Fiorina continued, "This is a terrible moment, and it is made even more terrible by the absolute deafening silence of the Democratic Party. Democrats have always fought for a policy that says it is not life until it leaves the hospital. Hillary Clinton has fought to preserve that policy. And we now have a moment in this nation to take some real action here. We can decide, finally, to defund Planned Parenthood. And the Senate can decide, as well, to pass the Pain-Capable Unborn Child Protection Act."

Footage shows India vigilantes beating alleged sexual offender
[Iran Press TV] Local Indian vigilantes have tied a man accused of sexual molestation to a tree and beaten him, a video shows. The incident took place in the Malda district of India's West Bengal state following a local search for the accused, RT reported on Tuesday.

Residents launched the neighborhood search after the alleged victim sounded the alarm. The footage shows a man bound to a tree being repeatedly beaten by angry locals and then being taken away by a police officer.

Such events are not uncommon in India's eastern region, where locals recently beat up a government physician who had referred a pregnant woman from one hospital to another. On the trip, the women went into labor and the baby died.

Rape victims in India often receive harsh threats and intimidation from the assailants after the attack, and police often discourage the victims from filing complaints.

But vigilantism has increased in India following a 2012 gang rape of woman that resulted in the victim's death.

Venezuelan farmers ordered to hand over produce to state

Venezuela's embattled government has taken the drastic step of forcing food producers to sell their produce to the state, in a bid to counter the ever-worsening shortages.

Farmers and manufacturers who produce milk, pasta, oil, rice, sugar and flour have been told to supply between 30 per cent and 100 per cent of their products to the state stores. Shortages, rationing and queues outside supermarkets have become a way of life for Venezuelans, as their isolated country battles against rigid currency controls and a shortage of US dollars – making it difficult for Venezuelans to find imported goods.

Pablo Baraybar, president of the Venezuelan Food Industry Chamber, said that the order was illogical, and damaging to Venezuelan consumers.

"Taking products from the supermarkets and shops to hand them over to the state network doesn't help in any way," he said. "And problems like speculating will only get worse, because the foods will be concentrated precisely in the areas where the resellers go.
It is, however, remarkably efficient in producing graft, corruption and insider deals. Which is a big part of why it's happening...
He pointed to statistics showing that two thirds of hoarders – or "bachaqueros", giant ants, as they are nicknamed in Venezuela – buy their goods from the three state-owned chains, to resell at a profit.

"Consumers will be forced to spend more time in queues, given that the goods will be available in fewer stores."

The state owns 7,245 stores, compared to more than 113,000 in private hands. Mr Baraybar said that many of the private shops were in densely-populated areas, meaning that people will now be forced to make longer journeys to the state stores.

Right Sector militants refuse to surrender

A group of six Right Sector militants said to be involved in the shootout in Mukachevo in western Ukraine last July 11th continues to be holed up in a small village near Mukachevo, according to Russian language news accounts.

The Mukachevo shootout killed four including two Right Sector members and two police, and wounded 13.

According to a news account posted on regnum.ru, nationwide leader of Right Sector Dmitri Yarosh said Tuesday that he has no contact or connection with that group. Just after the shootout ten days ago, Yarosh had alerted his groups in what he called a "combat alert" in reaction to the shootout.

In the wake of the shootout, Ukrainian officials detained four and are investigating 13 more in connection with the incident. The group of six are still in a plantation near Bobovische.

The shootout prompted Ukrainian president Piotr Poroshenko to appoint Gennady Moskal as new head of the Transcarpathia Regional Administration four days later. Moskal formerly was head of the Lugansk Regional Administration.

Moskal said Tuesday that the Transcarpathian group involved in the shootout had engaged in kidnapping for profit, torture, theft and extortion, all, he said, under the guise of "patriotic slogans," according to a new account in regnum.ru.

Moskal said that a new investigation will be opened of the 13 or so suspects associated with the local Right Sector group for robbery, which means that further arrests will be for that crime.

The shootout and its fallout has hurt Right Sector. In the immediate aftermath Yarosh claimed to be associated with the group involved, but recently denied any connection. This misstep by Yarosh, among others, has prompted Ukrainian officials to talk about once again cracking down on illegal armed formations.

Right Sector in the past provided effectives for several private military units involved in the fighting against Russian supplied rebels in Donetsk and Mugansk. Most of those units have since been folded into Ukrainian ministry of defense command structures. Ukrainian officials probably refer to illegal armed formations as the 18 battalions Yarosh claims still exist throughout Ukraine.

Yarosh, according to a new account in korrespondent.et, said he will organize a no confidence vote in all regions in Ukraine against the current government of Poroshenko. He also plans to organize such a vote in the Ukrainian Verkhovna Rada, the Ukrainian parliament. The vote is obviously intended to remove the sitting prime minister of Ukraine, Arseniy Yatsenyuk. Yarosh also will rename his group "National Liberation Movement of the Right Sector".

Right Sector in closely associated with the Maidan movement, which staged the 2013 coup. Its members have a reputation as a group of steroid taking, antisemitic Nazis.

Ukrainian MoD says weapons withdrawal claim

As Donetsk ministry of defense officials continue to claim that they have withdrawn more than 300 armor vehicles from the front line, exchanges of artillery fire between the rebels and Ukrainian forces continue, according to Russian language news accounts.

According to data supplied on the website of the Donetsk ministry of defense, a total of 84 tanks and 222 infantry fighting vehicles (IFVs) have been moved at least three kilometers from the front line as a unilateral gesture in advance of peace talks.

A total of 36 tanks and 61 IFVs have been moved from areas in and around the western suburbs of Donetsk city including Kamenka, and from Gorlovka, said the report. Areas north of Donetsk and around Debaltsevo still have armor vehicles on the front line.

Since at least the first ceasefire, Minsk I, and the second, known as Minsk II, both sides on this year-old conflict have been required to remove all heavy weapons with bores over 100mm from the front line. Both sides claim they have done so, and both sides claim the other side has failed to do so. Rebels have long claimed that Ukrainian forces keep artillery parks and tanks closer than the required distance, especially mobile artillery platforms, ready to move forward in the event of enemy action.

For example, in the rebel mini offensive which took Markinka, near western Donetsk city last May, a large number of Ukrainian self propelled guns and tanks quickly appeared to counter tanks they say the rebels used to take the town. Since that time, rebel officials have claimed the Ukrainians have been massing more self propelled artillery pieces near the front line

The new withdrawal program by the rebels now includes heavy weapons regardless of caliber, including such vehicles as the BMP-1 (IFV) which sports a 73mm cannon. The BMP-1's younger brother, the BMP-2 has a 30mm autocannon and is capable of firing a relatively advanced antitank guided missile (ATGM). The BMP-2 has been used as direct fire artillery, although few reports from either side have emerged if either side has used ATGMs as artillery. Heavy weapons also included, but not specifically mentioned, include the 82mm mortar and the 73mm SPG-9 recoiless rifle, which both sides have adapted with indirect fire capable carriages.

Nearly every tank both sides use has a 125mm tank gun, often used as direct fire artillery. On T-72Ms, which are in widespread use, and on some later versions of the T-64, the 125mm tank guns can fire ATGMs.

So far, the Ukrainian ministry of defense has not answered the rebels' actions with a withdrawal program of its own, instead preferring to criticize what the rebels are doing as a "cynical fraud," said Ukrainian ministry of defense official Colonel Andrei Lysenko, according to a news account posted on hst-ukraine.com.

According to reports on korrespondent.net, officials with the Organization for Security and Cooperation in Europe (OSCE) could not confirm the rebels' claim of such a massive withdrawal of military equipment. Rebel reports say, however, that some OSCE observers have watched the rebels' actions in the last three days.

Fighting in Donetsk

Rebel media said that Ukrainian forces have fired on rebel forces a total of 53 times in the last 24 hour period.

According to data supplied by the Donetsk ministry of defense, Ukrainian forces have fired on rebel forces in western Donetsk suburbs, including at Spartak and in the Petrovsky district and the airport grounds near Donetsk. Ukrainian artillery and small arms fire were recorded in Zaistevo, Gorlovka and Logvinovka.

The Ukrainian ministry of defense said that rebels have fired on their forces more than 40 times, including artillery strikes using 120mm mortars on residential housing and at the coke plant in Avdievka, 120mm mortar, 122mm artillery, 152mm artillery and tank gun fire at Zaitsevo and Gorlovka.

Col. Lysenko said Tuesday that rebels fired on civilian vehicles near Marinka, wounding three civilians traveling nearby aboard a private vehicle. Lysenko said also that one Ukrainian soldier was killed and one was wounded in western Donetsk.

General Major Andrein Taran, a Ukrainian commander who is part of the Joint Center for the Monitoring of the Ceasefire, said Tuesday that rebel artillery fire fell on the Uglegorsk thermal power plant, causing damage. Weapons used in that attack included 122mm and 152mm artillery.

Ret General Says China Could Reclaim Disputed South China Sea Reef From Philippines 'By Force'
[International Bus Times] SHANGHAI -- In a further sign of rising tension between Beijing and Manila over the South China Sea, China's official Global Times newspaper has published an article by a retired senior military officer, calling for China to use force if the Philippines does not leave a disputed reef in the region.

Major General Luo Yuan, a leading hawk, said the Philippines had recently been "reinforcing" its presence on an old warship, which has been stranded on the disputed Ren'ai Reef since the 1990s. He said Chinese sovereignty over the disputed area was "beyond all doubt," but Manila "stole the reef" -- known in English as Second Thomas Shoal, and in the Philippines as Ayungin Shoal -- by deliberately stranding the boat there.

Luo said if Manila, which he called a perpetual "troublemaker in the South China Sea," was unable to remove the ship itself, it could pay China to repair and move it, adding that Beijing would treat the Philippines sailors on board "as refugees and give them humanitarian aid." If, however, Manila declined these "generous offers," Luo said, China "should drive away the ship and reclaim the reef by force," and he said the methods China could use to do so were "beyond the Philippines' imagination."

The disputed reef has long been a source of tension between Manila and Beijing, and Luo, who is vice president of the China Strategy Culture Promotion Association, officially described as a non-governmental organization run by retired military officers, has previously spoken out on the issue. His views do not necessarily reflect those of China's top leadership. However, he is reported to be extremely well connected, and his latest comments come as China takes an increasingly assertive stance to what it says is its sovereignty over islands in the region -- including reclaiming an area of land large enough to build an airstrip on Fiery Cross Reef -- and may also reflect Beijing's concern at recent developments in the Philippines.

Floods once again
Unexpectedly.
[DAWN] WITH five consecutive years of flooding since 2010 one would have thought that by now some basic lessons would have been learned.

But going by the experience of Chitral and Alipur and parts of Layyah in the past few days, it seems that no effort has been made to increase preparedness.

Flash floods have devastated most of Chitral, and large parts of Alipur were submerged with locals having little to no warning about the impending disaster.

Technologies exist that can provide up to three hours of warning of an impending flash flood for mountainous regions, and have been deployed in places such as Bangladesh.

Likewise, alerting local populations in the plains of a breach in the embankment and the imminent arrival of floodwaters is possible using SMS technologies. But nothing of the sort happened.

The most important aspects of flood preparedness, it seems, have not been addressed despite disasters year after year every monsoon season.

Flood preparedness is not so much about building brick-and-mortar infrastructure as it is about putting in place systems to lengthen lead times in weather forecasts, accurately model river flows and generate targeted alerts for affected populations so that they can move to higher ground before the arrival of the floodwaters. But in Chitral, and again in Alipur, no warnings were issued, except in a few isolated cases using mosque loudspeakers, which is a woefully inadequate method in this era of mobile communications.

And despite the passage of more than five years now, a model to accurately forecast river flows is only just getting ready for deployment as the monsoon season brings with it its first large-scale flooding.

Unfortunately, the government insists on repeating the same mistake year after year: getting caught by surprise, then rushing to announce compensation after the floodwaters have already inflicted much damage.

The Met department remains stubbornly wedded to its hopelessly outdated forecasting techniques, and other departments, such as irrigation and revenue and the myriad different disaster management agencies, all become spectators, while the district management struggles to run relief centres and arrange boats. But the key tasks of managing any disaster -- forecasting where it will occur -- continue to languish.

Gaza's sole power plant shuts over Palestinian tax dispute
It gets awfully hot in that part of the world about now...
[Ynet] The Gazoo Strip's sole power plant has halted production, the Hamas, always the voice of sweet reason,-run energy authority said Tuesday, in the latest dispute with the West Bank-based Paleostinian Authority over fuel tax.

"The levying of fuel taxes by the finance ministry in Ramallah is preventing the (Hamas) energy authority from running the power station," a statement from the authority said.

The PA must "lift all taxes on fuel" to get the plant up and running, it said.

7th century Koran fragments discovered
[BBC] ...Finding out we had one of the oldest fragments of the Koran in the whole world has been fantastically exciting."

The fragments of the Koran are still legible.

The tests, carried out by the Oxford University Radiocarbon Accelerator Unit, showed that the fragments, written on sheep or goat skin, were among the very oldest surviving texts of the Koran.

These tests provide a range of dates, showing that, with a probability of more than 95%, the parchment was from between 568 and 645.
interestingly, script is in a form of Hijazi calligraphic that the Saudis would probably consider too decorative and, if brought for the Hajj, the Saudis would seize it and burn it.
Very exciting, indeed. I wonder how the text compares to modern Korans -- copy errors creep in over time, if nothing else.

And the earliest possible date would put it before Mohammed was born. There's very little actual information in the article. To properly evaluate the claim, we'd need to know:
1) Did they date the ink and parchment, or just the parchment? In other words, what's the over/under on whether this is a palimpsest?
2) What passages does the fragment contain? Are they definitely not the sections which supposedly read like older Syraic Christian hymns, which some scholars thought were incorporated by the Koran's compilers?
3) Do the scholars think this fragment is from a Hafsaic Koran, or is there any indication that it's part of one of the "private Korans" with possibly variant text ordered burned by Uthman in 653?

If this report is true, this moves back the first extant verses from the Dome of the Rock inscriptions circa 691/2.

Hmm, the Guardian article on the report indicates the fragment is suras 18-20. The same paragraph:

The significance of Birmingham’s leaves, which hold part of Suras (chapters) 18 to 20, was missed because they were bound together with another text, in a very similar hand but written almost 200 years later.

kind of leads to the "palimpsest" theory, if the fragment is in the same hand as the rest of the text, though.

Maneuvering Russian Satellite Has Everyone's Attention
WASHINGTON -- A Russian military satellite launched in March has made at least 11 close approaches to the rocket upper stage that released it into orbit, according to a spokesman for the U.S. Air Force.

Such maneuvering capability is consistent with, but not necessarily indicative of, an on-orbit anti-satellite weapon.

Air Force officials previously said they were closely watching the satellite, and independent space tracking experts and policy analysts have joined the vigil. The maneuvers started in April, and the most recent occurred in early July, experts said, adding that in at least one case the satellite appears to have nudged the upper stage to a higher orbit.
