#2 Probably running low on ammo, thus letting them know in advance where they're going to strike in the hope that IS will flee and save Iraqi money and ammo.

#3 hope that IS will flee and save Iraqi money and ammo I don't think that plan will work - ISIS has stood and fought...and has been beat down by the Iraqis at every turn over the past 8 months. The IA and IP are confident enough now to call their shots.
