Military Says It Will Now Give Gay Troops Extra Time Off So They Can Travel To Same-Sex Marriage

Strangely, I seem to recall fellow service members taking CHARGABLE leave to go get married. But that was a different time....

...In Kentucky, an eighth grade exam from 1912 was recently donated to the Bullitt County History Museum. When I read this exam over, I was shocked at how difficult it was. Could most eighth grade students pass such an exam today?

Louisana police cure Fuaed Abdo Ahmed of mental illness at bank.
[Wash Times] A gunman who took hostages at a Louisiana bank was shot and killed shortly after midnight Wednesday, after SWAT teams stormed the facility and put an end to a 12-hour standoff.

The gunman was identified as 20-year-old Fuaed Abdo Ahmed, ABC reported. He had shot two hostages, an unidentified male and female, before police killed him. Both victims were transported to a nearby hospital for treatment. One died, Louisiana State Police said, and the condition of the other is not known. A third hostage was able to escape and is doing well, police said, in the ABC report. All three hostages worked at the Tensas State Bank, police said.

The standoff started about 12:30 on Tuesday. Mr. Ahmed, originally from California, entered the bank and took three people hostage. His relatives helped FBI officials during the negotiation process that ensued, ABC reported.
Appears he was beyond help.
Police say Mr. Ahmed was mentally ill and his intent was to do harm to the hostages.
A common theme I'd say.
He told police during the standoff that he heard voices in his head, ABC reported. He had a duffel bag in the bank with him filled with items that he was going to use to torture his hostages, Louisiana State Police superintendent Col. Mike Edmonson said, to The Associated Press.
The voices in my head are more powerful than your infidel FBI hostage negotiator.

#4  Unfortunately, there are only two options for dealing with violent schizophrenics. This is the second one. The first is to commit them to a locked psychiatric hospital with forced medication. Unfortunately, most psychiatric hospitals were closed during the Reagan presidency, and the residents ended up on the streets; and then the laws everywhere require those legally adult to formally accept any offered treatment -- treatment can only be forced if lives are in imminent danger, where imminent is defined as "he just killed Grandma with a knife, and we fear he might kill the rest of us," as happened to a girlfriend of mine earlier this year. But many schizophrenics are unable to grasp that their mental experience is abnormal, so refuse treatment.

My girlfriend's son is now being treated in a locked psychiatric hospital, the one they had been trying desperately for two years to get him committed to so that he wouldn't kill his grandmother, which everyone on the county mental health team agreed was a strong probability. And now that he is responding to the medication, they are preparing for his murder trial, though he still believes he only stuck the knife in a corpse.

#6  Many times I tried to commit my late wife to a psychiatric hospital such as TW mentions. Most times she refused to go or, she would check herself out after the Docs assertained she was not actively suicidal.

We exhausted all treatment options (therapy, medication, etc.) and none were effective in treating her schizophrenia.

Shortly before she took her own life during a rare moment of rationality, she told me "If I was a dog, you'd put me down as an act of mercy."

She was right.

Unfortunately, due to my late wife's illness, we had a very close relationship with the local LE community and they routinely brought her home after one of her 'episodes' naked, disleveled, disoriented and terrified. Through the grace of God she never hurt anyone and the Prosecutor never brought charges - bless his heart.

While my heart breaks for the victims of Ahmed, I can't help but feel abit for him too.

During the formal investigation of my wife's suicide, the Chief of Police said to me "You know, I always thought she was going to force one of us to do this."

I fully support involuntary detaining of the violent insane.

#7  You understand the 'insanity' plea predates modern psychology. That's before all the fancy certification and 'scientific' classification and writings. That's now the fall back and excuse for allowing the modern version of 'human sacrifice' because we, which predominately includes advocates and judges, demand levels of perfection in dealing with unstable individuals. It's probably too late now to reestablish reasonable protections for society since the oligarchs would be more than happy to use a process to institutionalize people much like the Soviets to deal with political threats and not just those who present a physical danger to the community and family.

IAF launches early morning attack in response to Gaza rockets
The IDF launched an airstrike over the northern area of the Gaza Strip on Wednesday morning, targeting concealed rocket launching sites in the enclave, the IDF said in a statement.

The statement said the IAF attacked during the night in response to two rockets that were fired from the Gaza Strip towards Sderot on Tuesday evening, just as Israel began the release of 26 Palestinian prisoners, 15 of them Gaza-bound.

Indian diesel sub blows up at the dock in Mumbi (Bombay) - Just retro-fit in Russia
An Indian navy submarine with about 18 sailors on board has caught fire after an explosion and sank at a port in Mumbai. Fire started at midnight and went on till 5:30-6:00am local time, he said.

Indian news channel, NDTV, said nearly a dozen fire engines rushed to the dockyard to douse the fire.

The submarine was nearly submerged at its berth in the naval dockyard.

Indian media reports say the 16-year-old Russian-made submarine, INS Sindhurakshak, had recently returned from Russia after undergoing an overhaul and upgrade.

Al Jazeera's Anu Anand, reporting from Rajouri, Kashmir, said that the cause of the explosion is still unknown.

Breaking: Egypt security forces storm pro-Morsi camps
Security forces have started to clear pro-Morso protesters who have been camped out on the streets of the capital, Cairo, since the Egyptian president was deposed by the military last month. On Wednesday, live footage showed smoke engulfing Nahda square and there were reports of tear gas and birdshot being used.

"I see a lot of black smoke and helicopters circling," said Al Jazeera's Dorothy Parvaz, reporting from Cairo.

The action follows weeks of warnings from the interim leadership that force would possibly used to clear the protesters.

No Syria peace talks before October
A proposed international peace conference on Syria that aims to bring together President Bashar al-AssadÂ’s allies and the opposition will probably not happen until October at the very earliest, a top Russian official said.

Russian Deputy Foreign Minister Gennady Gatilov said additional preparatory talks for the meeting will be held between Moscow and Washington at the end of August, and that the diplomatic schedule was already busy for September.

“It will probably not happen in September because there will be other events,” Gatilov told the Interfax news agency late on Monday. “We are in favour of holding the conference as soon as possible, but we have to take certain realities into account that may have an effect on when this forum is convened.”

The so-called Geneva 2 talks were initially agreed in May by US Secretary of State John Kerry and Russian Foreign Minister Sergei Lavrov at a time when the Syrian rebels were making steady advances on the ground.

Russia, one of AssadÂ’s strongest international backers, had initially proposed having the meeting by the end of May.

But as AssadÂ’s forces mounted a counter-offensive, the talks were repeatedly postponed because of the oppositionÂ’s failure on the need or terms under which they would attend.
But principally because they were getting their asses kicked, so Assad and Russia (BIRM) decided they could wait...
Lavrov said after meeting Kerry on Washington on Friday that Russia and the United States were in agreement about the need to stage the talks “as soon as possible”, but gave no specific date.

The negotiations are based on the results of a Syria peace conference held in Geneva in June 2012, when world powers agreed on the need to establish a transition government in the war-torn country. But the sides then failed to agree on whether Assad could play a role in forming the new government, and if his closest representatives could serve on the new interim team.

That failure and the conferenceÂ’s inability to halt the fighting on the ground meant that the peace terms were never inforced.

"A national unity cabinet is usually formed when there is a national crisis. Amid this crisis, should we gather people or divide them?" he said.

I will bring positive changes says new governor of Galgadud region
[Shabelle] Hussein Ali Wehliye has been appointed the new governor of Galgadud region of Somalia.

Mr. Wehliye has vowed to bring tangible development to the underdeveloped region which was previously governed by the Islamic umbrella of Ahlu Suna wal Jama'a sheikhs.

Mr. Wehliye says consultations were part of his plans and will consult both Ahlu Suna and traditional elders who helped in the liberation of the region from Alshabab.

He also promised to continue with the unfinished projects started by the previous regime and thanked Ahlu Suna for their great developments.

"We will establish friendship with neighboring regions and work together to establish peace" said Wehliye.

The appointment has been made at a time when both Ahlu Suna and Alshabab are still situated in the central region of Somalia.

[REUTERS] One Moslem Brüderbund member was rubbed out and at least 11 people maimed in Egypt on Tuesday, security sources said, with the Islamist group accusing plain clothes police of firing on their march.

India's army on Tuesday accused Pakistain of firing across the LoC late on Monday in the latest confrontation.

Pakistain and India have fought three wars since independence in 1947, two over Kashmire. A deadly flare-up along the LoC in January derailed peace talks that had only just resumed after a hiatus sparked by the 2008 Mumbai attacks.

"We must become good friends. Hold each other's hands. We must sit together with open and clean heart," Sharif said, adding that Pakistain had "a lot of love and affection" for the Indian people.

Syria power vacuum could pave way for al Qaeda leadership
[CBSNEWS] Senior U.S. intelligence officials are concerned about the growing presence of al Qaeda hard boyz in civil war-torn Syria.
I think we've been "concerned" about it here for awhile.
In a statement released over the weekend, the State Department said the leader of al Qaeda in Iraq (AQI) has moved himself and the group's operations to Syria. A State Department spokesperson also noted that the deadly suicide kabooms and boom-mobileings carried out in Iraq in recent days can be attributed to AQI.
We routinely attribute anything that explodes in Iraq to AQI. Occasionally we're wrong, but exploding things and themselves seems to currently be a strictly Sunni tactic. The Shiites, being in power, have an army to oppress the Sunnis. Any non-AQI kabooms are probably mafia wars.
CIA Deputy Director Michael Morrell warned of the risk of the collapse of the Syrian government -- which possesses a considerable stockpile of chemical and advanced weapons -- namely, a power vacuum which would leave room for al Qaeda to take hold and take advantage of their weapons cache and technical capabilities.
Pencilneck and his govt collapsing was a good thing, until the alternative became the cannibals.
The al Qaeda movement is very much "based on ideology and has very little to do with the kind of organization" that the U.S. is accustomed to, according to CBS News chief foreign correspondent Lara Logan, who cited Syria's "massive stockpile of chemical weapons" and depth of knowledge about employing those weapons as a unique threat compared to other, previous al Qaeda training havens.
Syria is a much more dangerous Afghanistan than Afghanistan was when it was controlled by AQ. It's got a higher level of technological development. It also presents more problems for AQ: the Salafists will have to digest all those Shiites.
"The people who know the most about chemical weapons in the United States say that what is scary about Syria is not just the presence of chemical stockpiles ...it's the technical knowledge and training and know-how and the delivery system required to deliver those weapons," Logan said Tuesday on "CBS This Morning."

"Nobody knows yet who's going to win the peace in Syria," she added, "It might very well be al Qaeda."
Currently there are, broadly speaking, four sides: Pencilneck, the rebels, al-Qaeda, and the Kurds. The rebels are so fragmented they haven't been able to form a shadow govt. Pencilneck is a loathsome specimen, The Kurds aren't going to govern the entire country, but they don't want to be pushed around. And the Qaeda groups are the latest butt-insky grab by international Salafism. Not a lot of choice there. Best we just supply plenty of ammunition to all parties concerned.

The threat is "dangerous enough for the Deputy Director of the CIA to say there are more imported muscle flooding into Syria to fight for al Qaeda today than there ever were at the height of the war with Iraq," Logan said on "CBS This Morning."

Many of the fighters now based in Syria likely came from Afghanistan, North Africa, Yemen and Iraq, where they learned to fight the U.S., Logan explained.

Iraq Violence Kills 13 as Major Oil Pipeline Bombed

Addressing an 'Eid Milan' party at Nishtar Hall here on Monday, he urged the government to take all stakeholders into confidence before holding negotiations with the Taliban, who renewed their offer for peace talks with the government recently.

"The government and Taliban should come with open mind for talks to restore lasting peace in the country," the JI leader said. A large number of JI workers attended the function, which was organised in connection with Eidul Fitr.

Mr Hassan blamed some secular forces for creating hurdles in negotiations with Taliban in tribal areas. "These forces should understand that if government can hold talks with hijackers then why not with Taliban," he said.

The JI leader said that government should take all stakeholders and political forces on board for the upcoming All Parties Conference (APC). He was of the view that APC should not be only a formality and the government should circulate its agenda among the stakeholders before the conference.

Mr Hassan said that government had yet to respond to the Taliban's offer. The reason, he said, was that the government might have been waiting for green signal from the US government. He said that America was trying to hold talks with Afghan Taliban in Doha (Qatar) while it opposed negotiations between Pakistain and local Taliban.

Mr Hassan also asked Taliban to explain their position before holding formal talks with the government. He said that coalition government in Khyber-Pakhtunkhwa

did not have the mandate to negotiate with Taliban. Only central government could do it, he added. However,

NA adopts unanimous resolution to denounce Indian aggression
[Dawn] The National Assembly on Thursday adopted a unanimous resolution condemning the Indian aggression along the Line of Control (LoC).

The resolution was moved by Minister for Science and Technology Zahid Hamid which was endorsed by the house unanimously.

Following is the text of the resolution:

"This House unanimously condemns the unprovoked aggression by Indian military forces across the Line of Control in recent days. It also condemns the attacks on the Pakistain High Commission and the demonstrations outside the PIA offices in New Delhi, and the efforts to prevent the Friendship Bus from proceeding to Pakistain. It deplores the unjustified public vilification of Pakistain in the Indian media.

This House endorses the Prime Minister's forceful statement urging effective steps to ensure the ceasefire on the LoC; not to allow the situation to drift; and to take steps to prove the atmosphere by engaging constructively with a view to building trust and confidence. This House accordingly calls upon the Government to clearly convey to the Government of India the necessity to respect and uphold the Ceasefire Agreement of 2003 in letter and spirit.

This House also reiterates that Pakistain shall continue to extend diplomatic, political and moral support for the just and legitimate struggle of the Kashmiri people for the realisation of their right to self-determination, as enshrined in the UN Security Council Resolutions.

Syria Opposition Proposes Transition Roadmap
[An Nahar] Syrian opposition activists, including National Coalition members, have drawn up a transitional roadmap including a call for national reconciliation and justice for "all of Syria's victims," a statement said Tuesday.

The roadmap is to be presented in full on Wednesday, in the presence of National Coalition chief Ahmad Jarba, but has not been officially endorsed by the key opposition group.

"National reconciliation will be achieved through a long transitional justice process in which justice is assured for all of Syria's victims," said the statement.

It comes amid reports of abuses carried out by both regime forces and rebels in Syria's conflict.

While the country's uprising began with peaceful anti-government demonstrations in March 2011, it has turned into a bloody war that has left more than 100,000 people dead.

Both sides have been accused of summary executions, sectarian killings and torture.

The proposals also call for restructuring Syrian security forces to uproot "corrupt officials."

"All gangs will be disarmed, demobilized and reintegrated into Syrian society," it adds.

It lays out plans for the country's political system after the fall of the Syrian regime, calling for a "hybrid presidential/parliamentary system."

And it proposes using the country's 1950 constitution as the basis for a new charter, with an elected constitutional assembly mandated to decide on modifications.

The 1950 constitution was the first in Syria to be drafted by a constituent assembly, but has subsequently been replaced.

It gave the legislature more power than the executive, and states that the head of state must be a Mohammedan.

The group behind the proposal, Syrian Expert House, includes some 300 activists, lawyers and members of the National Coalition and Syrian National Council.

Defected government officials and rebel commanders also participated in the drafting process, the group said.

The Pasedena, California City College professor, Hugo Schwyzer who insinuated himself into feminist circles as a male feminist, then admitted it was all a fraud: despite protests about his personal shame and promises to leave the internet on a hiatus a few days ago, is back, both on the Twitter and as an interview subject in The Daily Beast.

One killed, dozens hurt by two bombings in southern Thailand
An officer with a bomb disposal unit was killed and more than a dozen others injured in two bombing incidents in southern Thailand last night and this morning.

This morning at 9 a.m., a bomb disposal officer died when a bomb exploded as he and security personnel were investigating a location where Sungai Padi district office chief Sayang Chanachaiwong was shot last night at 9 p.m. The blast also wounded eight officers who were on duty and a member of the public who was at the scene.

Sungai Padi District Police chief Police Colonel Wuttipon Yenjit said police did not go to the scene of the incident last night fearing it was a trap to detonate a bomb when security forces were investigating.

In a separate incident in Pattani province, a security volunteer and five others, including a 13-year-old boy, were wounded when a bomb exploded in Kampung Muangtia last night. The blast, which was activated using a cellphone, took place when a crowd was busy putting out burning tires on the road.

Maelan District police chief Police Colonel Phitak Uthaitham said police did not rush to the scene because it was a dangerous area.

Israel begins yet another Paleostinian prisoner release
[BBC.CO.UK] Israel has begun the process of freeing a group of 26 Paleostinian prisoners, whose release was agreed as part of the deal to restart peace talks.

The prisoners, most of whom carried out attacks more than 20 years ago, were driven out of a jail in white minibuses with tinted windows.

About half are being taken to Gazoo, and half to the West Bank.

Paleostinian and Israeli negotiators began direct talks two weeks ago for the first time in three years.

Another round of talks is due to begin in Jerusalem on Wednesday.

Israel agreed to release the 26 long-term prisoners as the first of 104 Paleostinian and Israeli Arab inmates to be freed over the next few months.

Failed legal moves
The men were driven away from the Ayalon prison complex late at night in vehicles with darkened windows to avoid any display of triumphalism.

Small groups of Israeli protesters had gathered outside the prison and jeered as the buses drove off.

Relatives and friends of the freed men have gathered on the frontiers with Gazoo and the West Bank, with bands playing bagpipes parading through flag-waving crowds.

"His departure doesn't affect the army whatsoever. We aspire to have an army that isn't infiltrated by rats," Hamuli said.

Security forces kill six militants during operation in Bolan

Egyptian police fired tear gas to break up clashes between supporters of ousted president Mohammed Mursi and residents of a central Cairo neighbourhood, AFP correspondents said.

The clashes began when dozens of religious scholars affiliated with MursiÂ’s Muslim Brotherhood entered the ministry of endowments and were ordered out by police, a security official said. They then clashed with residents of the area prompting police to fire tear gas, the official and AFP correspondents said.

The scholars were joined by more pro-Mursi protesters who damaged shop fronts. That further infuriated the residents, who pelted them with stones, leading to sporadic scuffles on several streets.

The confrontations come as Mursi supporters demonstrated outside several government ministries in Cairo.

Loyalists of the deposed Islamist president have set up two huge protest camps in Cairo and have held near daily demonstrations calling for his reinstatement, after his overthrow by the military on July 3.

“It is a continuation of our revolutionary actions against the coup. It will continue,” Brotherhood official Farid Ismail told AFP of the protests.

Mohammed Saleh Reveals Names of Individuals Linked to Turkish Pilots' Abduction

[WASHINGTONTIMES] In the wake of a rodeo clown's anti-Obama skit this weekend, the Missouri State Fair is forcing all clowns to undergo sensitivity training.
Somebody doesn't understand how this clown thingy works...
The state fair commission voted Monday to ratify the decision to ban the clown in question who wore an Obama mask as the rodeo announcer asked if the crowd wanted to see him get run down by a bull. The crowd enthusiastically approved, according to local media reports.

But the state commission went further, saying it will require that before the Rodeo Cowboy Association can take part in any future state fair, "they must provide evidence to the director of the Missouri State Fair that they have proof that all officials and subcontractors of the MRCA have successfully participated in sensitivity training."

Drone Strike Reportedly Wounds Al Qaeda Master Bomb Maker
[FREEBEACON] A Saudi national known to be a key al Qaeda bomb maker was maimed during a U.S.-led drone strike in Yemen, according to a Yemeni news report.

Ibrahim al Asiri, the bomb maker, was targeted during a missile strike launched from a U.S.-operated armed drone in southern Yemen that killed two other al Qaeda terrorists, the online Yemeni news outlet Al Watan reported Sunday.

A U.S. official had no public comment but urged caution regarding claims that al Asiri was dead.

The drone attack took place in Yemen's southernmost Lahij Governorate that borders the Gulf of Aden. Covert, U.S. military-operated drones carried out the strike. The United States operates a drone base located in southern Soddy Arabia

Al Watan quoted eyewitnesses as saying the drone strike Saturday was carried out against a passenger car that heard the drone and sought refuge under a bridge. However,
the difference between stupidity and genius is that genius has its limits...
before the passengers could get out of the car, a missile struck the vehicle and destroyed it.

After seeing that the missile had not hit the passengers, the drone fired three more missiles against four people who had fled from the car.

Al Asiri is believed by U.S. officials to have been the criminal mastermind behind the bomb concealed in the underwear of Umar Farouk Abdulmutallab, who attempted to blow up a Northwest Airlines jet on the way to bankrupt, increasingly impoverished, reliably Democrat, Detroit
... ruled by Democrats since 1962. A city whose Golden Age included the Purple Gang...
on Dec. 25, 2009.

Abdulmutallab was convicted and sentenced to life in prison in 2012.

Al Asiri also is suspected in the plot to blow up cargo planes using printer cartridges filled with plastic explosive in 2010.

Al Asiri, a chemist by training, is also believed to have trained other members of the group Al Qaeda in the Arabian Peninsula.

Saturday's drone strike followed an unprecedented public warning by the U.S. government that bully boyz were planning an attack on the United States.

More than a dozen U.S. diplomatic outposts were temporarily closed amid concerns of a terrorist attack.

No attacks have been carried out and current and former U.S. officials have said the terrorist threat may have been hyped by the B.O. regime for political purposes. A White House spokeswoman dismissed that claim as "insulting."

Zanzibar Acid Attack: Suspect Preacher On Run
[NEWS.SKY] Police are hunting a radical Moslem preacher wanted in connection with an acid attack on two British teenagers in Zanzibar.

Sheikh Issa Ponda Issa was cornered by officers near Dar es Salaam in Tanzania, but managed to escape and is now on the run.

He was hit in the shoulder with a tear-gas canister during the altercation, according to local police in Morogoro - the scene of the clash.

Police commander Faustine Shilogile said: "He has not been tossed in the calaboose

"They stopped for the girls and the two men then looked at each other, nodded and then the man on the back of the bike smiled and threw acid on the girls.

"From then on it's just chaotic. There was no incident that preceded the actual attack.

"Everyone was shocked. Nobody can think of a motivation or anything that precipitated this."

Victims Katie Gee, and Kirstie Trup, both 18 and from London, are still being treated for burns at Chelsea and Westminster Hospital after arriving home on Friday.

They are said to be "well rested and comfortable".

Fighting Kills 18 Syria Rebels in Hama
[An Nahar] At least 18 Syrian rebels and a child were killed in violence in the central province of Hama Tuesday, a monitoring group said.

In the north, a prominent Aleppo-based activist went missing, and the Syrian Observatory for Human Rights said it feared the jihadist Islamic State of Iraq and the Levant (ISIS) was behind his disappearance.

Near Morek in Hama province, "the number of opposition fighters killed (early Tuesday) has risen to 18," said the Britannia-based Observatory.

They were killed in festivities and army shelling on their positions and ammunition stockpiles, the group added.

In northern Syria, news broke of the disappearance of an anti-Assad activist known for his chants at weekly protests in the city of Aleppo.

"It is likely he is being held by ISIS," Observatory director Rami Abdel Rahman told Agence La Belle France Presse.

Amateur video distributed by the Observatory showed friends of Abu Maryam protesting at the gates of ISIS' headquarters.

ISIS is believed to be holding hundreds of activists in areas where they operate.

Among the missing is Father Paolo Dall'Oglio, a charismatic Italian Jesuit priest who went to meet with ISIS' commanders earlier this month to try to negotiate the release of activists, and has yet to return.

Now after more than 40 years of mounting guilt, Zhang has ruffled the silence that cloaks China's decade of turmoil with a public confession.

Such rare apologies have been welcomed as a potential gateway to the collective soul-searching that could bring healing -- but is blocked by a ruling Communist Party whose critics say is unwilling to confront its own responsibility.

Cameroon former health minister gets 20 years for graft
[Bangla Daily Star] A Cameroonian court has sentenced a former health minister to 20 years in prison for corruption over a fake contract to deliver mosquito nets to hospitals, legal sources said yesterday.

The country's special criminal court, charged with fighting high-level graft, on Monday found Urbain Olanguena Awono guilty of embezzling more than 80 million CFA francs (122,000 euros, $162,000).

Co-accused Yves Rodrigue Soue Mbella, who is on the run, was sentenced in absentia to life in prison.

Soue Mbella had won successive public contracts to supply the insecticide-treated mosquito nets to hospitals in northern Cameroon, but never delivered the anti-malaria treatment despite being paid in full by the government.

Nobody has so far grabbed credit for the attacks but Karachi, a city of 18 million people, is rife with murder and kidnappings and has been plagued for years by ethnic, sectarian and political violence.

Russia, Iran have no accords on Antey-2500 missile systems deliveries
No agreements exist on the delivery of Russian Antey-2500 surface-to-air missile systems in replacement of the S-300 missile systems, said Anatoly Isaikin, general director of the Russian state arms trader Rosoboronexport, RIA Novosti reported.

"It is difficult to say anything. I would be able to talk about this if agreements had been or will be signed. There are none for now," Isaikin said when asked whether Antey-2500 systems could be delivered to Iran in replacement of S-300 systems.

Iranian Ambassador to Russia Mahmoud Reza Sajjadi said at the end of July that Antey-2500 systems' deliveries to Iran in replacement of S-300s could be discussed in the context of Tehran's suit against Russia.

"We are in talks to weight options in the context of Iran's suit. The issue (of Antey-2500 systems' deliveries in replacement of S-300s) could be raised," the Iranian ambassador told journalists then.

Sajjadi told Interfax in June that Iran would withdraw its suit from the Geneva arbitration court over Russia's failure to deliver S-300 missile systems, if Russia honors the corresponding contract.

Moscow and Tehran signed a contract for the delivery of S-300 systems in 2007. Israel and the United States protested against the implementation of this contract.
The UN Security Council adopted a fourth resolution spelling out sanctions against Iran in June 2010. It imposed the first ever curb on conventional weapons deliveries to Tehran, including missiles and missile systems, tanks, assault helicopters, warplanes and warships.

Russia said that the sanctions covered the contract with Tehran for the delivery of S-300 missile systems, developed and made by Almaz-Antey Concern. Russia annulled the S-300 contacts with Tehran on October 7, 2010. Iran filed a $4 billion suit with the Geneva international arbitration court against Rosoboronexport protesting the failure of the S-300 contract.

[DETROITNEWS] The first group of chaplain trainees began instruction in 2011 and graduated this June. More sessions start next month; enrollment in the program ends Aug. 22, coordinators said.

During the program, students paid to attend courses on Musselmen history, law and other topics. They also volunteered at hospitals and other sites in the area.

Coordinators insist the effort is not about finding converts but focusing on a person's spiritual needs in a serious situation -- an act that transcends denominations or specific affiliations.

"We're not trying to create Musselmen chaplains -- we're just trying to create chaplains that happen to be Musselmen so they can minister to anyone," said Urias Beverly, director of the program.

Departure of UN chemical experts to Syria delayed
The departure of U.N. chemical weapons experts to Syria has been delayed because an agreement hasnÂ’t been reached with the Syrian government on arrangements for the investigation of three incidents of alleged chemical weapons use, the United Nations said Tuesday.

U.N. deputy spokesman Eduardo del Buey said the investigation team led by Swedish chemical weapons expert Ake Sellstrom completed its logistical arrangements for the visit over the weekend. Del Buey said U.N. disarmament chief Angela Kane was continuing consultations with the Syrian government “with a view to reaching agreement as soon as possible on the modalities essential for cooperation to ensure the proper, safe and efficient conduct of the mission.”

U.N. spokesman Martin Nesirky had said on Aug. 6 that preparations were expected to be completed “within the next days, following which the date of the mission in Syria will be announced.”

The U.N. did not say what specific issues were holding up the teamÂ’s departure.

Del Buey said “once the Government of Syria confirms its acceptance of the modalities, the mission will depart without delay.”

The U.N. gave approval for the investigation on July 31 following an “understanding” reached during meetings in Damascus between the Syrian government and the U.N., represented by Kane and Sellstrom.

The team is expected to visit Khan al Assal, a village on the southwestern outskirts of the embattled city of Aleppo which was captured by the rebels in late July. The government and rebels blame each other for a purported chemical attack on the village on March 19 that killed at least 30 people.

The experts are expected to investigate two other incidents whose locations are being kept secret for safety and security reasons.

U.N. Mideast envoy Robert Serry told the Security Council last month that the U.N. has received 13 reports of alleged chemical weapons use in Syria.

The investigation team includes about 10 experts from the Organization for the Prohibition of Chemical Weapons, which is based in The Hague, and the World Health Organization, based in Geneva. Its mandate is to report on whether chemical weapons were used, and if so which ones, but not to determine the responsibility for an attack.

[NATIONALREVIEW] The "phony scandal" at the IRS keeps growing.

E-mail correspondence unearthed by the House Boodle Central reveals that Lois Lerner, the figure at the center of the scandal, may have committed a felony by divulging information about a conservative group to the Federal Election Commission, in an incident that dates back at least to 2008, before President B.O. took office. Though some conservatives have eagerly sought evidence that Obama's White House instigated the IRS's targeting of tea-party groups, the latest evidence suggests that an anti-conservative bias may instead be an endemic feature of the federal bureaucracy. And now, an FEC official is raising the specter of systemic bias at that agency, too, calling the techniques its lawyers employ a "much more sophisticated way" of discriminating against conservative groups than those used by the IRS.

"When we spoke last July, you had told us that the American Future Fund had not received an exemption letter from the IRS," an FEC attorney wrote in a February 2009 e-mail to Lerner.

But Section 6103 of the Internal Revenue Code provides that both "return information" and "taxpayer return information" are strictly confidential. An IRS source tells National Review Online that, within the agency, disclosing the information that Lerner appears to have provided is considered "a violation of Section 6103."

That's a felony punishable by up to $5,000 in fines or five years in prison. If found guilty of such a violation, Lerner, who has been on paid administrative leave since May, would also lose her job: "If such offense is committed by any officer or employee of the United States," the law reads, he shall "be dismissed from office or discharged from employment upon conviction for such offense."

[REUTERS] As Abd-Rabbu Mansour Hadi cements his ties with Washington, Yemen's interim president risks alienating his own people, who resent the U.S. drone war on al Qaeda in their country.
It wouldn't be Arabian without rage.
Hadi's White House visit on August 1, a mark of favor from the United States, coincided with an intensification of U.S. drone attacks on suspected members of Al Qaeda in the Arabian Peninsula (AQAP), the Yemen-based group seen by the West as one of the global bully boy movement's most aggressive branches.

The State Department also temporarily closed its embassy in Sanaa and withdrew some diplomats over warnings of a potential al Qaeda attack, with other Western embassies following suit.

Yemen at first decried these measures as exaggerated. But it later said it had foiled an AQAP plot which also involved seizing energy facilities and a lovely provincial capital, a claim which a government front man in Washington later played down.

Drones have killed at least 37 people in just over two weeks amid extra security measures that have frayed Yemeni nerves.

In Sanaa, a U.S. reconnaissance plane buzzed overhead for hours each day and security checkpoints mushroomed across the capital during the normally joyous Mohammedan Eid al-Fitr feast.

"Hadi has done nothing for Yemen, except to let American planes kill people whose guilt is not known," complained Majida al-Maqtari, a Sanaa school teacher who said she had voted for Hadi in the last election but would back an opponent next time.

LONG-RUNNING TURMOIL

Hadi took office with firm U.S. support after protracted unrest forced veteran President President-for-Life Ali Abdullah Saleh
... Saleh initially took power as a strongman of North Yemen in 1977, when disco was in flower, but he didn't invite Donna Summer to the inauguration and Blondie couldn't make it...
, once also a U.S. ally, to step down in late 2011 after 33 years in power.

A southerner with a military background, Hadi was Saleh's vice president for nearly two decades. So far he has kept the support of Saleh's friends and foes alike and has met little serious opposition - not even from Islah, an Islamist party linked to the Moslem Brüderbund.

Hadi inherited a country in utter disarray. The anti-Saleh uprising and ensuing power struggles had brought Yemen's tattered economy to its knees. Islamist snuffies had taken over swathes of the south. Many state institutions had collapsed.

He moved swiftly to clear an estimated 3,000 al Qaeda and allied fighters from southern towns in a U.S.-backed offensive.

Hadi knows, as Saleh did, that pleasing the United States boosts the flow of military aid and badly needed humanitarian support. Washington allocated $345 million to Yemen in 2012 and is expected to give $250 million in 2013 and the same in 2014.

But many Yemenis who opposed Saleh are dismayed by the drone attacks and their country's continued dependency on Washington.

"These strikes project Hadi as implementing the agenda of his predecessor, and for sure affect his popularity," said Yahya Qasseb bin Sahl, law professor at Aden University. "They also channel the Yemeni street's feelings in favor of al Qaeda."

Taliban warn of reprisal if PML-N govt hangs militants

The purpose of this conspiracy is to push the PML-N and its allies into the swamp, it added.

Lawsuits filed after Gov. Pat McCrory signs voter ID bill
[NEWSOBSERVER] Gov. Pat McCrory on Monday signed into law a bill requiring voters to produce a photo ID when they go to the polls, and it was immediately met with legal challenges in federal court questioning its constitutionality.

The new law brings sweeping changes to the state's election process by reducing the early-voting period by a week, abolishing same-day voter registration and ending straight-party voting.

"North Carolinians overwhelmingly support a common-sense law that requires voters to present photo identification in order to cast a ballot," McCrory said in a statement. "I am proud to sign this legislation into law. Common practices like boarding an airplane and purchasing Sudafed require photo ID, and we should expect nothing less for the protection of our right to vote."

North Carolina becomes one of 34 states with some form of voter ID law. The voter ID provision goes into effect for the 2016 election.

Now the fight moves from the political arena to the courts.

As I said yesterday, best part is that most of the new rules have been implemented, one way or another, by a majority of other states. Restrictions on early voting? Photo ID? Provisional ballots? All been done. If Holder is serious a lot of states are going to be filing amicus curiae briefs to defend their own laws.

PM approves Balochistan govt dialogue with armed groups

Sources in Chief Minister Balochistan's Secretariat told Dawn.com that Nawaz Sharif has favored the offer of CM Dr Abdul Malik Baloch for holding talks with all gangs to find an amicable solution to issues relating to the province.

After the prime minister's endorsement, the provincial government has decided to form a high level reconciliation and negotiation committee comprising seasoned Baloch, Pashtun and Sindhi leaders to initiate dialogue with Baloch separatists.

The high-powered committee would comprise of tribal elites in and out of the Balochistan Assembly.

"The committee is likely to be formed in the fast approaching session of the assembly," a politician who requested not to be named told Dawn.com.

Kenyan faces terror case in the US
[Shabelle] A Kenyan is being held in a US jail after being accused of financing Al-Qaeda and other terrorist organizations.

Mr Mohamed Hussein Said, 25, who according to court documents is listed as a resident of Mombasa and Nairobi, is being held at a South Florida detention center.

He is accused of conspiring with a resident of Soddy Arabia

Money and recruits

On Thursday, the US Attorney's Office in Miami announced a 15-count indictment, charging both men with the offences.

If both are convicted, they could each face up to 15 years in prison for each count or a total of 225 years.

According to the indictment, Mr Gufran and Mr Said conspired to provide money and recruits to Al-Qaeda, AQI/al-Nusrah Front in Syria and Al-Shabaab

The prosecutors say Mr Gufran wired funds to the Kenyan to support Al-Shabaab.

Mr Said is also accused of wiring money to another individual believed to be a fund-raiser and recruiter for Al-Qaeda. The two men were enjugged

North Korea also asked in the note Friday that two of its diplomats be allowed into Panama to provide consular services to the 35 crewmen of the freighter Chong Chon Gang, said the official, who requested anonymity to speak frankly about the case.
