El Paso mall shooting: Off-duty police officer took down suspect within minutes, chief said
[FoxNews] Authorities said the suspect who fatally shot one person and wounded three others at a shopping mall in El Paso, Texas, on Wednesday, was taken down within minutes by an off-duty police officer.

During a press conference Wednesday evening, El Paso Police Chief Peter Pacillas said an off-duty officer, who was not identified, was already at the Cielo Vista Mall when the shooting started.

Pacillas said police received calls of a suspect firing off several rounds, striking at least four people, at approximately 5:05 pm and the officer took a suspect into custody by 5:08 p.m.

The officer also took the suspect down without firing a shot, the police chief said.

Later in the press conference, Pacillas said it is unclear at this time if the suspect fired at the off-duty officer and that investigators were only just beginning to investigate the crime scene.

The police chief said officers from multiple departments, including the El Paso Police Department, the Texas Department of Public Safety (DPS), U.S. Border Patrol and the local FBI responded to the "dynamic scene" at the mall and "quickly brought it under control."

Pacillas said that based on preliminary information, the police department has two suspects in custody and repeatedly emphasized there was "no more danger" to the community.

All individuals involved in the shooting are males, the police chief said, including the three victims, who remain hospitalized.

When asked if the shooting was gang-related or facilitated between "two groups of people," Pacillas said the answer is not yet known.


The Cielo Vista Mall remains an "active crime scene" and will continue to be locked down and secured until investigators are done processing, he said.

New prison data blows up narrative that low-level drug offenders are filling up US prisons: experts
[FoxNews] Violent crime, not drug crime, is driving state prison populations, three experts told Fox News Digital.

Newly revealed state inmate population statistics contradict the popular argument from criminal justice reform advocates that prisons are largely filled with nonviolent drug offenders, some experts said.

Data from the Bureau of Justice Statistics (BJS) show only 12.6% of state prisoners are behind bars for drug-related crimes and only 3.2% are locked up on possession charges – while five times as many people are in state prisons for violent crimes rather than drug charges.

"If you listen to people on the left, you'd think that everyone who has a joint in their pocket is getting sent to prison for 20 years, which just is not the case," Zack Smith, a legal fellow in the Heritage Foundation’s Meese Center for Legal and Judicial Studies, told Fox News Digital.

Prominent Democrats and some Republicans across the country have pushed to decriminalize drugs by arguing, in part, that harsh drug laws have led to a prison-population boom.

Smith and Keith Humphreys, an American psychologist and Esther Ting Memorial professor at Stanford University, told Fox News Digital that those positions simply aren't backed up by the data.

"It’s been a longtime talking point, particularly around cannabis legalization, to say our prisons are full of pot smokers and nonviolent drug offenders," Humphreys told Fox News Digital. "It’s just something that has never been true, certainly for cannabis. You can get a night in a jail still for cannabis but going to prison is pretty much impossible anymore, not that it ever was possible."

Humphreys said that even at the height of the crack cocaine explosion in the 1980s, only about one in five state prisoners were incarcerated for a drug charge of some form.

Humphreys explained that "violent crime is driving" prison populations in the United States as evidenced by the data showing 62.4% of state prisoners are serving sentences for violent crimes. The other 40% includes people who previously committed violent crimes or who pleaded down from a violent offense to a lesser offense, he said.

Smith agreed, saying people with simple possession charges – especially first-time offenders – "probably pled down" to those charges from a more serious charge.

"For instance, a lot of times if someone is potentially facing possession with intent to distribute charges, which carry much higher penalties … the prosecutor might plead down to simple possession charges in that case," Smith said. "So, most of the time, I would suspect that's what's going on."

Smith also echoed the conclusion that prison populations are driven by violent crime and not "low-level drug offenders" not just in recent years but historically.

"Between 1960 and 1990, the rate of violent crime in the United States surged by over 35%," Smith told Fox News Digital. "It's the biggest increase in our country's history, and so it's that increase in violent crime that was the increase in incarceration and the increasing of incarceration rates. It's not minor drug offenses or really drug offenses, period."

Smith said there were 43 million drug arrests in the United States between 1980 and 2012, which "sounds like a lot" until you consider that there were 445 million total arrests during that same time frame, which he said shows that "drug arrests accounted for less than 10% of all arrests over that roughly 32-year period" and runs contrary to the reform narrative.

#2  I don’t understand why the material was dumped and burned. The DOT rating doesn’t indicate that the chemical is a flammable or explosive hazard. Dumping into a ditch to contaminate the groundwater and then vaporizing what hasn’t seeped in can’t be the normal protocol for a spill of this material.

#7  In the litigious, media-adverse, PR/political image world of both government and corporate management, profit, image and liability always outweigh issues like public-safety and responsibility. So any decision about negative events seems based on minimized visibility and rapid disposition, often with distractions. Was the decision here based on a quick disposition in a "controlled burn" versus months of HAZMAT images to support reams of liability lawsuit filings?

Seems likely the on-scene decision makers failed to understand or anticipate the "nuke cloud" images and toxic rain/dead wildlife the burn produced; so iconic a consequence it trumped the distractions so powerfully that even MSNBC/CNN had to use it!

#8  There are supposed to be sensors along the tracks to read the temperature of the bearings. If the temperature exceeds the safe limit a signal is sent to the engine telling them which car has the hot bearing. There are 2 points of failure, the sensor on the track or the readout in the engine. If either of these fails there is no was the crew can know if a bearing has overheated.

The employees say there were concerns among those working on the train over what they believed was the train's excessive length and weight — 151 cars, 9,300 feet long, 18,000 tons — before it reached East Palestine, which contributed to both the initial breakdown and the derailment.

In the two weeks since, many residents who were home at the time of the derailment, or who returned after authorities conducted a "toxic release" of the hazardous chemicals on board, have told CBS News they are suffering from headaches, rashes, respiratory problems and painful coughing.

"We shouldn't be running trains that are 150 car lengths long," one of the employees said. "There should be some limitations to the weight and the length of the trains. In this case, had the train not been 18,000 tons, it's very likely the effects of the derailment would have been mitigated.

#21  Most rail lines have weight/length restrictions of some sort, as well as speed limits. Have no clue what the limitations were for East Palestine. Someone might also check the last time that section of track had an alignment check.

If the bearings were on fire, the train should have been stopped. It doesn't take long for the axles to reach a temperature they can cause a derailment.

#22  True OP but if the sensors failed, not likely that more than one would fail, or the signal didn't make it to the engine there would be no way the crew could see it. I worked a derailment once where one set of trucks derailed. It took 3 miles and torn up crossing before it got hot enough to register on the sensors. It was a coal train. Luckily the coal didn't catch fire.

Thousands of people sleeping rough have sought refuge at the popular thoroughfare with many setting up shelters inside the terminal buildings.

announced that more than 35,000 people died in the earthquake in Turkey, making it the deadliest disaster since the country’s founding 100 years ago. Previously the grisly record was held by the 1939 Erzincan earthquake which killed 33,000 people.

Erdogan visited survivors in hospital, and has vowed to replace the thousands of homes that were destroyed in ten regions within a year, a promise which seems unlikely given the scale of the rubble still to be searched and cleared.

Presidential and parliamentary elections had been planned in Turkey for the 14 May, but given the fallout from the earthquake, there is speculation they will be delayed by the President.

Survivors of the earthquake have been left homeless and struggling to meet basic needs, like finding clothing, shelter and food in the bitter cold. The emotional toll of such a large scale tragedy is also weighing on survivors, many of whom have lost family members and friends.

SYRIA
In Syria, the situation is particularly desperate. Over a decade long civil war has complicated relief efforts, alongside the winter conditions and an ongoing cholera outbreak.

Prior to the earthquake in early 2023, the UN found that some 15.3 million people in Syria were deemed to require humanitarian assistance, an all-time high for the country which is entering its 12th year since hostilities started.

Sanctions imposed on the country have limited the routes into the country for aid workers and supplies, and delays in temporarily lifting them has resulted in a slow response to a situation where time is of the essence.

On Tuesday, relief finally reached rebel-held Syria, which has been disproportionately affected compared to government-controlled areas, through a newly-opened crossing into the north west of the country.

As of 12 February, in Syria at least 5,791 people have reportedly been killed, 4,377 of them in north-west Syria with many still trapped under the rubble.

The UN launched a flash appeal yesterday for more than $397 million in order to provide "assistance to the 4.9 million people with the most urgent humanitarian needs over the next 3 months".

They estimate that 8.8 million people have been affected by the earthquake in Syria, almost 40 per cent of the population.

The Kurdish-majority Sheikh Maqsoud and Ashrafiyeh neighborhoods lie in northern city and have been under an autonomous administration since 2012. Sheikh Maqsoud was established by Kurdish migrant workers in the 1970s; most of its buildings were constructed informally.

’s 2018 invasion of the region. Most of the neighborhood is densely-packed with multi-story residential buildings. A rough estimate puts the total number of buildings at around 22.000.

According to a statement by the Council of Sheikh Maqsoud and Ashrafiyeh, six people were killed and around 100 were maimed by the earthquake. The injuries range from light to severe, and include victims in need of psychological counseling.

No buildings collapsed entirely; those killed or injured were struck by falling debris, a source inside the city tells North Press.

Yet buildings in Sheikh Maqsoud and Ashrafiyeh are at constant risk of collapsing due to years of war and haphazard construction. Two weeks before the Feb. 6 earthquake, a building in Sheikh Maqsoud caved in, killing 16 people and wounding two.

The neighborhoods’ Council says 150 buildings are at risk of completely or partially collapsing. This figure is not final, as civil engineers continue to assess the damage.

Over 60.000 people have been displaced. The majority — roughly 50.000 — have found shelter in single-story houses within the neighborhood. A further 10.000 were put up in tents and other temporary housing. 3.000 families have made their way to the Shahba region, 10 km north of Aleppo. "The number is likely to increase as more buildings which were damaged during the earthquake will collapse," the Council said.

The Council further explained that the neighborhoods need "50.000 food parcels, 25.000 medical kits and blankets for 50.000 people, in addition to equipment for the Civil Defense teams, which consist of 30 people, who do not have the necessary machinery".

The Council’s statement further stressed the need for all kinds of basic medication, especially those to treat diabetes and high blood pressure, as well as IV bags, antibiotics, and medical equipment needed to treat bone fractures.

Until Feb. 15, the Syrian government prevented supplies sent by the AANES from reaching the neighborhoods. An exclusive source at the al-Tayha internal border crossing, west of Manbij, told North Press that the Syrian government demanded 40% of a fuel and aid convoy headed to the AANES exclaves in the northwest on Tuesday.

SHAHBA
The Shahba region (Aleppo northern countryside) was annexed to the Kurdish-majority Afrin canton in 2016. Most of the current-day residents of the region are IDPs from Afrin who escaped Turkey’s invasion of the region. The total population of Shahba is unknown, but is estimated at around 80.000.

Mustafa Rashid, an Official at the Autonomous Administration’s Planning Office for Shahba, told North Press that 340 houses were damaged by the earthquake. Over 40 houses have become uninhabitable.

Shahba harbors no large urban centers; most of its residential units are single-story houses. An additional 7.243 IDPs live in tents across five camps. Thus, no residents were killed or injured by the earthquake.

More than 3.500 Aleppine families have arrived in the region, the official said, most from Sheikh Maqsoud and Ashrafiyeh.

The local administration has placed them in the camps — two families to a tent. "Some have spent days and nights inside their cars and others share housing with their relatives," Rashid said, "all of them face harsh winter conditions. They are in need of blankets and other winter supplies."

"We cannot provide anything for them but bread," he added.

Shahba has been under a Syrian government siege for months. Even before the earthquake struck, the region was short on basic supplies, such as fuel, food, and medicine. Shahba residents have spent much of this year’s winter in the dark, as fuel to power generators has been unavailable.

Rashid added that no government aid has made it to the region, and that opposition factions in Ottoman Turkish-occupied Afrin have attempted no contact or coordination with the region.

"We call on the international community to open crossings and reactivate humanitarian organizations to provide aid for the earthquake-affected families," the official said.

GOVERNMENT-HELD ALEPPO
North Press also contacted a civil engineer in the government-held parts of Aleppo city. According to the engineer, who preferred to remain anonymous, 60 buildings collapsed in government-held areas as a result of the earthquake. 51 more buildings were demolished by the Aleppo Municipality, as they were classified as "high-risk".

In total, about 2.000 buildings were damaged. The UN estimated that Aleppo had 720.000 housing units in 2011, 64% of which were multi-story buildings. Many have been damaged by war. Around 1.6 million people live in the city today.

Like Sheikh Maqsoud, government-held Aleppo has been plagued by unsafe construction even before Feb. 6 earthquake, particularly in the war-torn eastern part of the city. Days before the earthquake, two people were buried alive, one of whom was killed, when a building collapsed in the al-Fardos neighborhood.

Kenya seeks divine help to end crippling, ongoing drought
[An Nahar] With the prospect of a sixth consecutive failed rainy season in the east and Horn of Africa, Kenya's president is hoping the heavens will finally open with the help of a national day of mass prayer on Tuesday.

William Ruto announced the plans for the country's first ever day of prayer on Sunday at a service in the drought-stricken city of Nakuru, some 100 miles (160 kilometers) from the capital Nairobi. It follows a joint call by the country's spiritual leaders to dedicate an entire day to prayer to ease drought conditions in the nation.

Ruto's own ambitious economic revival strategy for the country is also dependent on a successful rainy season.

"As a government we have set out elaborate plans for food security, we have seeds, ample fertilizer, and water harvesting strategies including dams. We now need God to send us the rain," Ruto said. "I urge all people from all faiths ... to pray for our country."

Kenya and other east African nations have been experiencing some of the worst drought conditions in decades, causing crop failure, loss of livestock, wildlife and biodiversity, and malnutrition. Domestic agriculture is a large part of Kenya's economy.

The U.N. humanitarian agency has termed the ongoing drought in the region a "rapidly unfolding humanitarian catastrophe."

Meteorologists say human-caused climate change has been exacerbating the extreme conditions.

"It is time we started including climate change as factor in our development plans," Evans Mukolwe, former director of the Kenyan and U.N. weather agencies, told The News Agency that Dare Not be Named. "The current drought which we warned about some years ago has wider ramifications on the social economic conditions of the region including peace, security, and political stability."

Mukolwe added that climate change has contributed to below average rainy seasons in the region for about three decades.

The Intergovernmental Authority on Development's climate center said that since 2020, five rainy seasons have failed, affecting over 50 million people. The center will release its projections for the long rains season, typically from March to May, later in February. Early projections from other meteorological groups are not optimistic.

Around the world people from different faiths have often sought divine intervention for rain or other favorable weather. Last summer Milan's Archbishop made a pilgrimage to three churches in hopes of ending the country's dry spell and Utah's governor called for citizens to pray for rain ahead of a weekend of extreme heat.

VOA - Transfer of US-Procured Afghan Helicopters to Ukraine Underway
[Voice of America 4 May 2022] ISLAMABAD — The United States is giving Ukraine 16 Mi-17 helicopters that Washington had procured for Afghanistan, a U.S. government agency charged with monitoring Afghan events said Wednesday.

The Department of Defense (DOD) notified Congress in January that it intended to give the Ukrainian government five of the Russian-built helicopters, which had been undergoing maintenance at a Ukrainian facility.

"Ukraine accepted these excess defense articles on March 11," the Special Inspector General for Afghanistan Reconstruction (SIGAR) noted in its quarterly report submitted to U.S. lawmakers this week.

The report added: "In mid-April, President (Joe) Biden announced a military assistance package to Ukraine that included an additional 11 Mi-17 helicopters that had been scheduled for Afghanistan."

Mi-17s are mostly used to carry troops and military equipment. Ukraine is one of the former Soviet Union republics which hosts production and repair facilities for the helicopters.

#10  They were procured at least 5 years ago. They were also donated to Ukraine along with a LOT more lethal stuff. Thinking that the helos or other US Afghan aid were intended for "gun running" to Ukraine is just too conspiracy for me unless you can show money flowed through Biden hands for then.

The US had bought several batches of Mi-17s for Afghanistan since 2001. They work better at high altitudes than the classic Blackhawk and Afghans already knew how to fly and maintain them. The last batch was still undergoing avionics upgrades in the US when Biden ordered that disastrous pullout. No one was predicting such a scenario 5 or more years ago, never mind a full scale invasion of Ukraine. The helos were a depreciating asset costing storage fees and were a good fit for Ukraine.

BTW, if there really was a conspiracy in Ukraine, I would expect the Biden admin to deny transfer of weapons to Ukraine. The money that flowed to Hunter Biden was Russian in origin. Burisma was formed by the Russian controlled eastern elites running the Ukrainian government at that time, in order to transfer all gas and oil exploration rights in Ukraine. It never drilled a well in Ukraine even though large gas deposits are under Ukraine.

The South Africa National Defence Force (Sandf) confirmed on 19 January that South Africa will host the navies of China and Russia during a “multilateral maritime exercise” over the period 17 to 27 February.

The exercise, codenamed “Mosi” (“Smoke” in Swahili), will take place around the Durban and Richards Bay areas of South Africa’s KwaZulu-Natal province, according to the statement.

According to Russia’s Tass news agency, the Admiral Gorshkov, a ship “carrying Tsirkon hypersonic missiles” will take part in the exercises as well after taking in supplies in Russia’s navy base in Tartus, Syria.

Syrian Government Demands 40% Of AANES Aid For Access
[NPASyria] The Autonomous Administration of North and East Syria (AANES) has agreed to hand over to the Syrian government 40 of the 100 fuel trucks it had sent to areas affected by the Feb. 6 earthquake in return for safe passage for the remaining 60 trucks and a medical convoy, a source within the Kurdish Red Islamic Thingy (KRC) told North Press.

The KRC medical convoy, consisting of three trucks of supplies, two ambulances, as well as two staff cars, has been waiting to pass from AANES-held territory to areas affected by the earthquake since Feb. 11.

According to an on-the-ground source, the convoy carries tents, mattresses, blankets, winter clothes, baby food, heating fuel, as well as medicine and medical equipment. Doctors, paramedics, and KRC staff are among the convoy.

In parallel, the AANES sent 100 fuel trucks to government-held areas on Feb. 8, two days after the earthquake. Both convoys have been held up by government forces at the al-Tayha crossing point west of Manbij. The KRC source said the AANES has asked the medical NGO to take charge of their trucks as well.

Both convoys were initially meant to relieve Kurdish-held areas in the northwest — namely, the Aleppo northern countryside, locally known as Shahba region, and the neighborhoods of Sheikh Maqsoud and Ashrafiyeh in Aleppo city — as the Syrian government keeps both areas under embargo.

However,

the KRC source said that "if those areas are sufficiently provided for, we would help wherever it is necessary — as long as we are allowed to, of course." According to the agreement reached last night, both convoys will head to the Shahba region.

Negotiations have been ongoing throughout the past days, "at all levels," the KRC employee says. Yesterday morning, the government demanded 80% of both the fuel trucks and medical supplies. The Italian embassy and the UN representatives in Damascus have gotten involved, too.

Unilaterally, KRC has also attempted to cooperate with the Syrian Arabic Red Islamic Thingy, though "they don’t want to negotiate with us," the source said. "All talks are good, important and necessary, but what happens on the ground is often quite different. What is important for us are the talks we are having with Damascus," the source told North Press yesterday afternoon.

Later that day, the government acceded to let both convoys pass in exchange for 40 of the AANES fuel trucks. The remaining 60 were allowed to pass last night. The KRC convoy was set to follow this morning.

Earthquake fatalities in Kurdish-held territories of northwest Syria have been comparatively mild. Six people died in Sheikh Maqsoud and around 100 were maimed, the local council said. Yet damaged buildings have displaced 60.000 residents. The Shahba region has taken in 3.500 families. Neither the government nor international NGOs have sent aid to these regions.

The AANES has also sent aid into opposition-held territory. This morning, it announced 165 trucks of humanitarian aid sent by residents of northeast Syria had made it into Ottoman Turkish-occupied Syria.

Gunmen storm hospital of newborn saved from quake in Syria
[An Nahar] Gunmen have stormed a Syrian hospital that is caring for a baby girl who was born under the rubble of her family's earthquake-shattered home, and the attackers beat the facility's director, a hospital official said.

The official denied reports on social media that the Monday night attack was an attempt to kidnap the infant named Aya — Arabic for "a sign from God." She has been at the hospital since hours after the Feb. 6. earthquake that hit The Sick Man of Europe Turkey

and Syria. Her parents and four siblings died in the disaster.

Aya's story has been widely shared in news reports, and people from around the world have offered to help her.

The official, who spoke on condition of anonymity for fear of reprisals, said the hospital's director had suspected that a nurse who was taking pictures of Aya was planning to kidnap her and kicked him out of the hospital. The nurse returned hours later accompanied by button men who beat up the director, the official said.

The director's wife has been breast-feeding Aya, her doctor said previously.

Upon arrival at the hospital, the button men told coppers protecting the girl that they were going after the director for firing their friend and were not interested in Aya, according to the official.

Police began guarding the girl after several people showed up falsely claiming to be her relatives, the doctor said.

Aya may be able to leave the hospital as soon as Tuesday or Wednesday, according to her great-uncle, Saleh al-Badran. He said the baby's paternal aunt, who recently gave birth and survived the quake, will raise her.

Rescue workers in the northern Syrian town of Jinderis discovered the dark-haired baby girl more than 10 hours after the quake as they were digging through the wreckage of the five-story apartment building where her parents lived.

Buried under the concrete, the baby was still connected by her umbilical cord to her mother, Afraa Abu Hadiya. She was rushed to the hospital in nearby Afrin, where she has been cared for since.

The devastating quake reduced many communities in southeastern Turkey and northern Syria to piles of broken concrete and twisted metal. More than 35,000 people were killed, a toll expected to rise as search teams find more bodies.

The earthquake destroyed dozens of housing units in the town of Jinderis, where Aya's family had been living since 2018.

Guterres welcomed, in a blurb, the presidential decision of opening Bab al-Salameh and al-Rai border crossings in the north of Aleppo Governorate for humanitarian aid.

At dawn on Feb. 6, a 7.8-magnitude earthquake hit Syria and Turkey, killing thousands and injuring much more. The earthquake also caused immense destruction of buildings, trapping thousands under the rubble.

At least 1.414 deaths and 2.349 injuries have been confirmed in government-held areas, while 2.274 deaths and 12.400 injuries in northwest Syria. As for the areas of the Autonomous Administration of North and East Syria (AANES), six deaths and 57 injuries were confirmed, according to statistics released by the authorities in the three regions.

"Opening these crossing points ... will allow more aid to go in faster," Guterres added.

In turn, Guterres’ front man Stéphane Dujarric told BBC Radio, that the UN will use the two crossings very soon.

"The only thing I want to assume is that people will put politics aside wherever they stand in this conflict," Dujarric added.

On Feb. 13, The coalition of civil society organizations of North and East Syria dispatched a convoy loaded with relief aid for people in Syrian opposition-held areas after a week of waiting the approval of the authorities of the Syrian opposition.
