"This is a loving community": 4 shot in Seattle

A gunman is in custody after four people were shot on the campus of a Christian university in Seattle on Thursday afternoon, police said.

Two people suffered life-threatening wounds.

The Seattle Pacific University campus was locked down and students and staff were evacuated from Otto Miller Hall after the shooting, which happened about 3:30 p.m. PT near 3rd Ave. West and West Nickerson Street. Two victims were shot in the hall, Seattle police reported.

A man and a woman were in critical condition at Harborview Medical Center, police said. Another man and woman were in stable condition with minor injuries.

The Seattle Times reported seven people were shot, but that has not been confirmed by police. The gunman reportedly used either a rifle or shotgun.

Police initially reported that a second armed suspect was being sought but later said only one gunman was involved.

Seattle Pacific is Christian university with an enrollment of 4,000. Founded 125 years ago by Methodists, the school is located in the city's Queen Anne Hill neighborhood, about 10 minutes from downtown.

#3  Jon Meis, a Sr. Engineering student working as a student monitor, pepper sprayed and tackled the shooter while he was reloading. The best defense is a good offense, if someone has the courage to do it. Marines should recruit this young man.

Two Armenian soldiers gunned down along Azerbaijani border
Two Armenian soldiers were reportedly killed by an Azerbaijani sniper Thursday along the two countries' border.

Armenian Defense Ministry spokesman Artsur Hovannisian said the two were gunned down at the country's southwestern border. Azerbaijan made no comment about the reported incident.

Several officers and soldiers from both sides have been killed in shootings in the last several weeks along the Armenian-Azerbaijani border, as well as near the administrative boundary of Azerbaijan's breakaway Nagorno-Karabakh region.

Europe
European Central Bank wants negative interest rate
h/t Gates of Vienna

Banks typically make money on the cash they park at a central bank. Now the European Central Bank wants them to pay for the privilege.

#2  When the economy is so bad that parking money at the Central Bank is preferred, you might just take that as the invisible hand of commerce telling you that your economic system is seriously screwed up.

Guess its better to tax people trying to protect their money than to tell the people who extort the system via political power to fix the system to encourage that money to be invested. Cause fixing would involve ripping and shredding laws and programs that appeal to those who never created the resources but who want them. see - thou shall not covet, thou shall not steal.

#6  This is about banks storing money at the central bank.

Take note that some of the banks bailed out in the great 2008-9 looting of America (cause all that bad paper was not backed by the 'good faith' of the government, but was made so by the pols at the behest of their campaign contributors), involved many Euro banks who had invested in the American speculative market (re:housing bubble) because they couldn't get proper returns at home (see - socialism). Banks got burned. Now they've reverted to the old program of avoiding risk. Part of risk is investing. If the market is weak, if it is subject to the flight of fancy of pols, if it is non-predictable, the money will seek shelter. The central bank was been that port in the storm. Now the pols, through the central bank, are pushing banks to use that money. The same pols that make the regulations and taxes that diminish any return on investment. So, the point where line x crosses line y is being determined on where the loses are going to be less, those monies in the market or those monies effectively taxed stored in the central bank. The stupidity is making loses the determining factor rather than gains.

Gazprom part of secretive natural gas group within UN European unit
Long article.
The Russian natural gas company Gazprom, which supplies much of Europe's gas imports, is at the center of a secretive cabal of mostly state-owned natural gas companies that has been operating for two decades under the aegis of the United Nations, according to a first-ever audit of the operation obtained by Fox News.

Even though it is a U.N. entity, the group, known simply as the Gas Centre, runs on a budget funded by its corporate members. Its supervisory Executive Board has never been approved by the U.N. agency of which it is nominally a part, the United Nations Economic Commission for Europe, or UNECE. The group's priorities, and its detailed budget, likewise manage to stay below the U.N.'s supervisory radar.
What is going on here? Tax evasion or something more?

Southeast Asia
Vietnam: China Still Attacking Ships Near Oil Rig
[VOA] Vietnam says Chinese ships protecting a controversial oil rig in the South China Sea continue to attack Vietnamese ships on a daily basis. The head of Vietnam's Fisheries Surveillance Department, Nguyen Ngoc Oai, told VOA's Vietnamese service Wednesday that Chinese ships are still targeting Vietnamese ships for ramming and attacks with water cannon.

"Chinese ships rammed a vessel of Vietnam Fisheries Surveillance forces [Wednesday], breaking the entire balcony and sprayed water cannons damaging all the cabin glasses, communications equipment, and maritime devices on the ship," he said.

He said no one was injured in the attack. He added that the Chinese vessels are also increasing the range of their patrols around the oil rig to cover a larger area of water.

"Previously, Chinese vessels protecting the oil rig operated within five-six nautical miles [9-11 kilometers] around the platform, but they have now expanded their ranges of operation to eight nautical miles" [or 15 kilometers]," he said.

Vietnamese and Chinese boats have repeatedly clashed since May 1 when China moved the oil rig to an area within what Hanoi considers its exclusive economic zone. Beijing says Vietnamese ships have harassed Chinese vessels in waters that China claims are its territory.
Ones supposes that Vietnam could declare the area around the oil rig a mine testing area and then use subs and aircraft to populate the "test" area. Just saying ....

, announced the army in a statement on Thursday.

It said that a total of 23 suspects were arrested.

It identified one of the suspects as Mahmoud al-Masri, who fired a rocket-propelled grenade towards the Jabal Mohsen neighborhood.

The remaining 22 people, including a Syrian, were detained for firing celebratory gunshots in the Bab al-Tabbaneh and Jabal Mohsen neighborhoods.

They were also charged with driving cycle of violences without proper licenses and resisting arrest.

Supporters of Assad opened fire in the air in the Jabal Mohsen neighborhood following news of his re-election on Wednesday.

The army carried out raids in the area to arrest the suspects.

LBCI television reported on Wednesday that tensions were high on Tripoli's Syria Street following the celebrations.

#4  There it is again - "right person"

Remember, a lot of these former GOs had the authority to relieve subordinates thus trashing careers which would last till the next 'second pass over' for promotion at the latest (roughly four years). No such ability exists in civil 'servant' world. Maybe if people had the 'right' tools, the issue of finding the 'right' person wouldn't be so hard.
