#1  Wonton
Chinese Pork Dumplings

Preparation Time: 30 Minutes

Serves: 4-8 People

Ingredients:

½ Lb Ground Pork
¼-½ Pound Cooked and Peeled Shrimp
1 Package 3 ½” Square Wonton Wrappers (12 oz. Package = ~50-60 leaves)
6-8 Water Chestnuts (whole or sliced)
2-3 Scallions (some green part included)
1-2 Whole Eggs (beaten)
1-2 Cloves of Garlic (crushed or minced)
1-2 TBS Shaoxing Chinese Rice Wine
2 TSP Soy Sauce
1-2 TSP Grated Ginger
½ TSP Sugar
¼ Cup Diced Celery
¼ Cup Diced Green Bell Pepper
¼ Tsp Ground White Pepper
¼ Tsp Five Spice Powder
¼ Tsp House Ra Yu Sesame Chile Oil (substitute Dynasty Goma Chili Oil if needed.)

Preparation:

Mince the green pepper and celery finely. Parboil them in a small amount of water until near tender. Grind the shrimp into a fine paste in a mortar and pestle or using a food processor. In a large bowl combine the pork and ground shrimp. Add the cooked vegetables, crushed garlic, fine chopped scallions, minced water chestnut, grated ginger, sugar and all other spices and liquids. In a separate bowl beat an egg or two until creamy. Mix it with the meat and blend thoroughly. Refrigerate and allow the mixture to marry for one hour.

To make the wontons, line a few plates with wax paper. On a cutting board place one of the square papers on the diagonal in front of you so that it forms a diamond shape. Place a small teaspoonful of the meat mix centered on the lower half of the wrapper. Dip your finger into a small bowl of water and run your fingertip around the upper two edges to moisten them. Fold up the skin in half to form a triangle and press the edges together to seal the wonton. Grasp the two pointed outer corners and pull them together while rolling the main body of the filling away from you. This will give you the standard restaurant wonton shape. Any extra meat mixture can be used in egg rolls, or made into small meatballs to be served with noodles.

An alternative is to place the meat into the center of the paper and merely squash the edges together in a sort of sacatini pouch or “beggar’s purse”. Wet your fingers and crimp all of the edges together while twisting slightly. Place the wontons on the wax paper and make sure that they do not touch each other. Keep the wontons covered with a moistened towel or paper towel so that they do not dry out.

Cook the wontons in a fast boiling clear broth or salted water. Do not allow them to over-cook as they will disintegrate. Once they begin to float on the surface they will be close to done. If the dough is past al dente they are ready. These same wontons may also be deep fried to a golden brown. They freeze well and can go from the freezer to the cook pot with ease. To freeze, allow individual trays of the wontons to freeze until hard, then place in plastic containers with sheets of waxed paper in between layers.

Notes: For wonton soup use the traditional ingredients of water chestnuts, scallions, snow peas, mushrooms, whole shrimp and a good strong chicken broth. Some shaoxing rice wine, a few drops of soy sauce and coins of ginger will add a nice perfume.

For the classic War Wonton (or Woh Wonton) soup, include small pieces of pork and chicken meat along with options like straw mushrooms, pieces of squid mantle (calamari) or

Deep fried wonton may be served with a good chili or seafood sauce for western palates. Crosse & Blackwell is one of the best. For more authentic flavor use a dipping mixture composed of dark soy sauce with several drops of roasted sesame chile oil. Chopped garlic, scallions, vinegar, grated ginger and a dash of sugar are optional

#6  How To "Silk" Meats
Chinese Deep Fried Coating Technique

Notes: The process of "silking" meats gives them a slightly crunchy and chewy texture similar to what is found in sweet and sour type dishes. This method sometimes is also called “satining”.

This recipe will coat up to 1 ½ pounds of meat

Ingredients:

8-16 oz. Peanut Oil (best for deep frying, especially Asian foods)
1-2 Egg Whites (at room temperature)
¼ Cup Cornstarch

Optional:

Dash of Paprika (to add a golden color to the final coating)

Preparation:

Bring the eggs to room temperature before using
Use two egg whites and ~1/4 cup cornstarch for every pound of meat
Cut the meat into bite size chunks
For peak tenderness, slice larger cuts of beef and pork across the grain
Place the cornstarch and meat in a bag
Shake until completely coated
For the best results hand dredge each piece (very time consuming)
In a medium size bowl, beat the egg whites until frothy
Slowly add the meat to the egg whites while stirring constantly
Make sure that all the meat is wetted with the egg whites
Let the coated meat rest for at least 15 minutes
Heat oil to 350°F (180°C) in medium sized saucepan with tall sides
Lift each piece of meat from the egg white mixture and drain briefly
Add the meat only a few pieces at a time to avoid cooling the oil
Meat should bubble vigorously in hot oil
Meat is done when a crisp coating is obtained
Remove from oil and drain on paper towels
Toss with a small amount of sauce to coat and use immediately

Notes: Use this method for Chow Mein, Kung Pao, Sweet and Sour, Stir Fry and all sorts of dishes. It works well for seafood, poultry, beef and pork. The crust helps to lock in flavor, provides a pleasant contrast in texture and absorbs sauce in a unique fashion. Experiment with coating thickness and frying temperature to get the proper balance of crusting desired. Frying temperature should be around 350°F (or 180°C). If you do not have a deep frying thermometer, let a tiny drop of water fall from your finger into the oil. It should sizze and pop immediately. Otherwise your oil is not hot enough. This method should not be confused with Japanese tempura, which relies upon a regular batter style coating.

#7  Char Siu Bao
Steamed Chinese Barbecued Pork Bun

Preparation Time: 45 Minutes

Serves: 6-12 People

Ingredients:

Filling:

½-1 Pound of char siu barbecued pork (scroll down to post # 1 at link for recipe)
¼ Cup Minced Scallions (white part only)
¼ Cup Char Siu Marinade (from recipe)
2 TBS Chicken Stock or Water
1 TSP Cornstarch

Dough:

1 16 oz. Package D&D Gold Saigon Dia-Bao Dough Mix (available at most Asian food stores)
1 Cup Scalded Milk
½ Cup Sugar
1 TBS Vegetable Oil (not olive oil)

Waxed Paper

Preparation:

Filling:

Barbecue marinated pork while basting with char siu marinade on grill or in oven. Allow it to cool and then chop into small pieces. In a small bowl, dissolve cornstarch with chicken stock or cold water and allow it to melt. Place a small saucepan over low heat and mix in chopped meat with marinade and minced scallions. Add dissolved cornstarch and stir thoroughly. Raise heat slightly and continue to stir until mixture thickens. Remove from heat and allow it to cool. The sauce’s consistency should be almost that of paste and not at all runny.

Dough:

Blend all ingredients for 10 minutes. Cover bowl with a moist cloth and allow to rest for another 15 minutes. Thoroughly knead for another five minutes. Cut out 3” squares of waxed paper and reserve. Roll dough into a long cylinder and divide into 12 equal pieces. Roll each piece into a ball of dough and flatten into a 4” diameter circle.

Spoon a heaping tablespoon of the meat mixture onto the center of the circle of dough. Grasping and gently stretching the dough’s edges, bring them up to meet over the center. Pinch the dough closed and make sure there are no openings that might let the contents leak out. Shape into a flattened ball and place, seam side down, onto one of the squares of waxed paper. Repeat until all of the dough balls are used.

To Steam:

Use a perforated vegetable steamer, preferably one whose center post can be removed. Drop-in steamer racks and inserts work just as well. Add two cups of cold water to the pot. Depending on size, arrange four or six of the buns on the steamer’s surface. Turn heat to medium and allow the buns to steam for at least twenty minutes. The buns should be fluffy and light with a completely heated filling.

Africa Subsaharan
Why Zimbabweans do not rebel: Part 2
In Part 1 of my contribution to the mystery of why Zimbabweans do not rebel, I anchored my argument in the proposition that Zimbabweans do not rebel largely (but not solely) because the Zimbabwean masses are a risk-averse people ruled by a risk-taking political elite. How this situation arose is the subject of this installment.

Since Ian Smith captured power from the rather risk-averse Winston Field in 1964, Zimbabwe has been ruled by a risk-taking elite. It was not until a critical mass of a risk-taking Black Nationalist elite emerged to counter the White risk-taking elite and to mobilise the masses that mass action took place in the manner of the liberation struggle in its variegated forms.

After independence, Zimbabweans recoiled into their shells like tortoises and have by and large remained in this situation since then, only occasionally and hesitatingly popping out their heads. The risk-taking behaviour displayed by Zimbabweans during the liberation war was a transient phenomenon and this transitory character serves to prove the fundamental and underlying political character of the average Zimbabwean; his/her subject orientation to authority, any authority. Moreover, this attitude is deeply embedded in the Zimbabwean psyche and it will take a painfully long time to unwind. And it is a product of more than a century of uninterrupted authoritarianism.

#4  This is a standard Marxist analysis and like most Marxist analyses it is ahistorical (despite the references to historical events).

this attitude is deeply embedded in the Zimbabwean psyche and it will take a painfully long time to unwind.

Probably.

And it is a product of more than a century of uninterrupted authoritarianism.

Nope. Wrong. Risk-aversion is built into nearly all pre-industrial / barely agricultural societies. Tradition, what the elders (who might have lived to the ripe old age of 35 and thereby accumulated wisdom) say, these guide choices in most such peoples.

One does not have to be a Marxist to agree with Karl Marx’s acute observation that “the tradition of all the dead generations weighs like a nightmare on the brain of the living.”

Only if you are an idiot academic / ideologue.

The most critical agents in the transmission of this risk-evading behaviour among Zimbabweans and over decades have been the churches, schools and, for adults, the media.

Ah, yes. and if they are to have their Glorious Revolution, they first need to destroy any semblance of tradition and order in the society. Destroy the society so they can build it just they way they want it. Dictatorship by the leaders of the proletariat will be necessary, of course.

Down Under
This time, intelligence is with Bush
TRUTH, like beauty, is apparently to be in the eye of the beholder. That's the only conclusion you can draw from the reaction to the US National Intelligence Estimate entitled Trends in Global Terrorism: Implications for the US, with a declassified summary of its conclusions released by President George W. Bush after parts were leaked to The New York Times.

The media coverage and most political reaction suggests the summary is damning of Bush's position on Iraq. I have two things to say about that. One is that people must be reading a different document from the one I am. The other is that the summary seems to me to ignore some significant considerations.

Bush says that if the US were to pull its forces out of Iraq it would lead to increased terrorism and, conversely, that victory in Iraq would be a blow to terrorism.

#1  Given the almost inconceivable incompetence, misjudgment and delusional pigheadedness of Vice-President Dick Cheney and Defence Secretary Donald Rumsfeld, largely unconstrained by Bush, the Republicans deserve a drubbing, and at the moment are more likely than not to get it.

Choke on it, Costello. There's more where that came from, too.

Back to the subject, I haven't seen anything address how moderate Islam is going to be supported in a way that makes it so attractive to terrorists that they burn all those old made-up copies of the Kuran and change their evil ways.

#3  Glad this got carried over. It's worthy of reading.

France is a snake of a nation, it is much worse than I feared it was.
Posted by: Sock Puppet of Doom || 10/01/2006 0:15 Comments || Top||

#4  A second thank you for holding this over.

JAW-DROPPING. It's the only word that applies. My respect for Fjordman's work exponentially multiplies with every piece of his that I read.

France foremost, and most of the Europeans as well, aren't just sipping or drinking the Kool-Aid, THEY'RE CHUGGING THE DAMNED STUFF!!!

Bat Ye'or's analysis is spot on and Fjordman's synopsis of it is bone-chilling in its exposure of just how intentional and concerted the effort has been to facilitate Arab infiltration and domination of Europe. The question of; "Who's minding the store?", doesn't even apply here. All involved, from the doorman to top managment were, every one, hand in glove with the Arab Muslims.

Americans need to make damn sure that our politicians are fully aware of this Eurabian collusion and the ramifications it portends in terms of Muslim presence in the United States.

None of this bodes well, AT FUCKING ALL.

For yet another time, I am obliged to give deep and abiding thanks to Fred Pruitt and all the moderators here who make this information, and a free forum for its discussion, possible. I am eternally grateful and cannot imagine what my political outlook would have been without discovering this haven of politically incorrect and quintessentially free thought known as Rantburg.

#6  OMG!
I have been lurking for a long time and have never felt that I needed to post because you all have made excellent arguments supporting your points of view. I have found them to be entertaining and extremely enlightening. However, this article is so chilling that I can no longer remain silent.

The implications are that we, as Americans, must scrap our foreign policies and renegotiate everything on a bilateral arrangement with individual countries as well as pull out of the UN. If this guys analysis is correct then America and what is left of the west is in FAR more peril than almost everyone realizes; Rantburgers excluded of course.

How can we get this information disseminated to as many people as possible? I feel like time is short and our leaders and fellow countrymen are dangerously ill informed!

#7  How the hell could anyone deny the Eurabianism fact? Two days ago, French President Chirac tried to sneak an resolution through the "Francophonie" organization, that was to blame Israel for the counter-terror intervention. Canada's leader - Harper - forced revision of same.

Re the "Francophonie": few have heard of that Franco-Dhimmi atrocity. Member states have over 600 million citizens, only 175 million of whom speak French. Why does France let any Chirac-friendly moron state to join? So they can pretend that France matters.

#8  Member states have over 600 million citizens, only 175 million of whom speak French

You'll all note that Israel and its 30% or so of french-speaking citizen is NOT invited to join, while sudan (french-speaking pop well under 1%) has been, IIRC. Gee, I wonder why? It's like when the francophonie meeting in beyrut in 2000 I think served to arrange a face-to-face meeting between yacoub ben shirak and ol' nasrie.

#9  I think we can safely term France's desperate and questionable Arab alliances as a case of America Derangement Syndrome™. Nothing remotely comes close to describing this sort of suicidal scramble to counter American hyper-puissance.

#11  Americans need to make damn sure that our politicians are fully aware of this Eurabian collusion and the ramifications it portends in terms of Muslim presence in the United States.

I believe that a number of them are not only aware, but are actively supporting the process. There is a lot of evil in the world right now, and most of it is directed at us. Too many players are actively working to bring us down, and the American people are sound asleep. Well, most of them anyway.

Excerpt from larger essay on "America & its Discontents" (hat tip Instapundit)

Such a sad fellow, this Jimmy Carter

Jimmy Carter, the subject of the last blog, almost immediately was back in the news claiming that the United States was one of the world’s great abusers of civil rights (I wonder how our internecine body count in Plains, Georgia stacks up with that in Rwanda, Kosovo, or Dafur?). He adds that all Presidents—except the current one—have been supporters of human rights.

In his dotage, Carter is proving once again that he is as malicious and mean-spirited a public figure as he is historically ignorant. And for all his sanctimonious Christian veneer, and fly-fishing, ‘aw shucks blue-jeans image, he can’t hide an essentially ungracious and unkind soul.
That's gonna leave a mark. Preach it, brother!

Does he have any idea of Lincoln and Andrew Johnson suspending habeas corpus and shutting down newspapers, Woodrow Wilson jailing political dissidents, FDR interning American citizens and executing German agents in secret military tribunals? Do we have currently a Nixon’s enemies list? And can Carter point to just one aspect of current American life where civil liberties are materially curtailed, in which an American can’t do what he wants? Getting on a plane without shampoo doesn’t count—or not having your family at the gate when you land either: all thanks to al Qaeda, not George Bush.

Poor southerners were renowned for their violent meanness in Jimmy's youth. It has been suggested that a diet whose grains are exclusively corn causes this effect. Typically, when humiliated, they would get into a blind, berserker rage, that often ended up with them being hung by the neck until dead.

#13  Oh ye of little faith. The disease is a deficiency of Niacin in the diet, aka Pellagra. One helluva lot of people in the South died from it, and just about everybody had it to some extent. It comes from eating corn in the absence of other grains.

There was a major scandal called "The Pellagra Incident", that happened in 1935. After a huge number of mostly African-Americans had died of pellagra, the government admitted that it had known the cause was Niacin deficiency for 20 years.

This is why I suggested that southerners were known for their violent meanness in Jimmy's youth. Since that time, much better nutrition has pretty much wiped out pellagra in the US.

But from the time of the Civil War through the 1930s, southerners *did* have a reputation for crazy meanness, which *may* be attributed to vitamin deficiency.

And quite likely, since Carter was born in 1924, for a good part of his youth he probably suffered to some extent from pellagra. I will note that one of its top four symptoms is dementia from brain damage.

Hmmm.

#14  Got nuthin to do with faith, Moosey, it has to do with making unsubstantiated statements guaranteed to draw a reaction.

As for your hypothesis, it lacks mucho merit. Many, and I mean many, peoples lived with corn as the primary (it was sole for none, AFAIK) grain. And few peoples are known for berserker behavior. Interesting idea? Sure, but it hasn't the ring of truth based upon history.

If you wanna have a little fun, fine. If you wanna specumalate yer hiney off, fine. But this crap about posting your opinions, sometimes from waaay out in left field, as fact has been a staple running gag for 2+ years - and it sometimes sucks the big one.

Woop, woop.

#17  I spend a lot of time around Robins AFB where people have seen JC up close (Plains is only about 20 - 30 miles away) and have formed definite opinions. Good Christian ladies in their 50's and 60's think that Jimmy walks on water. Most of the men are just embarrassed and change the subject whenever his name is mentioned. Jimmy Carter is a Northern caricature of a bitter, self-righteous, mendacious, vicious old Southern cracker.

So far your theories, to name but a few, about Italians, Southerners, and enlisted personal etc. reek of first rate foolery.

Summary of Military Commissions Act of 2006
[Original Content]
Summary of Military Commissions Act of 2006 (38 pages, as passed by both House and Senate, H.R. 6166/S. 3930)

Steve White was absolutely correct to point out that only “alien unlawful combatants” can be tried by military commission – i.e., non-US citizens who do not meet the GC criteria as lawful combatants (under responsible command, wear a fixed distinctive sign recognizable at a distance, carry their arms openly, and abide by the law of war.)

By far the most important thing this legislation does is suspend the writ of habeas corpus for alien unlawful combatants, something I have advocated for years. It cuts civilian courts out of the loop, and greatly reduces muzzbats’ capability to use such proceedings for agitprop.

In case you didn’t already think Arlen Specter is scum, I note that he proposed an amendment to strike this habeas provision, which was only very narrowly defeated (51 nays, 48 yeas). Without that, this legislation would have been pointless.

Whether or not a combatant is lawful or not remains an issue for Combatant Status Review Tribunals (a.k.a. Art. 5 trubunals); significantly, their decisions cannot be reviewed by civilian courts. These tribunals are not new -- Mr. exJAG worked on them for a spell in Baghdad in 2003.

Lawful enemy combatants who violate the law of war are subject to trial by court-martial, rather than by military commission. As basically no combatant we meet these days is lawful, this is largely an academic issue.

Affirms that commissions are “regularly constituted courts,” as required by CA3. This is really important, as this language was the major reason the Supreme Court ruled in favor of the terrorists in Hamdan).

Generally, commission procedures are based on the UCMJ, with several exceptions:

* No speedy trial requirement
* No right to Art. 32 (prelminary) hearing
* Detainees cannot invoke the Geneva Comventions as a source of rights
* Only active duty military officers can serve on commissions (as the jury)

Military judges, prosecutors, and defense counsel are active duty JAG officers, detailed just as in courts-martial.

Triable offenses basically run the gamut of war crimes:
murder of protected persons
attacking civilians or civilian objects, or protected property
pillaging
denying quarter
taking hostages
employing poison or similar weapons
using protected persons or property as a shield
torture
cruel or inhuman treatment
intentionally causing serious bodily injury
mutilating or maiming
treachery and perfidy
improper use of flag of truce or distinctive emblem
intentionally mistreating a dead body
rape
hijacking or hazarding a vessel
terrorism, material support thereof, including attempts
wrongfully aiding the enemy
spying
conspiracy.

Rights detainees DO get (none of which, to the best of my knowledge, are new):
* presumption of innoncence until proven guilty
* protection against self-incrimination
* statements obtained under torture are usually inadmissible (“torture” being defined by the Detainee Treatment Act of 2005)
* may present evidence in his defense, cross-examine the witnesses who testify
against him, and examine and respond to evidence admitted against him
* right to be present at proceedings and be represented by counsel, military or civilian
* right to represent self, as long as he observes decorum and complies with the rules
* can’t be tried twice for same offense
* right to see exculpatory evidence
* right to assert lack of mental responsibilty defense
* 2/3 of the panel must vote to convict; unanimous vote required for death penalty
* death sentences must be approved by the President
* protection against cruel and unusual punishment

What detainees DON’T get:
* protective evidentiary rules; basically, if it’s relevant, it’s admissible
* creates a Court of Military Commission Review for appeals (staffed by 3 military judges -- NOT a civilian court)
* appeals from there go to the DC Court of Appeals (which IS a civilian court, one step below the Supreme Court); however, they can only review matters of law, not the underlying facts of the case
* the right to file petitions for habeas corpus in civilan courts.

Overall, I am unimpressed: 99% of this is stuff we already did. I see no use in reiterating laws already on the books, and expecting the Supreme Court to butt out just because the elected branches have repeated themselves. It’s like expecting a misbehaving child to obey the bus rules because now you’ve posted a copy in the rear as well.

While there’s lots of language removing matters from the jurisdiction of federal courts, no doubt judges like Anna Diggs Taylor will assert jurisdiction anyway, and make up some shit to justify it. This brings us to the much, much bigger problem of capricious judges who issue arbitrary rulings because it satisfies their personal prejudices – one reason we fought that war, whatchamacallit, a while back – but that’s a separate rant!

#1  exJag, it seems to me that the Legislature has - for once - has made an effort to unmuddy the waters. Usually they fulfill their oversight responsibility by 2nd guessing after the fact. The Supreme Court rendered the opinion that the legislature needed to legislate Military Commissions and now they have.

On S 3930, the Military Commissions Act
Original content. Moved to Sunday.
The Military Commissions Act, Senate bill 3930, recently passed both the House and Senate and will be signed shortly by President Bush. One of the several concerns raised by our liberal progressive buddies is that the bill makes it possible for the President (Bush of course, no good democrat would do something like this) to whisk an American citizen away into the never-land of military commissions.

And you might begin to believe that.

You might, unless you read the legislation itself. A lay read of the bill quickly demonstrates that indeed, American citizens will not be subject to the bill.

The bill starts with the usual headers for title and table of contents. It then follows with a section, Section 948a, with 'definitions' for the terms used in the bill. These are exacting and required, as the lawyers use these terms in understanding the bill. In this section, the bill defines an 'alien' as "a person who is not a citizen of the United States." It also defines lawful and unlawful enemy combatants. But the key definition is for an alien. If you're a citizen, you're not an alien.

Further down, Sec. 948c provides us with the key section in understanding the hazard to American citizens. It's titled, 'Persons subject to military commissions'. It reads, in full, `Any alien unlawful enemy combatant is subject to trial by military commission under this chapter.'

I'm not a lawyer, but it does seem that aliens are by definition within the bill non-citizens. Further, citizens are not specifically included in Sec. 948c. Therefore, US citizens have nothing to fear from this act.

As it should be.

Further, Sec. 948d makes clear that lawful enemy combatants (defined in 948a if you want to look) also are not subject to the military commissions defined by this act.

It helps to read the legislation rather than to buy into what's being reported.

#1  I expect that we will soon be treated to whining that everyone in GITMO should be charged and tried or released. Military Tribunals are for the purpose of trying those thought to be guilty of war crimes. Combatants not guilty of war crimes don't get realeased to rejoin the conflict. I imagine that a detainee that is found innocent of war crimes still goes back to the jug for the duration. I'm sure the human rights crowd understands this, and use the tribunals for another onslaught against public opinion.

#2  Based on what I've read in the GUAM PDN + PACIFIC STARS-N-STRIPES, nothing much will actually change wid the Gitmo boyz save for any de facto/lawful/registered US Citizens fighting for Radical Islam now being officially entitled to a US-provided Atty for advice + litigation, plus right to evidence, BUT WE KNEW THAT ALREADY. AS FOR NON-US CITIZENS AT GITMO, ETC,, THE ARMY + USDOD + USICE, ETAL CAN HOLD THEIR ARSES FOREVER -BWAHAHAHAHAHAHAHA.

India-Pakistan
Pakistan Surrenders
The Taliban control the border with Afghanistan.
by Daveed Gartenstein-Ross & Bill Roggio

INTELLIGENCE ANALYSTS woke up on September 5 to unsettling news. The government of Pakistan, they learned, had entered into a peace agreement with the Taliban insurgency that essentially cedes authority in North Waziristan, the mountainous tribal region bordering Afghanistan, to the Taliban and al Qaeda. Just ten days later, the blow was compounded when the government of Pakistan released a large number of jihadists from prison. Together, these events may constitute the most significant development in the global war on terror in the past year--yet the media have taken little notice.

For four years, the Pakistani military engaged in a campaign to assert governmental control over Wazir istan. The cost to Pakistan has been considerable; some intelligence sources believe this fighting has exacted a higher death toll on the Pakistani military than U.S. forces have sustained in Iraq. It is in this context that Pakistan gave up on South Waziristan last spring, abandoning its effort to control that area. Thereafter, sharia law was declared in South Waziristan, and the Taliban began to rule openly.

Yet even in the wake of Pakistan's earlier surrender of South Waziristan, this new agreement, known as the Waziristan Accord, is surprising. It entails a virtually unconditional surrender of Waziristan.

#1  Musharraf has reiterated that the U.S.-led coalition forces in Afghan istan won't be allowed into the tribal areas covered by the peace deal. "On our side of the border there will be a total uprising if a foreigner enters that area," he said. "It's not possible at all, we will never allow any foreigners into that area. It's against the culture of the people there."

Well, that clarifies something we wondered about..

International-UN-NGOs
The case against Kofi
Surprisingly, this is from TimesOnline... heavily EFL
Is there blood on his hands?
As Kofi Annan prepares to stand down as UN secretary-general, Adam LeBor investigates the accusations made against the world’s chief defender of human rights

THE CASE AGAINST KOFI ANNAN

The bodies were still warm when Lieutenant Ron Rutten found them: nine corpses in civilian clothes lying crumpled by a stream, each shot in the back at close range. It was July 12, 1995, and the UN-declared “safe area” of Srebrenica had fallen the previous day. The lush pastures of eastern Bosnia were about to become Europe’s bloodiest killing fields since 1945.

Refugees poured into the UN compound. But the Dutch peacekeepers (Dutchbat) were overwhelmed and the Serbs confiscated their weapons. “From the moment I found those bodies, it was obvious to me that the Bosnian Serbs planned to kill all the men,” Rutten said. He watched horrified as Dutch troops guided the men and boys onto the Serb buses.

Srebrenica is rarely mentioned nowadays in Annan’s offices on the 38th floor of the UN secretariat building in New York. He steps down in December after a decade as secretary-general. His retirement will be marked by plaudits. But behind the honorifics and the accolades lies a darker story: of incompetence, mismanagement and worse. Annan was the head of the Department of Peacekeeping Operations (DPKO) between March 1993 and December 1996. The Srebrenica massacre of up to 8,000 men and boys and the slaughter of 800,000 people in Rwanda happened on his watch. In Bosnia and Rwanda, UN officials directed peacekeepers to stand back from the killing, their concern apparently to guard the UN’s status as a neutral observer. This was a shock to those who believed the UN was there to help them.

Annan’s term has also been marked by scandal: from the sexual abuse of women and children in the Congo by UN peacekeepers to the greatest financial scam in history, the UN-administered oil-for-food programme. Arguably, a trial of the UN would be more apt than a leaving party.

The charge sheet would include guarding its own interests over those it supposedly protects; endemic opacity and lack of accountability; obstructing investigations, promoting the inept and marginalising the dedicated. Such accusations can be made against many organisations. But the UN is different. It has a moral mission.

It was founded by the allies in 1945 to “save succeeding generations from the scourge of war” and “reaffirm faith in fundamental human rights”. Its key documents – the Charter, the Universal Declaration of Human Rights and the genocide convention – are the most advanced formulation of human rights in history. And they have been flouted by UN member states for decades.

A more specific charge would be that, under the doctrine of command responsibility, the UN is guilty of war crimes. Broadly speaking, it has three principles: that a commander ordered atrocities to be carried out, that he failed to stop them, despite being able to, or failed to punish those responsible. The case rests on the second, that in Rwanda in 1994, in Srebrenica in 1995 and in Darfur since 2003, the UN knew war crimes were occurring or about to occur, but failed to stop them, despite having the means to do so.
The individual "charges" are detailed... RTWT. It is more than a series of indictments of Kofi's reign - it clearly makes the case that the UN is a complete and utter failure.

#1  Is their blood on his hands?

Why the question mark? Maybe it's because the real question is not if the blood is on his hands, but in his stomach. The blood was poured into a nice clean glass by a staffer. Kofi never needed to get it on his hands.

I can think of no more vile person on earth than Kofi Annan. He was given the charge to protect the most dire on the face of the earth and he used his position to steal from them.

#5  Slightly OT:

Has anyone else out there had a chance to see a political ad being run on tv calling for more leadership from Prez Bush to go to the UN to "Stop the Genocide" in Darfur? Just saw it the first time this morning.

I don't know who bought and paid for the ad, but I'm fairly certain it's not the RNC.

The ad intends to leave the impression that the continued genocide in Darfur can be laid specifically at the feet of Prez Bush (and Repubs in general).

Disgusting. Alot of uninformed voters will buy this BS.

Payback from the Dems for Repub criticism of Clinton on Rwanda? Yeah, I suspect so.

What pisses me off is that the real blame in Darfur is with the icon of the Dem party: the UN which recieves no criticism from the Dems.

#7  But it isn't Kofi personally---any UN chief would be guilty of same. The problem is with UN's basic premises.
Posted by: gromgoru || 10/01/2006 15:02 Comments || Top||

#8  It seems that the UN just plays a big obstructionist role. The US is slow to react to threats like NorK and Iran because it has to take the politically correct path through the UN, which just results in a bunch of posturing based on the lowest common denominator which is usually trying to enable the evil behavior and its consequences. The UN itself is slow to react even to famine, the clearest of problems with the simplest of solutions, and everyone stands around waiting for the UN to get off its a$$ and do something and more people end up dying as a result. The UN was conceived right after a big war when people were more idealistic and responsible and could not imagine the liberalism, complication and political correctness that plagues the world today. It is time to go and replace it with a structure that does more to foster action and responsility, and to discourage enabling evil behavior.

Southeast Asia
Homegrown jihadists 'ready to go'
A NETWORK of homegrown converts to radical Islam has emerged as a major terrorist threat in South-East Asia, teaming up with higher-profile al-Qaeda offshoots Jemaah Islamiah and Abu Sayyaf to plot attacks on Western and local targets.

Manila's top anti-terrorism official has told The Australian that the group of former Christians known as Rajah Solaiman is highly educated and well-financed and lacked the profile of traditional Islamist terrorist groups, making it easier to evade detection.

His warning came as Indonesian and Australian mourners remembered the 20 people killed in JI's last major terror attacks, at Jimbaran Bay and Kuta in Bali a year ago yesterday.

Terrorist experts believe that while JI has suffered some significant setbacks in the past 12 months, its alliance with southern Philippines groups such as Rajah Solaiman mean it is still a potent force.
