#1 many construction companies take cranes out of operation when surface wind speeds get to 25 mph because the wind speed at 20', 40', 60' etc. gets worse

if the crane is lifting something and a 50 mph wind gust hits it, the operator could easily lose control

having said that, the thunderstorm that hit Mecca on 9-11-2015 was much stronger than the norm and the operator was perhaps unprepared for something like that

#2 True. Yet you at least STOW any load on that arm when not operating, or in a storm. Securing it obviously cannot be done on such a holy site built upon the sand.

#7 I've looked at the photos. Lots of cranes at the site. Were they working that day despite the weather? Were none of them shut down on account of the weather forecast?
