Methinks nuisanced means you have an excuse to either not do anything or lie through your teeth about a situation to explain even the most illogical behavior.

My take is that Dubya is a cowboy and the good folks in Washington hate cowboys, ever since Andy Jackson sullied the White House with his friends, continuing with Teddy Roosevelt and to this day with Dubya.

They always have and they always will. It is one of the immutable charms, as it were, of life in Washington DC.

If you live in Washington DC and you know how long you have to stay on a bull in a rodeo to qualify, you are a cowboy and a loser, and you have no place in Washington DC.
