Dostum Opposes Militia Force Idea During Jowzjan Trip

he stressed the need for a public uprising against the Taliban -- a move that began about two years ago in southern Ghazni province.

In a meeting Tuesday with the elders and security officials of Jowzjan in his guesthouse -- called Dostum Palace -- the former warlord praised the sacrifices of security forces and promised to address their concerns.

"I am the first Vice President and I came here upon the request of elders. How can we conduct arbitrary operations and how can we build militia forces?" Dostum said in Sheberghan, the quiet provincial capital.

Following his war experience, Dostum -- leader of Junbish-e-Milli Party -- said he was directed by the president to visit the province and assess the security situation.

appellate court have said the case will be referred to the Supreme Court of Afghanistan for final hearing in the next couple of days.

Head of Appellate Courts of Crimes against Internal and External Security Ali Abdul Nasir Murid said justice has been availed in Farkhunda murder trial however he said a final decision will be taken regarding the case by Supreme Court.

"Specific conditions have been set for death penalty since the crime has not been verified but the higher authorities are authorized to decide regarding verdict," Murid quoted in a report by Radio Free Europe (RFE) said.

The primary court of Kabul awarded death sentence to Zain-ul-Abideen, Mohammad Yaqoob, Mohammad Sharif and Abdul Bashir who were found guilty of murdering the 27-year-old Farkhunda.

However,

the appellate court of Kabul revised the decision and sentenced each convict for 20 years in jail, a decision which sparked furor among the civil society activists and family members of the victim.

The appellate court argues that there is no evidence to prove the murder of Farkhunda by the convicts despite numerous video tapes went viral on social media.

Farkhunda was brutally beaten, murdered and her body was set on fire by angry mob after she was accused of burning Koran.

Geroushi dismisses threat of EU sanctions

Speaking to the Libya Herald, Geroushi said that he had heard nothing official about the threat from anyone and he was not taking it seriously. "I don't have any [bank] accounts outside Libya," he said, nor any other assets. He believed the same was true for Hafter.

Not were there any visits to Europe on the horizon. "I am not intending to leave Libya or go to Europe," he stated. "I'll stay until the turbans have been destroyed," he said. "We'll carry on fighting until we have security and have saved the country."

Maybe then, he added, "we might take a break," ­-- but not before.

EU foreign ministers are reported to be exasperated at the lack of progress of the UN-brokered Dialogue process and what they see as moves to sabotage it by a number of key Libyan players including, supposedly Geroushi and Hafter. "We need to be ready to implement sanctions ... to put pressure on those who will not come to the table", Belgian Foreign Minister Didier Reynders has said.

Europe has considered imposing sanctions of its own after Russia and China last month vetoed UN proposals to sanction Sewehli and Zintan commander Othman Milaiqtah.

Tens of Egyptians 'secretly' arrested, missing, Human Rights Watch says

(HRW) says dozens of Egyptians have disappeared after being "secretly" detained by the country's security forces.

On Monday, the rights group said dozens of cases of enforced disappearances had been documented from 2013 through 2015.

"Egyptian security forces have apparently snatched up dozens of people without a word about where they are or what has happened to them," said the HRW deputy Middle East director Joe Stork.

The HRW said three of the cases it documented involved individuals who had been found dead after being incarcerated

On June 4, Seyed al-Rassed, 46, was arrested in Qalyubia Province by plainclothes coppers and a Central Security Forces officer. Days later, his family was notified that his body, which bore torture marks, was at a mortuary.

The HRW added that the independent civil society organization Freedom for the Brave said in a report on June 7 that it had documented 164 cases of enforced disappearances since April 2015. The organization says 66 people are still missing. It later reported an additional 39 cases to the Egyptian National Council for Human Rights (NCHR), saying most of them took place in April and May.

The HRW says enforced disappearances are considered a serious violation of international human rights

law. The US-based organization also said enforced disappearance is considered a crime against humanity if carried out systematically as a matter of policy.

The Borno State-born Major General, who took over command of the nation's army last week, said he was ready to lead soldiers to the dens and enclaves of the myrmidons.

He, therefore, re-christened the operational code of the counter insurgency efforts from "Operation Zaman Lafiya" to "Operation Zaman Lafiya Dole" -- which in Hausa means 'the quest for peace becomes a must'.

Mr. Buratai, who was in neighbouring Yobe State to celebrate the Islamic eid-el-fitri festival with Nigerian troops, moved to Borno on Sunday afternoon. He arrived Maiduguri by road and was received by the Borno State Deputy Governor, Zannah Mustapha, who immediately accompanied the army boss to visit the 103 Battalion of the 7 Division, Maiduguri in Konduga Town where they met the troops and hailed their courage and gallantry.

In his address, the army chief called for general collaboration amongst the troops and other security agencies as well as the general public in curtailing activities of the Boko Haram.

He stressed that without the synergy of intelligence amongst all security forces, it would be difficult to defeat Boko Haram whose insurgency has caused the death of over 15,000 people since 2009.

"The ongoing activities of Boko Haram is assuming an alarming dimensions in Borno state and other parts of the north east," he said. "We will not tolerate the killing of citizens and destruction of property; in as much as we urge you (troops) to adhere strictly to human rights

Kyrgyzstan terminates cooperation deal with US
[Iran Press TV] Kyrgyzstan terminates a long-running cooperation agreement with the United States over Washington's decision to grant an imprisoned ethnic Uzbek a human rights

According to the Kyrgyz government's press service, Prime Minister Temir Sariyev signed a directive terminating an agreement on Cooperation to Facilitate the Provision of Assistance on Tuesday.

The agreement is expected to be officially terminated by August 20.

The move by Kyrgyzstan comes a day after Washington warned that an escalation in tensions in the country and the termination of the agreement could jeopardize assistance programs "that benefit the Kyrgyzstani people."

The agreement was signed in 1993.

On July 17, Kyrgyzstan's Foreign Ministry protested the decision by the US to award rights activist and journalist Azimjon Askarov, who is currently serving a life sentence for "creating a threat to civil peace and stability in society" in 2010.

Askarov was convicted after ethnic festivities in southern Kyrgyzstan in June 2010, which left hundreds of people dead.

Kyrgyzstan has been under domestic and international pressure to release Askarov.

Mumbai bomb plotter on death row loses final appeal
[DAWN] India's top court on Tuesday rejected a final appeal by Yakub Memon, a key plotter of kabooms that killed hundreds in Mumbai in 1993, paving the way for his execution.

Media reports said Yakub Memon would hang on July 30 -- more than two decades after the deadliest attacks ever to hit India --after the Supreme Court rejected his final plea.

The Bombay Stock Exchange, the offices of Air India and a luxury hotel were among the targets of the March 1993 blasts, which killed 257 people in India's commercial capital.

The attacks were believed to have been staged by Mumbai's Moslem-dominated underworld in retaliation for anti-Moslem violence that had killed more than 1,000 people.

Memon was the only one of 11 people convicted for the 1993 attacks to have his death sentence upheld on appeal. The sentences on the others were commuted to life imprisonment.

Executions are only carried out for "the rarest of rare" cases in India.

But President Pranab Mukherjee has rejected a number of mercy pleas in recent years, ending an unofficial eight-year moratorium.

A Kashmiri separatist convicted of involvement in a deadly 2001 attack on the Indian parliament was executed in New Delhi in 2013, while the lone surviving gunman from the deadly 2008 Mumbai attacks was hanged in 2012.

"Crimes such as these deserve maximum punishment," Meenakshi Ganguly, South Asia director for Human Rights Watch

Indian corps commander warns 'elements in Pakistan' of 'unexpected damage'
[DAWN] Indian army's Lieutenant General KH Singh on Monday warned "certain elements in Pakistain" of "unexpected damages" in the wake of repeated exchanges of fire between Indian and Pak border forces along the Line of Control and Working Boundary over the past week, according to a report on the NDTV website.

Commander of the Nagrota-based Headquarters 16 Corps outside Jammu, Lt Gen KH Singh said, "There are certain elements across the border who want to create trouble on the Line of Control... we have to give them certain unexpected damage to so that they don't repeat it in future."

He claimed that the Pak Army shelled and opened fired on Poonch sector villages in India-held Kashmire's Jammu region on Saturday as Eidul Fitr celebrations were underway because the Indian Army had 'stopped Lions of Islam from crossing the border' just a few days earlier.

"One girl was killed on the Pakistain side ─ we regret the incident. The Mighty Pak Army also suffered major damages. They chose the Eid day to retaliate and targeted our civilian areas after Eid prayers," the Indian general said.

Over the past week, at least four Paks were killed in three separate incidents of cross-border firing, and Pak troops had shot down a spy drone along the LoC.

A day after firing took place along the LoC on Eid, the Foreign Office lodged a strong protest with India over what it said was the "offensive posture" of Indian security forces and a provocative act against the spirit of the Ufa understanding.

Foreign Office front man Qazi Khalilullah also said he regretted that the ceasefire violations by the Indian troops are being committed during the Eidul Fitr holidays as was done by them last year.

US places 4 Hezbollah figures on sanctions blacklist
[IsraelTimes] Treasury says the new action was latest in efforts by US government against Lebanese terror group

The US Treasury imposed sanctions on three Hezbollah military officials and a businessman tied to the group on Tuesday, citing their support for the regime of Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad

The Treasury named Mustafa Badr Al Din, said to be in charge of Hezbollah's military operations in Syria; and Fu'ad Shukr and Ibrahim Aqil, both members of Hezbollah's top military body, the Jihad Council, and both involved in the group's military activities in Syria, in support of the Assad regime.

The Treasury added that Aqil was involved in the hostage taking of two Germans in the late 1980s and bombings in Gay Paree in 1986.

Also named was Abd al Nur Shalan, which the US called the "point person for the procurement and transshipment of weapons and materiel for (Hezbollah) and its Syrian partners for at least 15 years."

Being designated for sanctions allows the Treasury to freeze any assets on US territory tied to the individuals, and forbids any Americans or US institutions from doing business with them.

The Treasury said the new action was the latest in efforts the US government is taking against Leb-based Hezbollah "for its violent terrorist activities and its support to the Assad regime's attacks against the Syrian people."

"We will pursue all of Hezbollah's revenue sources, whether charitable fundraising, criminal proceeds, or state sponsorship," said Adam Szubin, Treasury acting under secretary for terrorism and financial intelligence.

How Antimatter Could Stop Iran From Cheating On the Nuclear Deal
But what regular radiation detectors miss, antineutrino detectors could catch. Neutrinos--and their antimatter corollary, antineutrinos--are subatomic particles with no positive or negative charge. They pass through virtually all material you can imagine, from lead shielding to the cores of stars. That could allow monitors to "'see' into the core of a running nuclear reactor and to measure the plutonium content in situ," said Patrick Huber, an associate professor of physics at Virginia Tech. Nuclear reactors produce antineutrinos in unimaginable quantities -- up to 100 billion billion per second.

Spotting neutrinos, which move through matter without interacting with it, is very hard. You have to track these "ghost particles" indirectly, by detecting their collisions' effects on other charged particles, and you need a lot of sensors. Examples include Japan's Super-Kamiokande neutrino detector, which is lined with more than 13,000 sensors for observing subatomic neutrino interactions, and the lake-sized Antares detector in the Mediterranean.

But antineutrinos have a different energy profile and much larger energy flux so they are easier to detect. When an antineutrino meets a proton, the collision produces a neutron and a positron. (Positrons are the antimatter equivalent of electrons.) As positrons move through matter, they lose energy and eventually collide with electrons.

When that happens inside of a so-called scintillator material like mineral oil or plastic, these processes combine to produce measurable light. Similar flashes occur when the neutron meets with a gadolinium or lithium atom. Both of these flashes serve as a smoking gun for antineutrinos -- and possible illicit nuclear activity.

Antineutrino detection has never been a part of any weapons monitoring regime. Huber, working with researchers at Los Alamos National Laboratory hopes to change that. They plan to deploy a prototype of a novel detector by the end of the year at a commercial reactor. With enough funding, Huber says that a fully calibrated detector could be ready to go Iran in two years (but one with a full safeguards system likely would not be available in fewer than five.)

Part of this consensus is the decision to let Iran acquire nuclear weapons.

If Iran doesn't cheat they will have nukes and ICBM's in 10-15 years, if they cheat it will be before that.

Obama Made Side-Deal on Iran's Military Site, Hid Details From Congress
You don't say! Without telling Congress or anyone else?
[IranTruth.org] Congressmen Mike Pompeo of Kansas and Senator Tom Cotton of Arkansas issued a press release today in which they outlined aspects of the Iran deal which are being kept secret from the public and even the U.S. congress which will soon vote on whether or not to approve the deal.

Pompeo and Cotton met with the International Atomic Energy Agency (IAEA) in Vienna on Friday. During this meeting, it was disclosed that two undisclosed side deals are part of the greater agreement between Iran and the IAEA.

The first regards inspections of Iran's Parchin military complex. The second has to do with the military aspect of Iran's nuclear program.

From the press release:

"According to the IAEA, the Iran agreement negotiators, including the Obama administration, agreed that the IAEA and Iran would forge separate arrangements to govern the inspection of the Parchin military complex – one of the most secretive military facilities in Iran – and how Iran would satisfy the IAEA's outstanding questions regarding past weaponization work. Both arrangements will not be vetted by any organization other than Iran and the IAEA, and will not be released even to the nations that negotiated the JCPOA. This means that the secret arrangements have not been released for public scrutiny and have not been submitted to Congress as part of its legislatively mandated review of the Iran deal."

The American public has not been given all the facts on the Iran deal, nor has congress. This is not only distressing but a violation:

"Even under the woefully inadequate Iran Nuclear Agreement Review Act, the Obama administration is required to provide the U.S. Congress with all nuclear agreement documents, including all "annexes, appendices, codicils, side agreements, implementing materials, documents, and guidance, technical or other understandings and any related agreements, whether entered into or implemented prior to the agreement or to be entered into or implemented in the future."

Both Pompeo and Cotton are U.S. military veterans. Each of them included a personal statement in the press release:

Pompeo said: "This agreement is the worst of backroom deals. In addition to allowing Iran to keep its nuclear program, missile program, American hostages, and terrorist network, the Obama administration has failed to make public separate side deals that have been struck for the ‘inspection' of one of the most important nuclear sites‐the Parchin military complex. Not only does this violate the Iran Nuclear Agreement Review Act, it is asking Congress to agree to a deal that it cannot review.

"The failure to disclose the content of these side agreements begs the question, ‘What is the Obama administration hiding?' Even members of Congress who are sympathetic to this deal cannot and must not accept a deal we aren't even aware of. I urge my colleagues on both sides of the aisle to stand up and demand to see the complete deal."

Cotton said: "In failing to secure the disclosure of these secret side deals, the Obama administration is asking Congress and the American people to trust, but not verify. What we cannot do is trust the terror-sponsoring, anti-American, outlaw regime that governs Iran and that has been deceiving the world on its nuclear weapons work for years. Congress's evaluation of this deal must be based on hard facts and full information. That we are only now discovering that parts of this dangerous agreement are being kept secret begs the question of what other elements may also be secret and entirely free from public scrutiny."

#1  The Parchin military complex is just 20 miles or so from Tehran and the site of a large explosion in 2014 (apparently a non nuclear explosion). Many (but not all) in the IAEA are on record as saying that access to this complex is critical to verifying compliance.

#8  Does anyone really doubt that he has passed the bar for impeachment hearings? A Congress with an actual commitment to their oath of office , or for that matter an Attorney General who was actually faithful to theirs, would have already started impeachment/investigations for malfeasance in office and failure to enforce the law across a wide spectrum of unconstitutional actions or failures to act. The depth of cowardice in our elected Congress cannot be overstated I'm afraid. SO this Imperial President will continue to expand his reach as his sense of the end of his Presidency grows. I continue to wonder how far pardon/clemency/commutation acts will go?

#9  People - you miss one important fact: Congress, via GOP Senator Bob Corker's bill, gave up its right to refuse this by passing a law (endorse by McConnel and Boehner) ceding power to Obama to make this deal and it can only be overridden by a 2/3 vote of BOTH houses.

Don't like the treaty? Blame Obama. Don't like that they cant take a simple voter per the Constitution? Blame the GOP leadership in DC for rolling over and begging to take up up the *ss.

The GOP leadership in DC is to blame for not having the guts to oppose this tyrannical transnational progressive. They have a majority and are afraid to use it.
