#4 Unless this new pipeline is a mixed phase pipe, the Permian basin also needs more oil pipelines. The current capacity is almost maxed out.

#7 Current cap is maxed out. For some reason this stupid stock market has devalued my stock in the Permain Basin pipeline even though they have max volume and huge profits and dividends. Same for the Permain fields even though they are producing more than the pipelines can carry.
