#4 I suspect Putin is hammering ISIS in Syria and a few of them have decided working in Libya (away from the bombs) sounds healthier. Similar thing happened between Afghanistan and Iraq at one point.

I'd let them run to Libya and concentrate on Syria/Iraq. Humiliate them if possible, send them running like cowards.
