"Sorry, ma'am. But under the directive of the Commissioner for Public Relations, we're not allowed to send police officers anywhere that they are not welcome."
"But, but... he's SHOOTING people!"
"Sorry. We'll send a squad car later this evening to check out the scene. From the outside, of course"

#12 The police should announce that as they are not welcome, police service will not be given to the place no matter what happens. And I'll wager the fire dept will follow suit, only protecting neighboring buildings and watching theirs burn.

Another thing they can do is ensure it gets a nice round of inspections every week. Building up to code? Can you pass a health inspection? All permits proper and up to date?
