Unless the classification guidance has changed, the header across the top of the document would read 'CONFIDENTIAL'... or higher, depending upon the highest level contained in the document.

CONFIDENTIAL – Will be applied to information in which the unauthorized disclosure could reasonably be expected to cause damage to the national security.
