#3 JPADS (Joint Precision Airdrop System) GPS guided systems like the SHERPA have been around for years. Kicking door or ramp bundles form 15k AGL is 1940's, Burma Hump technology's...or worse.

#4 An altitude of 15k will make most small-arms fire ineffective. It's a 'one off' however, as ISIS will likely be quick to secure and use MANPADS to engage subsequent re-supply drops. Higher altitudes could also indicate someone is managing or de-conflicting the airspace to prevent another April, 1994 style friendly fire shoot down. Some may recall the downing of two U.S. UH-60's and the loss of 26 U.S. personnel in the same region of Irag, by the USAF.

#9 Didn't they make a big deal in Afghanistan that the pallets with emergency rations were made to break apart during it's descent so one person couldn't control all the food. IIRC there was a stink that the food packets were the same color as cluster bomb bomblets and most of these emergency rations ended up being fed to livestock.
