detainee had later worked with Hamas’ West Bank division and had ties to Hamas’ gangs in the West Bank, al-Akhbar said, adding that Abou Maazeh "played a role in exposing a number of resistance cells in Paleostine."

"While in Beirut, Israel tasked him with monitoring the Hamas forces of Evil who leave the West Bank or the Gaza Strip for Leb
...an Iranian colony situated on the eastern Mediterranean, conveniently adjacent to Israel. Formerly inhabited by hardy Phoenecian traders, its official language is now Arabic, with the usual unpleasant side effects. The Leb civil war, between 1975 and 1990, lasted a little over 145 years and produced 120,000 fatalities. The average length of a ceasefire was measured in seconds. The Lebs maintain a precarious sectarian balance among Shiites, Sunnis, and about a dozen flavors of Christians. It is the home of Hezbollah, which periodically starts a war with the Zionist Entity, gets Beirut pounded to rubble, and then declares victory and has a parade. The Lebs have the curious habit of periodically murdering their heads of state or prime ministers...
