#1 It's inconceivable that there isn't something else going on here. The current "Bulava" is supposed to be a re-worked land based ICBM (IIRC). Shouldn't be that hard to make a missile that works.

As for "Shouldn't be that hard...", yeah, it's not like they are trying to lauch an ICMB underwater from a submarine! Oh, wait.

I'm sure they have progressed, but at one time Russian boomers needed to surface to launch their missiles. Originally, the role of the Harpoon was an air-launched missile to kill them on the surface.
