‘The Time Has Come': Top Putin Official Admits Ugly Truth About War
[Daily Beast] Vladimir Putin’s defense minister sent a clear message to the people of Russia on Wednesday: Their country is at war not just with Ukraine, but with the entirety of the West.

"I cannot but emphasize the fact that today, we are at war not so much with Ukraine and the Ukrainian army as with the collective West," Sergei Shoigu said in a televised speech, according to TASS.

"At this point, we are really at war with the collective West, with NATO," Shoigu added.

Shoigu’s warning comes as Putin announces that Russia will be running a "partial mobilization" to better tackle the war in Ukraine, days after a series of resounding defeats on the battlefield in Ukraine as Ukrainian forces have run successful counteroffensives in the south and northeast. In a speech announcing the move Wednesday morning, Putin suggested that the West had been considering using nuclear weapons against Russia and threatened nuclear weapons use in return—without providing any evidence of the West's supposed threats.

"To those who allow themselves such statements regarding Russia, I want to remind you that our country also has various means of destruction," Putin said. "It’s not a bluff."

No one will forgive us for weakness: why Vladimir Putin announced partial mobilization in Russia
Direct Translation via Google Translate. Edited.

[KP] What will change after the decree of Vladimir Putin on September 21

From now on, the fighting will not be for the liberation of the former Ukrainian regions. They will be fought for the territory of Russia

8 Years of life in the Gray Zone ended
I replay the last eight years in my mind. Acquaintance with the future legendary militia commander Lesha Mozgov at the Luhansk administration. He is still in a suit and without a beard, but already with a clear attitude for a long fight. The first rallies in the central square of Donetsk, after which people went to the mayor's office, took off the Ukrainian flag and hung the Russian one. When everyone dispersed, the police again changed it to yellow-black.

Entry of Igor Strelkov's detachment to Slavyansk. The first shelling, the first losses and the first combat sorties of the Motorola battalion commander behind enemy lines. The defense of Yampol, Lisichansk, Lugansk, plunged into darkness and cold ... Columns of refugees, their return. The defeat of the enemy at the Donetsk airport, the Debaltsevo cauldron, the timelessness of the Minsk agreements. When there is no peace, no war, but the mournful statistics of the dead is replenished every week. And even every day. Children going to first grade, but not knowing a peaceful life.

How many of these "firsts" were there, which gradually became a routine. Fear was washed away by his routine, anger was squeezed out by hopelessness, death lost its sacredness, becoming a familiar companion of the "gray zone" of human life. In its most terrible and ugly (death) manifestations.

With anatomical details, from which an unprepared person takes his breath away and darkens in his eyes. But here they got used to it... They looked at Death with detachment and moved on - for water, which has not been available for the third month.

Now These Lands and People Will Not be Abandoned
There was Hope. That all this was not in vain. And today's events do not cause that jubilation, which would have been eight years ago. This is how marathon runners rejoice in victory, crossing the finish line and falling exhausted into the hands of friends. And here you can't fall. We must run on, gritting our teeth and clenching our will into a hardened fist. A relieved exhalation - we suffered - and we live on.

Yes, all this was not in vain. And all this was not for them - for the sake of all of us. Because Russia had no moral right to abandon these people. Just like us - one history, one cultural code, one language, one blood.

They waited for eight long years, and the beginning of the special operation has not yet brought deliverance. But it gave me confidence. And the upcoming referendum will consolidate the certainty that has been lacking for so many years. Donbass and the liberated territories of Zaporizhzhya and Kherson region forever become part of a huge country that takes them under its protection. And he will never leave them, no matter what the cost.

From now on, the fighting will not be for the liberation of the former Ukrainian regions. They will be fought over the territory of Russia, occupied by a serious, strong enemy. And this struggle, of course, will require additional forces.

You Will Not Work Against NATO
On September 21, we woke up in a new country that is not conducting a special operation, but is starting to fight for its existence, no matter how grandiloquent it may sound.

For me, the existential nature of this conflict became obvious a few months ago, when I encountered the first signs of NATO's direct involvement in this war. Trophy maps of the exercises, in which, under the command of Western officers, actions were practiced in the event of a Russian “invasion”.

Satellite images that show our positions in detail, right down to the BMP standing separately under a tree, covered with a camouflage net - with target classification and coordinates. Only beat - from high-precision guns supplied by the West. Each strike of which is consistent with the Pentagon, as stated by American generals.

Mercenaries, "vacationers", "private traders" sitting on US government contracts. We saw all this in all its glory during the Kharkov "offensive", which made us understand that it is impossible to fight half-heartedly against the collective West. And after the sleeves, what is already there. Mistakes, I know it, are now analyzed in the most serious way. And, I hope, the conclusions from them have already been drawn.

The Time of Heroes Has Come
Mobilization is announced not from a good life. It must be admitted that for the set goals of our today's grouping it was not enough. The battles for us have moved into a defensive phase, when moving forward is not easy. At the same time, there is an acute shortage of shooters, drivers, and gunners. I know brigades with 60 infantrymen left. A fellow military commissar talks about a regiment in which today there are only 6 attack aircraft in the ranks - people who are ready to go on the attack.

And it's not just about losses. Yes, there are KIAs - the dead, there are “three hundredths” - the wounded. But in the course of this conflict, a new term appeared - “five hundredths”. These are the ones who refused to obey the order. Someone corny chickened out, someone honestly said that he could not solve the problem, someone simply had no motivation: "Why die for a foreign land."

Today the situation is changing radically. There are no moral or legal loopholes left for cowardice. For this, new provisions are being introduced in the Criminal Code - on desertion, failure to comply with an order, looting ... For this, we will grow new territories in the near future - now there can be no questions about whose land we are fighting for. For yours. And we can't have any illusions. If we yield even an inch, the enemy will not stop. Neither in the Donbass, nor in the Crimea. There is nowhere else to retreat, no one will forgive us for weakness.

It must be admitted that for the set goals of our today's grouping it was not enough. The battles for us went into a defensive phase

In a situation where Kyiv does not take into account its losses, having turned mobilization into a permanent process, it is already extremely difficult for us to defeat the enemy without additional forces. Of course, not all 300,000 mobilized in Russia will go to the front. Someone will go to the Far East to replace those who will go to reclaim our territory occupied by the enemy.

Someone will get up on the "ribbon" - we will have new 1,400 kilometers of border. But we must understand that today this border of ours is the line of military contact. And this applies to everyone. On the one hand, we entered one of the tragic periods of our modern history. On the other hand, one of the most heroic.

This will be written in history books. And each of those who today with weapons in their hands are fighting for Russia and are just going to defend it, will be honored in the same way as the heroes of the Great Patriotic War. Defended their state. Out of respect for their memory, we have no right to lose him.

The logistics of the Kremlin's mobilization plan
[Meduza] Meduza has learned from sources close to the Kremlin and to the leadership of several Russian regions that responsibility for carrying out Russia’s newly announced mobilization will fall primarily to regional governors. According to the sources, the federal authorities, including the Defense Ministry, plan to give the governors approximate numbers of people to be sent to the war in Ukraine.

A source close to the Putin administration told Meduza that the basic procedure for the upcoming mobilization has already been determined. According to the plan, many Russians will be summoned to their enlistment offices in a just a matter of days.

"[First,] they’ll call them in to verify their data. [Then] they’ll insistently propose that people sign contracts voluntarily. They’ll successfully manage to pressure quite a few people by mentioning the new articles in the Criminal Code, among other things. Not everyone is legally literate. And those who don’t agree will be released and then mobilized later — and that time, it won’t be voluntary," said the source.

In addition, according to Meduza’s sources, the Kremlin intends to use mobilization to fix personnel shortages in the "military civil administrations'' they've set up in Ukraine’s occupied territories. While many ambitious officials from Russia’s regions were willing to travel to the Donbas, the Kherson region, and the Zaporizhzhia region earlier in the war, the number of volunteers "greatly diminished" after Ukraine’s successful counteroffensive and the deaths of multiple Russian-backed occupation officials. A source close to the Kremlin said the following:

Now things will be simpler. If you call a [reluctant] official to the enlistment office, he won’t be able to evade [his appointment]. He’ll be given a simple choice: "You have an in-demand officer’s education after graduating from a university’s military department or serving in the army, and you’re being drafted. But there’s another option: you can work as a housing official in Kherson or Melitopol. Sound good?

Of course it’s better to work in the rear than on the front.

State corporations, as well as "government-adjacent" companies, will help regional governments with the mobilization process. A source close to the leadership of one state company told Meduza that businesses have already been given "approximate guidelines" as to how many employees will need to be mobilized, and that these numbers amount to about one percent of the total number of employees on reserve. (Russian Defense Minister Sergey Shoigu said that Russia’s "partial mobilization" will affect "300,000 reserve troops" out of the full 25-million-person "mobilization reserve.")

#1  That's what I read,

Russian Defense Minister Sergey Shoigu said partial mobilization will affect 1% of 25 million who have combat experience.

He also said,

Those who are serving under conscription - it [mobilization] doesn't apply to them either, he said: "They are not subject to any mobilisation and direction for the 'special military operation... Our conscripts also continue to serve, as they did, on the territory of the Russian Federation."

#2  The catch-22, the breakaways (LPR + DPR + Kherson + the other one I cant spell) they vote to join the Russia Federation sometime soon and that will make them Russian Territory which legally opens the door to move conscripts to the fronts.

#4  Quick Question: Where are the tanks coming from, aren't they already drawing down on T62's and some other reserve stored armored vehicles?

And what about artillery, whis that coming from as well as the various support/technical vehicles and equipment that are needed to properly equip and support 300K new-ish soldiers coming from? The same goes for officers and unit cadres.

If they just throw them into the fight, especially if they do it piecemeal as they trickle in, they will be decimated fairly quickly.

If US/NATO was smart about it, they would be laying in guerilla and partisan warfare sets, and pushing them into Kherson, and the areas around Melitopol. Almost in a WW2 fashion.

#3  6,000 is a large chunk of losses for any military in such a short time frame. You can add another 20,000 or more for wounded.

The Russian defense ministry claims that 90 percent of their wounded have been returned to duty.

Russians say they have lost a lot of specialists to attrition due to contract expiry. As I understand it, Russian military contracts periods last for three months, extendible by the defense ministry only once.

#4  With the finance minister document leak stating they paid out over 48k death payments, the Russians have to say there are more, but not that much.

Realistically the Russians have taken 100-150k casualties.

#5  Estimates I've heard are 50,000 (UK estimate) to 60,000 (US estimate) since they invaded.

Entire units rendered ineffective due to losses, including some of their best trained. Armor losses they can't replace, followed by destruction of ammo supplies they can't replace.

#9  Maybe, badanov, but they're damned close to the number of payments the Russkis have made.

Which means, if they're based on Ukrainian numbers, the Ukrainian numbers must be pretty accurate.
Posted by: Rob Crawford || 09/22/2022 16:24 Comments || Top||

#10  The document in question also refers to two other dates, and does not specifically refer to February 24th.

One of the dates refers to Russian involvement in Syria and the other in Chechnya. I would suspect that 48,000+ numbers refers to all losses since 1998. In war time, the Russians include all losses combat related or not as total losses.

A 50 percent in Ukraine loss rate means in the Russian Army, the only personnel left are rear services people.

That hasn't happened.

#11  Based on numbers provided by the Ukrainians

Um... no. The US numbers are based off of radio intercepts, HUMINT inside Russia, satellite information with a bit of Ukraine reports. They match them up against another and come up with a number that matches everything they see, rounded down a bit. So if they say 60,000 causalities, that would be a safe bet. Generally casualties are much higher than the estimate as the specter of the "Body Count" from Vietnam still haunts the halls of the Pentagon.

Claiming the US just repeats the Ukrainian numbers is very naïve and wrong. Or just a Moscow stooge repeating Russian talking points. I don't think you are, but it can come off like it.

#16  It just sounds like NATO has its thumb on the scale, and the Ukrainian military just goes along with it because of the aid they are getting.

The 50,000 number is plain absurd, rounded down or not. The 50,000 number means that the Ukrainians have ground down every shooter in Ukraine Russia has.

Frankly I don't give a shit what you tolerate and I don't give a shit about what you think is bad business. I have seen you make good points, I have seen you make bad points. All of us have. What I posted about you is my view from my experiences in the US military and dealing with military information and how it was handled then.

Russia has taken pretty severe casualties, more than even in Afghanistan. The Ukraine has taken pretty severe casualties. The fact Russia can't advance, has had two pretty humiliating retreats, is trying to get occupied territory to be make Russia proper and now having a partial mobilization while trying to increase the overall size of the military so private conscriptavich can garrison those newly acquired territories screams heavy losses and lack of interest in more contract soldiers or retainment.

Russia has failed in all of its previous and rapidly changing war goals. Its military is a husk, it has lost major prestige, Putie-Pie had to kow-tow to China just to get some crumbs for his military and there is no way they can build and replace the high tech weapons they have used and want in any real quantity due to sanctions.

That is the reality.
Posted by: DarthVader || 09/22/2022 22:39 Comments || Top||

#21  Only two months ago, the Russian casualty numbers were being bandied about of 80,000, then at least 60,000. You'll notice the number can go higher or lower, and it has gone lower.

Similar to you I have experience in dealing with false numbers as a writer, with regard to the numbers of kommies in America, I realized those numbers were being pulled out of the ass of those expressing them. I can accept the Russians lie, but you seem not to "give a shit" about anything other than what NATO, the Ukrainians and the Pentagon says.

Admit it: They don't know, nor do the Ukrainians, nor do you. Treating a single Russian language document as authoritative "evidence" as the truth defies description.

This is no different. The fact is NATO and Ukraine both have habits for inflating casualty numbers, in Syria (with the help of Ukrainian security services) and now in Ukraine (also with the help of Ukrainian security services).

Moscow trades 225 prisoners of war to Kyiv in exchange for 56 men, including Putin's close friend, Viktor Medvedchuk
[Meduza] Pro-Kremlin Ukrainian opposition politician Viktor Medvedchuk (whose youngest daughter is Vladimir Putin’s goddaughter) has been freed from captivity along with 55 Russian soldiers.

The men were traded to Moscow on September 21, and all it cost the Kremlin was the release of four times as many prisoners: 215 Ukrainian POWs (including members of the Azov Regiment and defenders of the Azovstal iron and steel works), plus 10 foreign combatants captured while fighting for Ukraine. Following the prisoner exchange, Ukraine’s armed forces said in a statement that Medvedchuk can still be prosecuted in absentia for treason and the attempted looting of national resources in Crimea.

Big exchange
Direct Translation via Google Translate. Edited.

Commentary by Russian military journalist Boris Rozhin.

The Russian rank and file aren't happy about the prisoner exchange including mercenaries.

It became known that in addition to the foreign mercenaries released through Saudi Arabia, a large exchange of prisoners of war took place. As they write, the exchange was carried out in the Chernihiv region.

The entire top of the Nazis from Azov, who were captured in Mariupol, were released to Ukraine (we are talking about a few dozen people at least). Delivered by plane to the Chkalovsky airfield.

A total of 55 people of our prisoners of war have already returned to Russia (one of them is seriously wounded - among them are captured pilots and officers who were captured during the "regrouping" in the Kharkov region).

Also, the Ukrainian media report that Medvedchuk was given as a load to the prisoners of war. So far, the exact number of exchanges on both sides is not entirely clear. They say that during the day another 30 of our prisoners of war will also return home.

We cross out the topic of the trial of the main war criminals in Mariupol and the execution of foreign mercenaries.

UPD:

Of the 55 Russians who returned from captivity today:

2 senior officers (lieutenant colonel and major)
6 junior officers
4 ensigns
40 privates and sergeants
2 servicemen of the NM DPR
1 serviceman of the NM LPR

Out of 55, seven were hospitalized.

Plus, Medvedchuk has already been handed over to them.

Ukraine said it received 215 people, 108 of them from Azov.

#1  Implication is that this is draft evaders. It’d provide more insight if the number of Western nationals skipping town was broken out. Having worked in a number of countries under challenging circumstances it makes sense that there are certain benchmarks that companies use as a tell to repatriate personnel. Prudent companies turn over day to day ops to local managers and exfil high value management until a reasonable equilibrium point is reached. Fellow Rantburgers who have worked in Africa or the Stan’s may be familiar this pattern

#2  ^ SP, another good comment by you, but I'd wonder whether more Western nationals leaving is worse for Russia than some potential draftees leaving.

#3  If its like Africa and the stans, western departures mean more locals, and more locals almost inevitably mean more corruption and lowered production and quality (in these sorts of societies> Corruption is endemic to the type of government and current society in Russia, so the economic situation is only going to get worse, at least on the civilian side. The North Koreanization of Russia is starting to roll.

14:39 The State Duma of the Russian Federation adopted an appeal to the UN General Assembly and the European Parliament about the "threat to peace and stability in Europe posed by Ukraine": "Deputies appeal to the UN General Assembly, sane politicians and parliamentarians of the countries of the world with a call to carefully consider and strongly condemn the dangerous actions of the United States and NATO, prompting the Kiev regime to a large-scale confrontation."

He is interested in the escalation of his war... President Putin said that, in fact, we are now confronted with the military potential of NATO and a number of other countries that are unfriendly to us.

12:29 After the "referendums" and the introduction of the occupied Ukrainian territories into Russia, "there can be no talks about negotiations with Ukraine," said Leonid Slutsky, head of the Russian State Duma Committee on International Affairs, who was a member of the negotiating group with Kiev.

12:27 Putin's decision to partially mobilize indicates that "his invasion is failing," British Defense Secretary Ben Wallace said: "No threats or propaganda can hide the fact that Ukraine is winning this war, the international community is united, and Russia becomes a global pariah."

12:02 Latvia will not issue humanitarian visas to citizens of the Russian Federation who are fleeing from mobilization. The country's Foreign Minister Edgars Rinkevics explained this decision with security considerations.

10:33 British Foreign Secretary Gillian Keegan called Putin's statement "an alarming escalation" and accused the Russian president of rewriting history. "Let's be clear - there are Putin's lies. This is Russia's illegal war in Ukraine. And, of course, we will continue to support Ukraine, along with all our NATO allies. We are there, we are on your side - we will help in any way we can," the minister emphasized.

Keegan also commented on Putin's nuclear blackmail: "It's something we have to take very seriously because, you know, we're not in control. I'm not sure he's in control either. Really, I mean it's an obvious escalation." .

10:08 Shoigu explained that partial mobilization is primarily needed "to control the liberated territories and the line of contact": "The line of contact itself, you can call it both the front line and the line of contact - it is more than 1000 km. Naturally, what is behind and what is there, along this line, must be consolidated, these territories must be controlled. 09:48 Shoigu said that in general, the mobilization resource in Russia is almost 25 million people, a little more than 1% are subject to partial mobilization. He also said that the front line "needs to be fixed", for which partial mobilization is being carried out.

09:43 Shoigu said that during the partial mobilization, a total of 300,000 reservists will be called up. He clarified that "those who have served, have a military specialty, combat experience" are subject to partial mobilization. At the same time, "there is no question of any mobilization of students, and conscripts are not subject to being sent to a special operation."

09:41 Shoigu said that Russian losses amount to 5937 dead , and of the wounded, "almost 90% returned to duty." Ukraine, according to him, "has already lost half of the army: 61,207 dead, 49,368 wounded."

Shoigu also said that Russia is at war "not so much with Ukraine as with the collective West." According to him, the West supplies Ukraine with weapons "in huge volumes", about 70 military and more than 200 civilian satellites. The entire NATO group, he said, "works in the interests of Ukraine."

09:30 Putin instructed to ensure the security of "referendums" in Kherson, Zaporozhye, Donetsk and Lugansk regions and said that these are "historical lands of Novorossiya."

09:27 British intelligence believes that Putin's decision to urgently hold "referendums" is dictated by fears of an imminent attack by Ukraine and the expectation of greater security after formal accession to Russia. At the same time, the Russian army in Ukraine continues to experience a shortage of personnel, which is the reason for yesterday's vote in the State Duma of the Russian Federation, which expands penalties for non-fulfillment of obligations by military personnel.

Russian civilian and military leaders have come under significant pressure over the past two weeks, analysts say. These new measures, most likely due to public criticism, mark a further development of Russia's strategy. Putin is taking more political risks by debunking the myths that Russia is neither at war nor in a national crisis in the hope of building more combat power.

09:20 Putin said that the main goals of the "special operation" remain unchanged, "LPR" is "liberated" completely, "DPR" - partially. He instructed the government and the Ministry of Defense to determine "the legal status of volunteers and militiamen of Donbass as soon as possible - it should be the same as that of regular Russian military personnel." He also demanded that special attention be paid to the supply of equipment and equipment to "volunteers and militias of Donbass."

09:18 Putin accused the West of nuclear blackmail and said that if its territorial integrity is threatened, Russia will use "all available means - this is not a bluff."

09:14 Putin said he had signed a decree on partial mobilization "to protect Russia, its sovereignty and integrity." According to him, only citizens who are in the reserve will be subject to conscription, "they will undergo additional training, taking into account the experience of the special operation." Mobilization activities will start today.

09:12 Putin said that Russia will support the decision "to be taken by the residents of Donbass, Zaporozhye and Kherson regions."

09:10 In the Donetsk region over the past day, as a result of Russian shelling, six civilians were killed - two in Bakhmut, one each in Toretsk, Druzhba, Georgievka and Velyka Novoselka. Another 20 people were injured, Pavel Kirilenko, head of the OVA, said.

09:03 The enemy launched a missile strike at an infrastructure facility in Zaporozhye at night. There were no casualties, the object was damaged, said Alexander Starukh, head of the OVA.

08:49 At night, the Russians hit residential areas of the Nikopol and Krivoy Rog districts of the Dnipropetrovsk region from barrel artillery. In Nikopol, one person was injured, more than 20 high-rise buildings and private houses, gas pipelines and power lines were damaged. The shells hit a local bakery, a kindergarten, a library and several shops, the head of the OVA, Valentin Reznichenko, said.

08:36 The American Institute for the Study of War (ISW) believes that Putin is seeking to annex the occupied territories in order to deter the counteroffensive of the Ukrainian military, declaring it an "attack on Russia." Analysts also note that the Kremlin's plans are aimed primarily at the domestic audience. Putin is likely hoping to improve the possibility of Russian military formation by encouraging Russians to volunteer to go to war to "defend" the newly acquired territories.

Putin can rely on heightened rhetoric in part because the Kremlin cannot afford to incentivize recruits with bonuses and benefits. So he is imposing new and harsher penalties in an attempt to contain the risk of the collapse of Russian military units fighting in Ukraine and draft evading in Russia. At the same time, analysts note that Putin does not have the time or resources needed to create an effective fighting force.

08:11 The Russians fired at least four rockets at Kholodnogorsk district of Kharkiv at night, the mayor of the city, Igor Terekhov, said. Residents were blocked in one residential building, the State Emergency Service rescued ten people. At another address, one person was injured. Roofs, upper floors, stairwells were destroyed in both residential buildings. Another blow hit a wasteland near private houses, and another one hit an infrastructure facility, where there was a small fire and partial destruction of buildings.

07:40 AFU repelled enemy attacks in the areas of the settlements of Veseleye, Kurdyumovka, Nikolaevka Vtoraya, Bakhmutskoye, Zaitsevo, Mayorsk, Pervomayskoye, Maryinka and Novomikhailovka, the General Staff reports in the morning report .

07:12 The Russians again fired at the Zaporizhzhya nuclear power plant at night, Energoatom reported. As a result of the shelling, the communication equipment of power unit No. 6 with the ZNPP open switchgear was damaged. The block transformer and auxiliary transformers of the power unit were switched off. Due to the loss of power, an emergency start-up of two diesel generators of the safety systems occurred to ensure the operation of the fuel cooling pumps. Within an hour, the personnel set up power supply for the own needs of power unit No. 6 from the busbar system of other power units of the station. Diesel generators of the 6th power unit were turned off and put on standby.

03:49 Kherson region "will become part" of the Russian Federation within its administrative borders, said "deputy head of administration" Kirill Stremousov.

00:31 Zelensky, in an evening video message, said that Ukraine's position would not change from Russia's intentions: "Today, quite noisy news from Russia. And a lot of questions about this. But what actually happened? What sounded from what did not sound before? .. Our positions do not change due to noise or any announcements from somewhere. And we have the full support of our partners in this."

The president also stressed that the situation on the front line clearly indicates that the initiative belongs to Ukraine: "Our defenders very carefully and very bravely solve the tasks that the command sets before them." Zelensky especially noted the 81st separate air assault brigade for courage in the liberation of settlements in the Donetsk region, as well as the 93rd separate mechanized brigade for the heroic defense of Bakhmut and Soledar.

Referendum in the liberated territories will be held from 23 to 27 September
Direct Translation via Google Translate. Edited.

Commentary by Russian military blogger Andrey Chervonets

Voting in the Donetsk and Luhansk People's Republics, as well as in the Kherson and Zaporozhye regions, on the issue of joining Russia will be held from September 23 to 27.

Following the referendum, the Zaporozhye region will declare independence within the existing administrative boundaries, that is, the entire region.

At the same time, voting will take place at the polling stations on September 23, and in settlements where there are none, it will last until September 27. According to opinion polls, one can count on 70-85% for joining the Russian Federation, with an average turnout of 65-75%. If they vote FOR, then four former regions of Ukraine will become part of Russia.

At the same time, in the event of a positive outcome of the vote, Moscow will obviously not be interested in the issue of recognition or non-recognition of the results of the referendum. Shell-shocked Liz Truss also stated that she did not recognize Russia's sovereignty over Voronezh and Rostov. And what?

In the West, voting will not be recognized in any case, even if it is unprecedentedly transparent. Therefore, as the well-known Galustyan said in response to the Mongols in miniature, where they broadcast "We are a horde!": "And we_array!" Referendums in order to include these territories in the legal field of the Russian Federation for the Russian Federation and these territories, and not for all sorts of degenerates to recognize something there.

In response to the announced "referenda", the US Department of Justice asked Congress to legalize the transfer of Russian assets to Ukraine.

The West has already done such damage to itself by seizing Russian assets that the enemy would not wish, and if it comes to confiscation, the situation will become even worse - their own principle of inviolability of property and 100 percent reliability of state financial obligations will be officially buried, the rejection of the dollar as a reserve currency will accelerate and deal an irreparable blow to their financial system based on confidence in the dollar.

Tsimus is that the frozen funds do not contain real money, but IOUs of Western countries. That is, they, in the best variant for themselves, will in fact outweigh their debt from Russia to Ukraine. But Russia will have a free hand to nationalize and expropriate American or any other enemy assets in Russia. In return, they will cleanly confiscate Western property and completely stop paying foreign debt to unfriendly countries. Moscow will also benefit from this.

So this is nothing more than a threat from the Americans. And if this is not a threat, then read above.

Rozhin: A few remarks on mobilization
Direct Translation via Google Translate. Edited.

Commentary in the first article by Russian military journalist Boris Rozhin

[ColonelCassad] A few remarks on mobilization.

1. The decision on limited mobilization is an acknowledgment that purely voluntary recruitment methods cannot achieve the desired size of the grouping of the Armed Forces in Ukraine, as well as the necessary "operational depth".

2. The integration of large masses of mobilized into the current composition of the grouping of the Armed Forces in Ukraine will require time for the preparation and coordination of new personnel, so that a rapid one-time increase in the grouping will not occur, the process will proceed progressively during the autumn and winter. It can be expected that in the second half of winter-early spring of 2023, the group of the RF Armed Forces will outnumber the enemy, which will facilitate the conduct of further offensive operations.

3. Having a situational superiority in manpower due to the mobilization already carried out, the enemy will try to realize it in the course of several offensive operations aimed at disrupting the referendums, as well as to improve their positions before moving on to strategic defense.

4. The war in Ukraine obviously will not stop, we are waiting for the winter campaign of 2022/2023 and, of course, the spring-summer campaign of 2023. The risk of a nuclear confrontation between the US and Russia will certainly increase. However, even before the start of the war in Ukraine, he wrote more than once that after the destruction of the current international rules, new ones will be developed only after the parties reach the last line, when they have a simple choice - compromise and new rules or nuclear war. So I have no doubt that there will certainly be a remake of the Caribbean Crisis. But in what form and with what ending, this is an interesting question ...

Decree on partial mobilization in Russia
Commentary by Russian Federation president Vladimir Putin
[ColonelCassad] In accordance with the federal laws of May 31, 1996 No. 61-FZ "On Defense", of February 26, 1997 No. 31-FZ "On mobilization training and mobilization in the Russian Federation" and of March 28, 1998 No. 53- Federal Law "On military duty and military service" I decide:

1. To declare partial mobilization in the Russian Federation from September 21, 2022.

2. To carry out the call of citizens of the Russian Federation for military service for mobilization in the Armed Forces of the Russian Federation. Citizens of the Russian Federation called up for military service by mobilization have the status of military personnel serving in the Armed Forces of the Russian Federation under a contract.

3. Establish that the level of pay for citizens of the Russian Federation called up for military service by mobilization into the Armed Forces of the Russian Federation corresponds to the level of pay for military personnel serving in the Armed Forces of the Russian Federation under a contract.

4. Contracts for the passage of military service concluded by military personnel continue to be valid until the end of the period of partial mobilization, with the exception of cases of dismissal of military personnel from military service on the grounds established by this Decree.

5. Establish during the period of partial mobilization the following grounds for the dismissal from military service of military personnel undergoing military service under a contract, as well as citizens of the Russian Federation called up for military service for mobilization into the Armed Forces of the Russian Federation:

a) by age - upon reaching the age limit stay in military service;

b) for health reasons - in connection with their recognition by the military medical commission as unfit for military service, with the exception of military personnel who have expressed a desire to continue military service in military positions that can be replaced by the specified military personnel;

c) in connection with the entry into force of a court verdict on the imposition of a sentence of imprisonment.

6. To the Government of the Russian Federation:

a) to finance activities for partial mobilization;

b) take the necessary measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies during the period of partial mobilization.

8. The highest officials of the constituent entities of the Russian Federation shall ensure the conscription of citizens for military service for mobilization in the Armed Forces of the Russian Federation in the number and within the time limits determined by the Ministry of Defense of the Russian Federation for each constituent entity of the Russian Federation.

9. Provide citizens of the Russian Federation working in organizations of the military-industrial complex with the right to deferment from conscription for military service for mobilization (for the period of work in these organizations). The categories of citizens of the Russian Federation who are granted the right to deferment and the procedure for granting it are determined by the Government of the Russian Federation.

10. This Decree comes into force from the day of its official publication.

Notes Rozhin:
PS. According to Shoigu's statement, 300,000 people with military specialties and who are on military records will be called up. Students will not be called. Conscripts, as before, will not be sent to the NWO zone.

China's Xi urges Russia and other countries to work at preventing 'colour revolutions'
BEIJING, Sept 16 (Reuters) - Chinese President Xi Jinping on Friday called on Russia and other members of a regional grouping to support each other in preventing foreign powers from instigating "colour revolutions" - popular uprisings that have shaken former Communist nations - in their countries.

Speaking in Uzbekistan at a summit of the Shanghai Cooperation Organisation (SCO), a security grouping led by China and Russia, Xi said member countries should support the efforts each other have made to safeguard their own security and development interests.

Xi did not mention Ukraine, which Russia invaded in February in what Russian President Vladimir calls a "special military operation" to protect Russian speakers from "genocide" by Ukraine's government, a claim rejected by Ukraine.

He also said that China will train 2,000 law enforcement personnel from member countries over the next five years and set up a training base focusing on anti-terrorism work.

He invited member countries to sign up to China's Global Security Initiative, a concept he proposed in April which includes the idea that no country should strengthen its own security at the expense of others.

China will provide 1.5 billion yuan ($214 million) worth of grain and other emergency aid to developing countries, Xi said, adding that the Chinese economy is resilient and "full of potential".

China's economy narrowly escaped a contraction in the April-to-June quarter, hobbled by COVID-19 lockdowns of cities, a deepening downturn in the property market and persistently soft consumer spending.

#1  All of these "color revolutions" had bad outcomes for the countries involved. The only one that worked was in Tunisia, the rest of the places they happened became disaster zones.
