Ugandan leader: Somali rebels may be holding his troops
TOKYO (AP) — The leader of Uganda conceded Saturday that Islamic extremists in Somalia may have taken some of his country's troops as prisoners, and blamed his own commanders for being "asleep" in allowing a recent attack on an African Union base.

President Yoweri Museveni said that 19 soldiers were killed and six were missing following the Sept. 1 attack. The militant group al-Shabab has said it killed 50 Ugandan soldiers at the base in Janale.

"It was the mistake of our own soldiers," Museveni told a small group of reporters in Tokyo, where he was wrapping up a visit to discuss Uganda-Japan ties. "Our commanders were asleep, not alert. And we have suspended those commanders. They will face a court marital."
The trials will continue until leadership improves...

Tripoli revolutionaries want action against women drivers

Revolutionaries Shoura Council (TRSC) want to ban women drivers unless they are accompanied by a male relative.

The Libya Herald has been told that a delegation from the group went to see Tripoli prime minister Khalifa Ghwell last week to demand that his "government" approve such action.

Sources said they also demanded that there be completely separate universities and schools for males and females, that women be dismissed and replaced by males if the job they are doing can be done by men, and that secretaries must be male if they are working for a man because it would be haram for them to be alone in the office.

The demand that women be prevented from driving unless accompanied by a male relative falls one step short of the situation in Soddy Arabia

The chances of the Tripoli authorities agreeing to the demands are extremely slim. Quite apart from the massive costs of new schools and universities when then authorities can barely afford to pay for the present ones, Libyan women (and Libyan men as well) are most unlikely to accept any restrictions on their right to drive.

Egypt Government Quits in Wake of Corruption Scandal
[AnNahar] Egyptian President Abdel Fattah al-Sissi Saturday accepted the resignation of the government after it was rocked by a corruption scandal, and tasked the oil minister with forming a new cabinet.

A bigwig told Agence La Belle France Presse the resignation of premier Ibrahim Mahlab's administration aimed to "pump new blood" into the government after the arrest on Monday of agriculture minister Salah Helal on suspicion of taking bribes.

The presidency said Sisi asked outgoing oil minister Sharif Ismail to form a new cabinet within a week.

Media had reported an impending reshuffle after Helal's arrest following his resignation in connection with an investigation into corruption.

Helal and his chief of staff were accused of having "requested and received" bribes from a businessman, via an intermediary, to legalize the purchase of state property.

The government had denied reports of an impending reshuffle, and said no other ministers had been implicated in the corruption case.

But there have growing calls for Mahlab's resignation and increasing protests by civil servants over a new law that centralizes promotions while taxing bonuses.

"The main reason was the president was displeased with the job of some ministers, and his feeling that the government wasn't achieving what he wanted, especially in light of complaints by citizens regarding services," said Mostafa Kamel al-Sayyed, a Cairo University political science professor.

Mahlab's resignation comes as Egypt prepares to hold long-delayed legislative elections in two phases between October 17 and December 2.

- Discontent over prices -
The elections had initially been scheduled for early 2015 but were cancelled by a court on technical grounds.

Mahlab, who had headed the Arab Contractors construction firm, had been appointed by interim president Adly Mansour in March 2014, less than a year after the army toppled Islamist president Mohammed Morsi.

He was viewed as a capable technocrat close to Sisi, the former army chief who removed Morsi and won the presidential election in May that year.

Ismail, who has experience in state-owned petroleum companies, had been the managing director of Ganoub El Wadi Petroleum Holding Company before his appointment as oil minister in July 2013 following Morsi's overthrow.

Morsi's removal and detention unleashed a deadly crackdown on Islamists that killed hundreds of protesters, and the army has struggled to quash a jihadist insurgency in the Sinai Peninsula.

The government had enjoyed support in the face of gunnies who have killed hundreds of soldiers, but in recent months had come under fire for corruption and the unpopular civil service law.

There has also been growing discontent over a rise in food prices and slashes to a generous fuel subsidy system as Sisi pushes to narrow a budget deficit.

Sisi has been able to pass decrees virtually unchecked in the absence of a parliament, including the subsidy cuts that previous governments had shirked to avoid unrest.

The new parliament, expected to begin work by the end of the year, will review those laws.

However,
a poor excuse is better than no excuse at all...
it is unlikely to present the president with any sustained opposition and will probably be dominated by Sisi loyalists and weak and fractured political parties that have generally backed him.

The previous parliament, elected in 2011 after an uprising ousted veteran President Hosni Mubarak

Grand Mufti calls on Haj pilgrims to shun politics
[ARABNEWS] Grand Mufti Sheikh Abdul Aziz Al-Asheikh has called on pilgrims to uphold the spirit of unity and piety while performing Haj, which is one of the five pillars of Islam.

"Haj is not the occasion to play politics or spread misconceptions or hatred against one another, or divide Moslems. It is the time to become united in faith," he said during the Friday sermon at the Imam Turki bin Abdullah Mosque in Riyadh.

The grand mufti also warned that those found indulging in nefarious activities anywhere in the Kingdom during the pilgrimage will be dealt with firmly and that the authorities concerned are maintaining a strict vigil on pilgrims.

He said during the "Jahiliyah" (ignorance) time, people used to come for Haj with pride in their kinship, parties and their poetry. However,
alcohol has never solved anybody's problems. But then, neither has milk...
Islam came to put them on the right path.

"We Moslems have not come here to divide and create a schism between the people and leaders. We have come to become united in faith, have one word, cooperate and to take advantage of this chance to meet and build a constructive dialogue with a goal to uphold righteousness and do away with wrongs," the grand mufti said.

Al-Asheikh also exhorted the pilgrims to follow the traffic rules in the Kingdom, stay away from what does not concern them and work on what is best for them.

"Pilgrims must keep repeating the words of God, read his Book and perform Tawaaf and Salah in the Great Mosque, and stay away from the slogans of ignorance. We are an Islamic Ummah, a community of one, our God is one, our Prophet is one and our Book is one," he said.

Al-Aasheikh said: "The House of God is the purest of places on earth. Those who enter it, do so as humbled people, as if they are not from this earthly world."

Saudi Arabia says it has taken in 2.5 million Syrians since conflict began

says it has taken in about 2.5 million Syrians since the conflict began, its first official response to suggestions that oil-rich Gulf states should do more to address the plight of Syrian refugees.

The official Saudi Press Agency quoted an unnamed official at the Foreign Ministry late Friday saying the kingdom does not consider those taken in as refugees and does not house them in camps "order to ensure their dignity and safety."

It says they are free to move around the country and that several hundreds of thousands who have chosen to stay have been granted residency status, giving them access to work, schools and free medical care.

says the results of an an investigation into why a crane collapsed in the Moslem holy city of Mecca, killing at least 107 people, will be made public.

The crane crashed into the Grand Mosque as it was full of worshippers, almost two weeks before the Hajj pilgrimage.

Officials say strong winds and heavy rains caused the crane to fall.

Correspondents say there had previously been concerns about safety on Saudi construction sites.

King Salman visited the site late on Saturday, and then met survivors of the accident in hospital.

"We will investigate all the reasons [of the collapse] and afterwards declare the results to the citizens," the official Saudi news agency quoted him as saying.

#1  many construction companies take cranes out of operation when surface wind speeds get to 25 mph because the wind speed at 20', 40', 60' etc. gets worse

if the crane is lifting something and a 50 mph wind gust hits it, the operator could easily lose control

having said that, the thunderstorm that hit Mecca on 9-11-2015 was much stronger than the norm and the operator was perhaps unprepared for something like that

According to the paper, an investigation by Government Communications Headquarters (GCHQ) revealed that bully boyz linked to the Islamic State have been targeting information held by some of Prime Minister David Cameron

The Telegraph said that "it is understood that at least one of the plot's ringleaders was killed by a drone strike in an operation disclosed by the Prime Minister this week."

Hacking into the emails could have provided bully boyz with details of events at which government officials and royalty were expected, the paper reported, claiming that it had sat on the story while the investigation was ongoing.

On August 21, Britannia carried out a drone attack on a car in the Syrian city of Raqqa, an IS stronghold, that killed three Islamic State fighters, including two Britons. The UK said this week that the strike was carried out in self-defense.

The Telegraph said that "at least one of the plot's ringleaders" was killed in the attack. According to the paper, one of the Britons targeted in the strike had also directed a plot to kill the Queen.

In a letter to the UN Security Council president dated Monday, Britannia's UN Ambassador Matthew Rycroft wrote that the target was "known to be actively engaged in planning and directing imminent armed attacks against the United Kingdom." It called the Arclight airstrike "necessary and proportionate."

ROK mulls test-launch of ballistic missile under development
SEOUL -- South Korea is considering a test-launch of a ballistic missile with a range of 800 kilometers, the Joint Chiefs of Staff (JCS) said Friday, unveiling the test plan of the missile the country is developing to guard against North Korea's advancing missile threats.

"We are reviewing a plan to do a launch into the international sea south of the Korean air defense identification zone (KADIZ) and the island of Ieodo," Maj. Gen. Yang Byung-hee of the JCS said during a parliamentary audit.

His comments were in response to New Politics Alliance for Democracy Rep. Kim Kwang-Jin's query, "Do we have space to launch an 800 km-range missile?"

It was the first time the military has suggested a test-launch plan for the missile, which the country has been developing to cope with North Korea's advancing nuclear and missile capacities.

The remarks indicate the military is close to completing the development of the ballistic missiles.

"We are heading towards November 1 elections on behalf of a permanent government, sustainable development and rights and freedom for everyone," said Davutoglu.

After the June elections, Davutoglu held inconclusive talks with opposition parties to form a coalition government -- an unpalatable alternative for the president.

Erdogan then called the November 1 snap polls and handed Davutoglu a mandate to form an interim "election government" including opposition party figures until the vote was held.

Amid the political uncertainty, the government has waged a self-declared "war on terror" against the outlawed Kurdistan Workers' Party (PKK) in the southeast and in northern Iraq.

Davutoglu's speech was frequently interrupted by party supporters shouting slogans such as: "Martyrs never die, the homeland is indivisible."

No music was allowed at the congress in respect for the dozens of Turkish security forces killed in the unrest, party officials said.

- Erdogan's hand seen -
This was the first AKP congress ever held in the absence of the party's co-founder Erdogan, who served as premier from 2013-2014 and whose popularity shows no signs of fading among party supporters.

A video was broadcast on a giant screen in the Ankara arena depicting the political career of Erdogan, with crowds chanting his name.

Commentators suggested Erdogan's influence was clearly apparent on the congress, with some of his closest allies on the new list of members of the AKP central executive committee.

These included his son-in-law Berat Albayrak (Esra's husband), one of the president's top legal advisors Burhan Kuzu and former interior minister Efkan Ala.

"The AKP executive committee bears the hallmark of Erdogan," said the Hurriyet daily.

Erdogan's hand was also detected behind well-sourced press reports suggesting his ally, former transport minister Binali Yildirim, could challenge Davutoglu for the party leadership at Saturday's congress.

In the event no challenge materialized, with the speculation seen as a warning shot across Davutoglu's bows should the party come up short on November 1.

In the event, Davutoglu won all valid votes from 1,353 delegates as the only candidate and was re-elected party chief. Erdogan rapidly sent him a congratulatory telegram.

Former president Abdullah Gul, one of the party's co-founders who last year fell out with Erdogan, did not appear at the congress although he was invited by the prime minister.

But Gul also sent a message, urging the AKP to "act with common sense... without straying away from its identity and ideals."

Another AKP heavyweight, former deputy prime minister Bulent Arinc, stirred up controversy on the eve of the congress when he claimed in a television interview that the party had lost its "we" spirit and turned into "I."

Turkey Lifts Curfew in Devastated Cizre

on Saturday lifted a nine-day curfew in the southeastern city of Cizre, revealing the devastating damage sustained during a massive military operation against suspected Kurdish rebels.

An Agence La Belle France Presse correspondent found several buildings had been destroyed and others pock-marked with bullet holes during the curfew, which was imposed late on September 4.

People were being allowed to move in and out of the city despite continued army checks at roadblocks, said the correspondent who entered the city after the restriction was lifted at 7:00 am (0400 GMT).

The government had said the curfew was necessary for a military "anti-terror" operation in the city against suspected members of the outlawed Kurdistan Workers Party (PKK).

But the pro-Kurdish Peoples' Democratic Party (HDP) has said 21 non-combatants were killed during the curfew, which deprived residents access to essential amenities and triggered food shortages.

Telephone and Internet communications were still severely limited as residents ventured outside for the first time to inspect the extent of the damage.

Several people were seen entering the city -- largely to check up on residents inside -- but very few could were leaving.

"Our children were dying of fear and their psychology was broken," said Mehmet Guler, a local official.

During the curfew, outsiders had not been allowed to enter in what Kurdish activists termed a blockade akin to Israel's actions in the Gazoo Strip.

"There is no water, electricity and our provisions are running out," Guler added, saying that even the call to prayer had stopped for the duration of the curfew.

The remnants of the fighting were still apparent in Cizre, with barricades and trenches blocking streets scattered with empty shell casings and the wrecks of burned-out cars.

However the police presence was now low key, the correspondent said.

- 'Hate and bitterness' -
The length of the curfew in Cizre -- meaning that citizens were unable to move freely outside their homes for over a week -- also caused international concern.

Council of Europe Commissioner for Human Rights, Nils Muiznieks, on Friday expressed alarm over the "very distressing information" from Cizre, urging that independent observers be allowed into the city.

The operation in Cizre, a city of 120,000 on the border with Syria and close to Iraq, was a key part of the government's drive to cripple the PKK in southeast Turkey and northern Iraq, which started in late July and shows no sign of abating.

Interior Minister Selami Altinok said Thursday that up to 32 PKK turbans had been killed in Cizre, adding just one civilian had died in the festivities.

The HDP has however challenged the government to prove if a single PKK holy warrior has been killed in Cizre and accused the army of shooting on civilians.

"We had 10 people in our home," said Mahmut Gur, a concierge. "They shot on any heads that came out of the building. They did not ask if we were human."

Hasim Kalkan, a student, said the curfew was marked by "hate and bitterness" and repeated claims that residents had been forced to put corpses of children in the freezer as burials were not allowed.

Some streets still bear traces of blood in what activists say is proof of the extent of the bloodshed under the curfew.

Residents surveyed buildings reduced to rubble by the operation and shops with their windows blown out.

With tensions flaring between locals and the authorities, the Turkish interior ministry had earlier removed the popular young female co-mayor of Cizre, Leyla Imret, over remarks made to U.S.-based media outlet Vice News.

Prosecutors have opened an investigation against Imret, 28, on allegations of "making propaganda for a terror organization" and "inciting insurgency".

The operation in Cizre came at a febrile time in Turkey ahead of snap November 1 elections, where the ruling party of President Recep Tayyip Erdogan

Is the White House behind the manipulation of ISIS reporting?
[RedState] A few days ago it was reported that the US intelligence apparatus support US Central Command, the war fighting joint command that is charged with "defeating and degrading" ISIS, was in a state of near mutiny. As it turned out, the only thing being "degraded" was the integrity of the senior leadership of that command.

More than 50 intelligence analysts working out of the U.S. military's Central Command have formally complained that their reports on ISIS and al Qaeda's branch in Syria were being inappropriately altered by senior officials, The Daily Beast has learned.

The complaints spurred the Pentagon's inspector general to open an investigation into the alleged manipulation of intelligence. The fact that so many people complained suggests there are deep-rooted, systemic problems in how the U.S. military command charged with the war against the self-proclaimed Islamic State assesses intelligence.

"The cancer was within the senior level of the intelligence command," one defense official said.

Two senior analysts at CENTCOM signed a written complaint sent to the Defense Department inspector general in July alleging that the reports, some of which were briefed to President Obama, portrayed the terror groups as weaker than the analysts believe they are. The reports were changed by CENTCOM higher-ups to adhere to the administration's public line that the U.S. is winning the battle against ISIS and al Nusra, al Qaeda's branch in Syria, the analysts claim.

While we like to think of intelligence analysts as impartial tellers of truth, in reality, the intelligence community is a huge bureaucracy that operates with the same log rolling, blame shifting, and wetted finger in the air that you find in any other bureaucracy. This is especially true when a Democrat is in the White House. For reasons that I've never quit understood, the CIA is, like State, basically an extension of the Democrat party. Through out the administration of George Bush, the CIA carried out a very open war against him and against his policies. The reports from Iraq, called "aardwolf" reports routinely overstated the insurgency and understated success. They mysteriously stopped being leaked after The Surge started. So finding that the intelligence community had cooked the books to make Obama look good was less than shocking. In fact, it was rather to be expected.

On the other hand, what no one in the intelligence community likes is being made to look like an asshat.

That, rather than the cooking per se, is what bought this on. A little cooking, a light saute, of intel is fine. Deep frying that sucker to a crisp becomes problematic.

The initial reports pointed the finger at the top military and civilian leadership at CENTCOM:

The analysts said it was unclear who was leading the pressure to adjust their assessments, which more than one referred to as "spinning." Some called it a result of a climate of the culture their commanders create. How such reports travel from CENTCOM headquarters to the senior reaches of the government and the military, and who reads them along the way, varies. Some reports go directly to the White House. More often, they go through several internal organizations and checks to determine what information is most useful to top officials.

"The phrase I use is the politicization of the intelligence community. That's here. And it's dangerous."
Two defense officials said that some felt the commander for intelligence at CENTCOM failed to keep political pressures from Washington from bearing on lower-level analysts at command headquarters in Tampa, Florida. That pressure, while described as subtle and not overt, is nevertheless clear, the analysts said: Assessments on ISIS should comport with "the leadership consensus," that is, top policymakers' view, that the U.S.-led campaign against the group is paying dividends.

The White House, not amused, seemed to engage in a little push back to let the intel folks know that they had more than their share of f**k-ups to explain:

The CIA detected an apparent Western hostage being held by al-Qaeda in Pakistan but did not keep the person under drone surveillance, according to U.S. officials who said they now suspect that the captive may have been an American aid worker who was killed in an agency strike this year.

The surveillance lapse is being scrutinized as part of an internal CIA investigation of the death of Warren Weinstein, U.S. officials said, describing the sequence as a potential missed opportunity to avert that outcome.

That gambit may have backfired because the real story seems to be a lot worse that a politically attuned Army general, Steven Groves, telling his bosses what he thinks their bosses want to hear. Rather it looks like James Clapper, the Director of National Intelligence, the titular head of the United States intelligence community, was reaching down into CENTCOM to personally massage the findings produced by General Groves. Significantly, the whistleblower chose to go to a British newspaper rather than relying on an American one.

Barack Obama's intelligence chief is said to be in frequent and unusual contact with a military intelligence officer at the center of a growing scandal over rosy portrayals of the war against the Islamic State, the Guardian has learned.

James Clapper, the director of national intelligence, is said to talk nearly every day with the head of US Central Command's intelligence wing, Army Major General Steven Grove -- "which is highly, highly unusual", according to a former intelligence official.

Grove is said to be implicated in a Pentagon inquiry into manipulated war intelligence.

In communications, Clapper, who is far more senior than Grove, is said to tell Grove how the war looks from his vantage point, and question Grove about Central Command's assessments. Such a situation could place inherent pressure on a subordinate, sources said.

This certainly explains the deviation we are seeing between what is happening on the ground and the official line emanating from the White House. By the same token it is hard to imagine a guy like Clapper, who has spent his entire career in the intelligence community, would willfully set out to totally undermine that community without a good reason. One has to assume that the decision for Clapper to undertake this unprecedented activity originates much, much closer to the Oval Office, if not within it.

The lawyer for the state said the petitioner had confessed to the crime before the police and a joint investigation team.

He said the JIT report and the petitioner's confessional statement clearly proved his involvement in the commission of the offence.

Pakistan Rangers, Indian BSF agree to halt ceasefire violations
[DAWN] Pakistain Rangers and India Border Security Force (BSF) on Saturday agreed to stop border violations along the Line of Control (LoC), check smuggling and ensure expeditious repatriation of those who inadvertently cross borders.

Pakistain Rangers Director General Major General Umar Farooq Burki returned via Wagha after a three-day bi-annual meeting with his Indian counterpart. These talks are a regular feature and are held alternately in Pakistain and India.

IOM: IDP count in Iraq reaches 3.2M
[Rudaw] The International Organization for Migration (IOM) announced in a blurb Friday that 3,182,736 Iraqis, including 530,456 families, have been identified as internally displaced from the start of 2015 through August 27.

The figure was calculated using the Displacement Tracking Matrix (DTM) methodology and data collected by UN humanitarian teams.

An estimated 87 percent of the internally displaced persons (IDPs) are believed to be from the provinces of Anbar (42 percent), Nineveh (32 percent) and Salahadin (13 percent).

Since April 1, 2015, over half a million individuals were displaced from Anbar province following the ISIS sack of Ramadi. Among those, over 225,000 were displaced within the province.

The provinces hosting the highest IDP populations are Anbar (18 percent), Baghdad (18 percent) Kirkuk (13 percent), and Duhok (13 percent).

The provinces receiving the highest number of IDPs during August were Baghdad with 28,554 individuals and Kirkuk with 8,502.

Israel to Boost F-35 Capabilities After Iran Deal
Israel is actively working to double the range of its F-35 defense fighters, officials said Thursday, in an announcement made just before the Senate Congress vote on the Iran deal.

Israel's F-35s are tailor-made by Lockheed Martin, and named Adir (lit. "awesome."). The first two Adirs are due to be delivered to the Israeli Air Force (IAF) in December 2016.

The development was specifically made with "an eye on Iran" and other Middle East developments.

"The Stealth and other advanced capabilities provided by this fifth-generation fighter are self-evident," an Israeli air force officer told Defense News. "Your options for attacking the enemy (with the stealth fighters) are much more numerous and practical."

"The things that we could do before will entail much less risk, and the things we might not have been able to do before will be rendered doable," he added.

#2  Easy enough to create a border of rubble with saturation airstrikes, them a wave of armor to render remaining structures into debris and stand as OPs.

Its time to remember that the 'surgical strike' only prolongs conflict. Geography changing annihilation resolves it.

#1  The headline is misleading. The average age of girl addicts is 13. Which means that some of the girls are 12, 11, 10 ...

On the "good" news front, it seems the girls are abandoning opium for X, Molly etc.
