I am writing this to you, after the fact obviously, to review the last several months of operations in the war none of us foresaw just two years ago.
Background and Discussion: As you recall, we were in some disarray after the departure of your predecessor, Mr. Tillerson, and you asked all of us for our own take on the situation in Korea, especially with the appointment of Mr. Bolton coinciding as it did with your own appointment and the President’s initiation to meet with Mr. Kim.
As we all know, Kim met with President-Chairman Xi in March of that year and there was much speculation as to what passed between them. Reality only became clear, however after the President’s earth-shaking meeting with Kim and President Moon of S. Korea in Seoul. This was followed, not long after, by the Pyongyang Protocol in August, wherein all three leaders announced the demilitarization of the peninsula with the withdrawal of all US forces and the institution of a UN-led mission with a regime of inspections to ensure the dismantling of Kim’s nuclear weapons programs.
This ‐ of course ‐ stunned everyone, as did the Nobel Peace Prize shared by Kim, Trump, and Moon the following year. But as you know, as these high profile events took place, China was on the move. We now know, through various sources, some from your former Agency colleagues, that China had long been displeased with Kim. What we did not know was that Kim had reneged on an ultra-secret deal with his other enabler, Mr. Putin of Russia.
Kim had met secretly, even in secret from his own government, with Russian agents prior to going to Beijing, assuring them that he would do nothing to compromise Russia’s ongoing support for his nefarious programs, including his weapons program, which Russia was secretly paying for and assisting with.
It now appears he was duplicitous in the extreme. There is no way to understand what happened absent that conclusion. He turned right around and cut a secret deal with China.
Thus, when he publicly announced on CNN in November 2019 that he was stepping down as leader and asking China to enter the nation to secure it from the Russians, it shocked everyone. Russia? We all shook our heads, how did that happen? They were not even on our radar scope.
When the NRO informed us of a Russian military build-up in the summer of 2019 in the Russian Far East Military District, we puzzled as to what was going on. Was Russia going to help the North invade the South as in 1950? Except this time in the winter? Of course global warming has made that all a bit easier, but still, the weather was atrocious.
Imagine our shock, as well as yours, when Kim fled to Harbin on his special train at the same time as the PLA crossed the border in great numbers. We had completely missed the Chinese build-up, which they had been secretly doing since, it appears now, mid-2015. Slowly increasing their border forces and inserting PLA operatives into Manchurian cities and factories. The landing of the three Chinese Marine divisions (about which we knew absolutely nothing) south of the Imjin in North Korean territory was equally shocking.
However, it was the Russia invasion along the Korean-Russian border that surprised everyone most, and the use of the Russian submarine fleet in a guerre de courseagainst the Chinese shipping. Who knew that the PLAN was so ineffective at anti-submarine warfare? Also, the cyber attacks that paralyzed Chinese C4ISR systems was that "cyber Pearl Harbor" that we have all been worrying about. Thus the ham-handed Chinese efforts to turn their forces northeast and deal with the Russian incursion.
It was fortuitous that we had evacuated most US personnel from the peninsula before hostilities began and that the Russian actions, once they became apparent, allowed us to get a NEO quickly accomplished of as many Americans as would leave, although we estimate there are still 30,000 Americans still in South Korea. From our vantage point and that of our Japanese allies, who are helping us monitor military events closely along with our national assets, it appears that the Sino-Russian war will not end anytime soon. It is still extremely dangerous for US shipping to attempt to navigate the declared Russian exclusion zones in the Sea of Japan, Tsushima Strait, and Yellow Sea. It appears, in fact, that the Russians intend to expand the war by making limited incursions into Manchuria and Mongolia, just as they did prior to World War II, or so my staff historian tells me. Our Agency chief of station has related that it appears the Russians are transferring their most seasoned combat forces in the Baltics and Ukraine to this theater, which perhaps explains the recent ceasefire the Ukrainian government signed at Khirkiv (Kharkov) with Putin’s representatives.

This is a pretty stupid scenario. Russia doesn't have the money to fight China. It also doesn't have the equipment. In 4th gen fighters alone, Russia has 500 fighters to China's 800+. China's economy is 10x Russia's. Economically-speaking, this would be like a rerun of the Pacific War with Russia in the role of Japan, and China in the role of Uncle Sam. Except China doesn't have to cross an ocean to fight Russia.

As I expected, the website Task and Purpose contributes articles to HuffPo. Putin is a Russian imperialist, but he'd be nuts to take on China. And the Chinese are just as likely to end up fighting South Korea if they enter the North. Putin's goals in the Far East are very likely defensive - as in hold the Russian Far East and Mongolia against any Chinese offensives, which will come in the fullness of time, given that Chinese territorial goals are like matryoshka dolls.

The Commerce Department has announced that a question will be added to the 2020 Census asking about respondents’ citizenship status. Democrats have responded with fury, and twelve states, led by California, will be suing to stop the change. While their argument is that the question will discourage illegal immigrants from participating in the survey, there is another, related reason why the urban elites who now dominate the Democratic party are afraid of this simple question.
With this question, the 2020 Census will better quantify the extent to which immigration, including illegal immigration, gives Democrats disproportionate political power ‐ despite the fact that immigrants themselves are not allowed to vote. This happens because seats in the House, and consequently Electoral College votes as well, are given out based on the total number of people residing in a state.
California illustrates the problem. While the Census Bureau stopped asking about citizenship on the main Census form in 1960, it has continued to ask about it in other surveys. One of these, the American Community Survey, shows that the non-citizen proportion of the population in the states varies widely, ranging from 14 percent in California to less than 1 percent in West Virginia. Based on these estimates, California, the first sanctuary state, has five or six more members of the House than it would if House seats were based on citizen population alone.

And he claims that for the past four years, the Bureau has had two of the terrorists who robbed him in custody, yet no indictments have been forthcoming.
Matt Schrier was abducted in late December of 2012 by al-Nusra and escaped from prison in July of 2013. Now he's blowing the whistle on the FBI.
In an interview with Fox News' Martha MacCallum last week, Schrier said the terror network stole his financial information and used his own money to buy at least a dozen computers and tablets. The former hostage said he knows "beyond a reasonable doubt" that the FBI was monitoring his accounts.
"And this is because the agent told me she thought I joined al Qaeda because they paid off my Discover card. That’s what it takes to fool the FBI," Schrier said. "So, because they thought I joined, and I was basically judged guilty until proven innocent, they started monitoring everything and they saw. They were buying laptops, ten at once, tablets on eBay. [Daily Caller] A Canadian high school switched to "Africentric Math" to attract black students to go into Science, Technology, Engineering and Math(STEM) fields, according to Canadian Broadcasting’s(CBC) Wednesday report.
Nova Scotia’s Auburn Drive High School math teachers are skipping their previous eurocentric approach to teaching mathematics so black students will gain more interest in the subject, the CBC reported. Teachers are adopting an Afrocentric lens to teach mathematics, based on incorporating African history and culture to make math classes resonate with their students.
Auburn High School is working with the Imphop’s Legacy Academy, a program encouraging black students to get interested in STEM, to craft their new curriculum. One example of the new approach is using Egyptian pyramids to explain trigonometry.
"It’s academic math, but we want to build their self-confidence, their self-awareness so they can feel that they’re capable of doing the math," Auburn Drive High School Principal Karen Hudson said.

The idea of trying to make mathematics more interesting to students is a reasonable one, and one of potential benefit to all.
The trouble with this approach is it is probably ineffectual and is based on the notion that the kids are hung up on race and interested in African history.
Actually they are much more interested in their own surroundings and, like all children are attracted by enjoyable things, like games and puzzles and magic, and the they can be attracted by first exposures to such things, to get them involved, then dull details. Dull details on African history will do nothing for the target audience or any audience.

[ALMASDARNEWS] The Russian Defence Ministry announced that an accord has been reached with the leaders of Syrian gangs on the withdrawal of murderous Moslems and their families from the city of Douma in Eastern Ghouta.
The announcement was made by Head of Main Operational Department of General Staff Sergei Rudskoi at a press briefing in Moscow on Friday.
Rudskoi noted that 28,495 civilians had already fled Douma through the Muhayam al-Wafedeen humanitarian corridor. He went on to say that an accord has been reached "with the leaders of illegal gangs" on the withdrawal of murderous Moslems and their families from Douma "in the near future."
The head of the General Staff of the Russian Armed Forces also said that "in accordance with the agreements, before leaving the settlements, the murderous Moslems will present maps of minefields and underground tunnels, voluntarily demine buildings, clear barricades and main transport routes."
According to the Russian Defence Ministry, since the beginning of humanitarian pauses in the besieged area, 143,194 people, including 105,857 civilians and 13,793 murderous Moslems have been evacuated from Eastern Ghouta.

[Dhaka Tribune] A Nigerian national accused of defrauding a Bangladeshi university professor of thousands of US dollars to attend a bogus conference in the United States was put on a two-day remand on Friday.
Earlier in the day, police produced him before the court with a seven-day remand prayer.
Donatus Emeka Onyejiuwa had been in Bangladesh for three months when he was detained by Detective Branch (DB) police at a hotel on the Dhaka-Sylhet highway on Thursday.

Donatus is allegedly part of an international gang which conned Tk4.76 lakh out of Prof Faruque Miah of the genetic engineering department at Shahjalal University of Science and Technology (SUST), on the pretext of making arrangements to send the academic to a seminar abroad.
"Prof Faruk Miah received an email invitation in February, to a seminar in the USA," Paritosh Ghosh, additional commissioner of Sylhet Metropolitan Police, told a press briefing on Friday.

Prof Faruk suggested he could stay with friends in the USA but when this idea was rejected by the fraudsters, he paid the money through Western Union Money Transfer via a contact in Belgium.

On March 1, Professor Faruk got an email saying the US immigration service had confirmed his visa, which would arrive by March 19-21.
He was then asked to send photocopies of his passport plus $160 in visa fees, $95 for insurance fees and $1,399 as a deposit which, he was told, would be refunded at the airport when he returned home from the seminar.

[Dhaka Tribune] Panic has spread in the hilly areas of Bandarban after Myanmar-based Arakan Army (AA) sent letters to Bangladeshi youths, inviting them to join the turban group.
Youths living in remote areas of Thanchi and Ali Kadam, bordering Myanmar, received these letters recently.
Panicking, they are now reportedly taking shelter in Thanchi upazila.
Thanchi Upazila Nirbahi Officer (UNO) Jahangir Alam confirmed receipt of the letters.
Written in Burmese, the letter asked old members of the group to participate in training slated for March 31. It also asked the members to recruit young people from the hilly areas.
Following the letter, the local administration, public representatives, and security forces, held a meeting on Tuesday with Thanchi UNO, Jahangir Alam, in the chair. A number of youths of the border areas also reportedly attended the meeting. The meeting asked the youths not to panic.
Locals in the border areas said some Marma youths have already joined the group out of fear, while others have escaped their homes.
Thanchi Upazila Chairman Kwa Hla Ching Marma said: "The letter invited Bangladeshi youths to join the Arakan Army. We have already held a meeting on the matter."
"But the location of the Arakan Army camp was not mentioned in the letter. We also do not know where the camp is. We have directed all to be alert."
Anupam Marma is a local journalist of Thanchi who knows Burmese. He said: "According to the letter, a 15-day training will begin on March 31. Those interested are requested to come to the camp by March 28. At the end of the letter it mentioned Camp-2, Battalion No 215, Rakhine Army."
He said many young people have already taken shelter with their relatives out of fear.
Thanchi cop shoppe Officer-in-Charge (OC) Abdus Sattar said: "I have heard about the letter. But I did not attend the meeting held this week on behalf of the administration. The Border Guard Bangladesh (BGB) is looking into the matter since these are border areas."
Bolipara BGB Battalion acting captain Major Ruhul Amin said: "We have already held a meeting with the administration. Our battalion members remain alert on the border s."
"We have already discussed the issue. There is no need to worry about it," said Bandarban Deputy Commissioner Md Aslam Hossain.

[AFRICANEWS] Armed rebels killed at least one soldier during an attack on a house owned by Congo President Joseph Kabila in the restive east where a number of conflicts have flared in recent months, rebel and Congo military sources said on Thursday.
Kabila was not present when Mai-Mai turbans attacked the house near the town of Beni and clashed with state soldiers, who were able to fend off the attack.
The second assault on a presidential residence in three months points to a deteriorating security situation in Congo stoked in part by Kabila’s refusal to step down in 2016 when his mandate expired.
A home belonging to Kabila was attacked and set on fire in North Kivu province in December. A policeman died in the incident.
The security situation in the east, already a tinderbox of ethnic tensions, has worsened this year as state authority slips, forcing tens of thousands to flee and threatening to destabilise the whole country.
A front man for the Mai-Mai rebel group said it killed three soldiers during the attack. An army front man said one of its soldiers and one assailant were killed.

The National Aids Council (NAC) and Zim-bob-we Republic Police (ZRP) carried out a study last month to assess coppers knowledge, attitudes and practices towards key populations such as sex workers, gays, lesbians and drug users.
During the research, the sex workers complained bitterly that soldiers, some at gunpoint across the country, were demanding free sex from them.
"Soldiers have become the menace in various areas as they demanded free sex especially in the wake of the recent Operation Restore Legacy," the research noted with the incidences reported to be high among soldiers based in Chiredzi.
"They claimed to have brought freedom to the country and as such should be rewarded. They were accused of not paying for the sex while using their guns to intimidate the sex workers. For fear of the guns, the sex workers end up giving in. When they asked the soldiers to pay; some soldiers would retort; 'Wakaihoda kupi'".
Titled "Knowledge, attitudes and practices of coppers towards key populations in Zim-bob-we" the study also noted the negative practices of coppers. It found that instead of eradicating or halting sex work, coppers were actually promoting the trade and the rise in new HIV infections.

Retired Justice Amir Hani Moslem, who heads the one-member commission, observed at the outset of the hearing that the city's central district was littered with garbage. He asked District Municipal Corporation (DMC) Central Chairman Rehan Hashmi how many of the district's 1,200 sweepers were Moslems.
When Hashmi disclosed that nearly 200 of the sanitation workers were Moslems, the judge asked whether those employees also clean gutters.
The DMC chairman replied that they did not, upon which the judge ordered him to dismiss those sanitation workers from service.
Justice Moslem remarked that municipal matters of the city will suffer if appointments are made on a political basis.
Hashmi claimed that his office lacks the resources and machinery to rid the city of garbage completely.
Local Government Secretary Ramzan Awan informed the commission that as many as 50 per cent of DMC employees don't show up to work. "Political appointments are common in Karachi," he said.
Awan also revealed that around 1,380 DMC workers out of a total of 13,000 had turned out to be ghost employees.
Before adjourning the hearing until April 5, the commission ordered the Sindh Solid Waste Management Board and the Cantonment Boards to ensure through their contractors and employees that "all the solid municipal waste is removed from the city starting from today".

[ALMASDARNEWS] The seventh batch of gunnies and their family members departed from the East Ghouta region on Friday, a Syrian military report claimed.
According to the military report, the seventh batch of gunnies and their family members comprised of 3,614 people from the East Ghouta towns of Zamalka, Harasta, ’Ayn Tarma, and ’Arbeen.
The 3,614 people had departed on a total of 75 buses and made their way to the northern Aleppo town of ’Afrin.
The last batch of gunnies and their family are expected to depart from the East Ghouta on Saturday; once completed, the Syrian Army will be in full control of the southern and central pockets of this region.

[All Africa] South Africa and Australia have officially ended the row between them over Australian Home Affairs Minister Peter Dutton's offer to help "persecuted" white South African farmers.
Both sides have confirmed that "the case is now closed".
Australian Prime Minister Malcolm Turnbull and Foreign Minister Julie Bishop effectively resolved the dispute by implicitly refuting Dutton's offer to help South African farmers on the basis of their skin colour. But they have not directly slapped him down nor has he retracted his remarks.
Dutton had told media he believed white farmers deserved "special attention" because they faced violence and land seizures.
"If you look at the footage and read the stories, you hear the accounts, it's a horrific circumstance they face," the Daily Telegraph quoted him as saying at the time.
"We have the potential to help some of these people that are being persecuted."
Dutton said he had directed his department to explore whether the farmers could be accepted into Australia through refugee, humanitarian or other visas, including the in-country persecution visa category.

The Department of Justice (Department) proposes to amend the Bureau of Alcohol, Tobacco, Firearms, and Explosives regulations to clarify that “bump fire” stocks, slide-fire devices, and devices with certain similar characteristics (bump-stock-type devices) are “machineguns” as defined by the National Firearms Act of 1934 (NFA) and the Gun Control Act of 1968 (GCA), because such devices allow a shooter of a semiautomatic firearm to initiate a continuous firing cycle with a single pull of the trigger. Specifically, these devices convert an otherwise semiautomatic firearm into a machinegun by functioning as a self-acting or self-regulating mechanism that harnesses the recoil energy of the semiautomatic firearm in a manner that allows the trigger to reset and continue firing without additional physical manipulation of the trigger by the shooter. Hence, a semiautomatic firearm to which a bump-stock-type device is attached is able to produce automatic fire with a single pull of the trigger. With limited exceptions, primarily as to government agencies, the GCA makes it unlawful for any person to transfer or possess a machinegun unless it was lawfully possessed prior to the effective date of the statute.
The problem with the rule is that bump fire stocks don't use one trigger pull to initiate rapid fire. The rifle is fired rapidly with one shot per trigger pull, not one pull for several shots.
How this rule will be passed without addressing the contradiction in the rule itself, I have zero idea. All I know is that if this becomes rule at some point, once challenged in court it should be thrown out.

[DAWN] At least three coppers were martyred in Dera Ismail Khan ... the Pearl of Pashtunistan ... on Friday as a roadside kaboomwent kaboom! when a police convoy was passing through the area, DawnNewsTv reported.
The incident took place in Kolachi tehsil of DI Khan where the convoy of District Police Official (DPO) Zahidullah reportedly came under attack when a remotely-controlled IED went kaboom! near the convoy on Hathala Road, police said.
As a result of the kaboom, three coppers travelling in a squad vehicle accompanying the DPO bit the dust whereas four others sustained injuries. Fortunately, DPO Zahidullah survived the incident unscathed.
The injured coppers have been shifted to DHQ hospital Dera Ismail Khan.

[AnNahar] Two coalition personnel have been killed and five others maimed in an attack with an improvised bomb in Syria, the U.S. military said on Friday.
The U.S. Central Command did not give the nationalities of the victims of the attack, which happened on Thursday, with maimed evacuated for further medical treatment.

Brigadier General Saleh Qaroush, the commander of the fifth brigade of the border guards in Yemen’s army, said in a statement to Al Arabiya that a special unit was able to carry out a successful infiltration into the positions of the militias stationed in Taba al-Hamra and Janah Al Saqr.
Qaroush pointed out that the areas that have been controlled will cut the supply line to the militias as it overlooks the areas of Khashan and Abwab Al Hadid, pointing out that about five elements of the Iran-backed Houthis were killed, including a sniper, while the rest fled.

[NPR] Noor Salman, widow of the gunman who opened fire on an Orlando nightclub in 2016, has been found not guilty on both the counts she faced. U.S. District Judge Paul Byron announced the verdict Friday, roughly one month after the trial opened.
Salman was the only person charged in connection with the massacre that left 50 people ‐ including her husband, Omar Mateen ‐ dead at Pulse nightclub. She stood accused of helping Mateen prepare for and plan the 2016 massacre at the nightclub and of obstructing investigators' efforts after the killing.
Her defense team argued that far from being an eager collaborator, Salman was instead a "simple woman" with a low IQ, susceptible to influence and abused by Mateen. While prosecutors asserted that Noor had given misleading statements to state and federal investigators, the defense maintained that she had been manipulated and mistreated during these interrogations.
Later in the trial, Salman's attorneys also called for Byron to declare a mistrial or dismiss the case outright, saying the prosecution had withheld crucial information for the development of their argument. It was not until after the prosecution had rested its case, nearly two weeks after the trial opened, that prosecutors disclosed the information in an email last Saturday. Emphasis added.

The FBI did the same thing with Tsarnaev. They did not tell him he was identified by Russia, so he blamed his friends. They tried to recruit him and so insulting him. He proceeded to murder his three friends, and then went on to his bombing attack.
Regarding such matters the FBI has been worse than useless. They have been provoking massacres!

Even a backwater sheriff's department can afford a video camera for interviews, having tape makes convictions so much easier for the prosecution. IMO the FBI refuses to change its interview policy in order to cover up their behavior--incompetent interrogations and creation of the facts as they want them. See: FBI lab scandals.

King’s tactical appeal to colorblindness was destined to be tossed aside the moment he achieved his short-term policy goals.
As the recognized advocate for America’s only substantial racial minority, MLK vowed to resolve the race issue once and for all in return for a few small concessions: our property rights, our right to free association, our free speech rights, and our right not to be subjected to involuntary servitude.

The truth has been out for some time now - McCarthy may have been a drunken, paranoid idiot...but he was right. If I may, let me refer you to an amazing book called The Sword and the Shield: The Mitrokhin Archive and the Secret History of the KGB by Christopher Andrew and Vasily Mitrokhin. It is damning enough that some efforts were made to suppress it before publication here and in the UK.

French backing for the Syrian Democratic Forces (SDF), dominated by the Kurdish YPG militia, has angered Ankara at a time when it is fighting the YPG in northern Syria and considers it a terrorist organization.
Ottoman Turkish President Tayyip Erdogan said La Belle France had taken a "completely wrong approach" on Syria, adding that he exchanged heated words with his French counterpart, Emmanuel Macron, last week.
Ottoman Turkish Deputy Prime Minister Bekir Bozdag said the French stance was setting Gay Paree on a collision course with Ankara.
"Those who enter into cooperation and solidarity with terror groups against Turkey...will, like the terrorists, become a target of Turkey," Bozdag wrote on Twitter. "We hope La Belle France does not take such an irrational step."
Ankara considers the YPG an extension of Kurdish bandidosbandidos krazed killers who have waged a decades-old insurgency in southeast Turkey. Its forces drove YPG fighters from the northwestern Syrian town of Afrin nearly two weeks ago and Erdogan says it is preparing to extend operations along hundreds of miles of border with Syria.
The Afrin operation has already drawn international criticism, notably from Macron, and Ankara’s pledge to extend it eastwards has also raised tensions with the United States which has 2,000 soldiers stationed in north Syria alongside the SDF.

[ENGLISH.ALARABIYA.NET] Two members of the US-led coalition against the ISIS group were killed in the northern Syrian city of Manbij, the US military and a monitor said on Friday.

It did not provide the nationalities of the pair nor did any group immediately claim responsibility for the attack.
The US-led coalition said it was withholding details on the circumstances of the attack pending further investigation.
The Syrian Observatory for Human Rights, a Britannia-based monitor which relies on a nationwide network of sources on the ground, said the attack hit a convoy in Manbij.
The monitor said four members of the local council were also maimed in the kaboom, which struck in the heart of the city.
Manbij used to be a key hub for the snuffies when their self-styled "caliphate" was at its peak. It was retaken by Kurdish-led forces backed by the coalition.

Sgt Matt Tonroe, from the 3st Battalion the Parachute Regiment, was killed in a roadside bomb attack near the city of Manbij in northern Syria on Thursday, the Ministry of Defence (MoD) has confirmed.
A US solider was killed and five other military personnel were also injured by the improvised explosive device.
Tonroe, a sniper who was born in Manchester, is the first member of the British Armed Forces to be killed while serving with the US-led coalition in Syria.
[LESOTHO.GOV.LS] The Lesotho Government has condemned the manner in which head of state His Majesty King Letsie III was treated by South African Immigration officers at the Maseru Border Gate on his way home on February 20 this year.
In his statement at the National Assembly on Wednesday, the Deputy Prime Minister, Mr. Monyane Moleleki who is also leader of the House said the incident happened to His Majesty and his delegation upon his return home from Bloemfontein.
Mr. Moleleki said His Majesty's delegation and his vehicles were thoroughly searched and waited at the border post for almost an hour, describing the incident as shameful.
"The treatment to His Majesty and his delegation was not normal and not respectful deserving Heads of State and Governments based on international laws and agreements," he highlighted.
He said the treatment therefore humiliated and belittled His Majesty as Head of State in a disappointing manner.
The Deputy Prime Minister said Protocol Officer, Mr. Moeketsi Tsiboho, accordingly informed the Minister of Foreign Affairs of the incident, who in turn alerted South African High Commissioner to Lesotho, Mr. Sello Moloto and requested him to come to his office for an explanation of the incident.
