#1 Give him his passport, then cancel it and declare him persona non grata after he heads out to......somewhere other than Australia or the US. Why tie up valuable personnel following this guy around? Seems elementary to me, but I am not a bureaucrat, so I can't deal with all the nuances of the situation.
