Krispy Kreme opens in Moscow
[UPI] Muscovites welcomed the Krispy Kreme doughnut this week with sugary salutations, as patrons praised the first franchise store to open in Russia.

"Russians are not opposed to what America produces," said Italian-Russian translator Susanna Agababyan, 21, who attended the store's grand opening this week.

"They put something in it. I had the original. It's really tasty," she said.

"Today I tasted this for the first time. And I decided maybe it was worth it," accounting student Mikhail Kiselyov said.

The Washington Post reported Saturday that Kiselyov was commenting, specifically, on a chocolate doughnut with sprinkles.

The new doughnut shop, the Post said, was a study in contrasts. The store is nestled on a street in an 866-year-old city between the ominous Kremlin and the headquarters for Russia's secret police, which the Post called "the dreaded Lubyanka."

Ill. Supreme Court strikes down part of gun law

Tribune] Cook County prosecutors will drop weapons charges pending against a small number of licensed firearms owners after the Illinois Supreme Court ruled this week that part of a state gun law is unconstitutional.

The Illinois Supreme Court ruled Thursday that state prosecutors must follow a ruling from a federal appeals court last year that ended Illinois' status as the last state without a concealed carry law.

The ruling from the state's highest court affects only a portion of a law prohibiting people from carrying guns outside their homes. Cases of aggravated unlawful use of a weapon brought against people who have valid FOID cards and were carrying firearms will not be pursued, prosecutors and defense attorneys said.

Convicted felons or those charged under other parts of the statute are unaffected.

"It's going to be a very, very small percentage of those charged," said Fabio Valentini, who heads the Cook County state's attorney's office's criminal prosecutions bureau. The office does not plan to appeal the ruling to the U.S. Supreme Court, according to a spokeswoman.

Prosecutors and other observers said the ruling does not give gun owners a green light to carry concealed guns now. Under a deadline from the federal appeals court, Illinois amended its gun laws -- including its statute on aggravated unlawful use of a weapon -- in July to permit concealed carry. This new law was specifically exempted in the high court's ruling. Illinois State Police have until next year to begin issuing permits. While a federal lawsuit brought by the Illinois State Rifle Association seeking to speed up that timetable is scheduled for oral arguments next month, the new law remains in effect.

"Given that no such permits have been issued, it would not be prudent for citizens to carry loaded firearms in public, whether they possess a valid FOID card or not," state's attorney spokeswoman Sally Daly said in an email.

State rifle association Executive Director Richard Pearson agreed, saying that although a licensed gun owner may eventually prevail in court, he or she could still be tossed in the slammer

and charged as the law now stands. He was pleased with Thursday's ruling, saying "it certainly helps clarify the law and the shortcomings."

Darrell Miller, a professor at Duke University law school, said the opinion also makes clear the court supports "some sort of regulation" regarding carrying firearms.

The case before the Supreme Court involved the 2008 arrest of Alberto Aguilar, then 17, who was spotted with a gun by Chicago police among a group of teens screaming and throwing bottles at passing cars in the Little Village neighborhood. He was convicted at a bench trial of aggravated unlawful use of a weapon and sentenced to two years of probation.

Though the Supreme Court set aside Aguilar's unlawful use of a weapon charge, it upheld his unlawful possession of a firearm conviction, finding that the state does have the right to restrict the possession of guns by minors.

David Holland, Aguilar's attorney in the appeal, said the Supreme Court's ruling will affect gun cases now in the appeals courts and open the doors for anyone convicted under that law to have their record cleared.

Merkel's Allies Win Big in Bavaria Vote

's Bavarian allies scored a resounding win in a state vote Sunday, estimates showed, giving her a strong boost one week ahead of a general election.

The conservative ruling Christian Social Union (CSU), the Bavarian sister party of Merkel's Christian Democrats, captured an absolute majority of seats in the regional parliament with 49-percent of the vote, according to preliminary results on public television.
Perhaps Bavaria should reassert its traditional independence...
Its outsized victory means it can drop its junior partners, the pro-business Free Democrats (FDP), who crashed out of the regional parliament with a disastrous three percent.

"This is a beautiful day for the CSU," federal agriculture minister Ilse Aigner, a leading member of the party, told public broadcaster ARD.

Merkel campaigned heavily in the state's world-famous beer tents, pointing out that a big win in Bavaria would lend momentum to her bid for a third term at the helm of Europe's top economic power.

National polls give Merkel's conservatives an around 14-point lead over the main opposition Social Democrats (SPD), who scored about 21 percent in Bavaria, historically a conservative state.

An SPD leader, Andrea Nahles, put a positive shine on the result.

"We are the only opposition party that made gains," she told news hounds. "I think we have a very exciting week ahead of ourselves. We've shown that we were able to make some progress in recent days."

Outcry over Rape of 5-Year-Old Girl in Pakistan
[An Nahar] Rights campaigners staged protest rallies across Pakistain on Sunday against the rape of a five-years old girl in the eastern city of Lahore whose condition is now relatively stable.

Police still have no clue who carried out the attack despite detaining several suspects and releasing most of them after questioning, a law enforcement official said.

The five-year old girl was kidnapped on Thursday and brutally raped in the eastern city of Lahore.

Police said the girl was found outside a hospital at around 8pm (1500 GMT) on Friday, a day after she went missing from a low-income neighborhood in the city.

"Her condition is relatively stable but still she is in the Intensive Care Unit," doctor Farzand Ali, medical superintendent in the Services hospital told Agence La Belle France Presse.

Widespread outrage dominated social media while Pakistain private TV channels prominently broadcast reports on the girl and her ordeal.

Rape is notoriously difficult to prosecute in Pakistain, where women are often treated as second-class citizens.

In April 2011, the Supreme Court upheld the acquittal of five men sentenced to death in Pakistain's most famous rape case, that of Mukhtar Mai.

Mai was gang raped in 2002 on the orders of a village council as punishment, after her brother, who was aged just 12 at the time, was accused of having illicit relations with a woman from a rival clan.

A local court had sentenced six men to death, but a higher court acquitted five of them in March 2005, and commuted the sentence for the main accused, Abdul Khaliq, to life imprisonment.

Kirk 'may stop performing marriages' after gay laws
[TELEGRAPH.CO.UK] The Rev Alan Hamilton told MSPs there were deep concerns in the church that a Bill legalising gay marriage in Scotland will be viewed as an "invitation" to take celebrants who oppose the move to court.

He said this year's General Assembly had instructed the Kirk's legal questions committee, which he convenes, to assess "whether it's worth the Church of Scotland continuing to offer marriages".

The suggestion that legalising gay marriage would prevent heterosexual couples having a church ceremony was the most startling warning yet in the battle between religious leaders and the Scottish Government over the controversial plan.

The Church of Scotland later issued a statement saying it had no current plans to stop offering marriages but was examining whether it should continue to preside over services "in the way that it does now".

According to the official instructions issued by the General Assembly, Mr Hamilton's committee is examining "the possibility of ministers and deacons ceasing to act as civil registrars" for marriages.

One dead, several injured in Cambodia political clashes
[Al Ahram] A protester was killed during festivities with security forces in the Cambodian capital late Sunday, witnesses said, while several other supporters of the opposition party who dispute premier Hun Sen's election win were maimed.

"I saw with my own eyes he is dead. He was shot in the head... live ammunition must have been used," said Ou Virak, president of the prominent Cambodian Center for Human Rights, adding he did not know who had killed the man.

Two other witnesses told AFP the man was killed during festivities, while Ou Virak said at least 10 other demonstrators were maimed as police fired tear gas at rock-throwing protesters.
