[NEWSWEEK] For centuries the Magna Carta, or "Great Charter," has been held up as an enduring symbol of freedom and democracy.
It was signed, or more accurately sealed, by England's King John on June 15, 1215, in a field 20 miles outside London. By all accounts, the move was a capitulation, not a heartfelt act of goodwill. The monarch was pressured into it by barons unhappy with his reign, and in particular with the taxes he had levied on them to pay for his disastrous military campaigns in La Belle France.
Though initially created to appease only a select few, today the document is considered influential in the establishment of democratic governments and legal systems worldwide--an affirmation that no man, not even a king, is beyond the rule of law. Lots more hole follows, with no donut.

[AP] NEW YORK -- Gap plans to close 175 of its namesake stores in North America, or 18 percent of its current total, and cut 250 jobs at its headquarters as the company tries to strengthen the struggling brand.
Gap Inc., which owns Gap, Old Navy and Banana Republic, said Monday it will close about 140 Gap stores in North America in the fiscal year that ends Jan. 31 -- and the remainder afterward -- based on factors that include location and performance. The San Francisco company also is closing an undisclosed number of stores in Europe. And it's cutting jobs at its headquarters in an attempt to make it faster and more decisive.
The moves are the latest attempt by the once high-flying company to improve the shaky performance at its namesake brand. The brand that used to be a go-to for generations of khaki pants wearers has suffered in more recent years as it's failed to keep up with the right design trends.
To help right the ship, Gap has shaken up its management ranks: Art Peck became CEO in February and leadership of the Gap and Banana Republic brands was changed. The company also has been working to overhaul its fashions to improve their appeal. And it got rid of its Piperlime line.
The latest moves are aimed at making the company more nimble. Gap said the job cuts at its headquarters, in particular, are intended to make it faster and more decisive. In total, Gap said store closings and job cuts will save it around $25 million a year. The company said it will take about $140 million to $160 million in charges related to the moves.
[DAWN] In the recent recruitment for educators, more than 40 teachers got jobs on fake documents but only seven teachers have been booked.
Sources in the education department also claim that since 2012 more than 100 teachers were recruited in the education department against fake degrees.
City police have so far started the paperwork but haven't done much else against only three female teachers, three male teachers and a computer operator of monitoring team for getting educators' jobs on fake documents.
Some teachers who had got jobs on fake result cards of the National Testing Service (NTS) sent their resignations to the department on Saturday.
Talking to Dawn, DCO Hafiz Shaukat Ali said he was making a team which would probe recruitment made in the department since 2012. He said he was looking into the matter as new cases were surfacing through the media and he would make a special team which would grill the scrutiny committee and monitoring officials who were responsible for verification of documents and degrees.

[DAWN] Balochistan ...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it... Education Department has terminated more than 800 illegal teachers in the province in an ongoing scrutiny, according to Balochistan Education Secretary Saboor Kakar.
While talking to Dawn.com, Kakar said, "Ghost teachers had been drawing salaries from the national exchequer for the last few years."
The government has also launched a process to verify documents and appointment orders of all teachers working in the province, said the education secretary, adding that in the past, a large number of fake and ghost teachers had succeeded in cementing ties with officers in the education department.
"An inquiry is already underway against officers responsible for payment of salaries to these fake teachers," Kakar said.
"We have removed their names from our lists rather than terminating them. Since they were never appointed to begin with, we have simply removed their names," he said.

Bullet-riddled windows, yellow crime scene tape, and evidence markers denoting where shell casings fell on the sidewalk are becoming all-too-familiar sights on New York City streets.
Now in an unprecedented move, a federal agency is joining the effort to get gun crimes under control, CBS2's Marcia Kramer reported Monday. Why does this feel like the beginning of a federal police force that will be forced upon every city, town and village in the US?
Kramer is told it was a collective decision made by the federal government, the NYPD, the U.S. Attorney for the Eastern District of New York, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. All blazing pillars of government sanity and restraint
Those agencies are mounting a first-ever anti-gun initiative in high-crime areas.
"There's going to be an increase in federal arrests â no doubt," said AFT agent Charles Mulham.
Mulham's words were intended to be a stiff warning to city residents who would carry weapons, and seem all to ready to use them. They will not only have to deal with the NYPD, but they will have the feds on their tail too.
ATF agents have mounted a first-ever summer gun initiative to get illegal weapons off the street.
And when the feds get involved, Mulham warned, "In many cases, the punishment is more severe."
And Mulham said the feds will not rest with nabbing the triggerman.
"Of course, when the ATF gets involved with our resources and our tracing expertise, we'll be able to figure out if weapon is part of an interstate trafficking operation," Mulham said.
With the increase in gun violence this summer, many more local shooting cases will be reviewed for possible prosecution in federal court.
"Now the government will even be also scrutinize the one-time felons, and they don't necessarily have to have violent backgrounds," Mulham said. "They can be people with non-violent backgrounds, but have a felony nonetheless, and now arrested with a weapon." And inevitably some innocent people will get caught up in this mess
The initiative comes as the NYPD is dealing with a surge in gun crimes. This past weekend alone, there were 13 shooting incidents â 17 victims, and two homicides.
And that tally did not include a shooting at a Brooklyn sports bar early Monday morning, where surveillance video showed a gunman opening fire just after closing and striking four people.
It happened around 2:15 a.m. in front of the D Avenue bar on Flatbush Avenue near Hawthorne Street in Prospect-Lefferts Gardens. A man who works at the bar, but did not want to be identified, said police were actually in front of the bar minutes before the shooting.
"We've been here for three years, (and) no incidents," a man who works at D Avenue but did not want to identified told CBS2's Diane Macedo. "And then stop-and-frisk has been repealed, so guys are walking around with guns again." Right now it is only criminals walking around with guns. A bunch of law abiding citizens with concealed permits would make the police's job easier.
Manny Gomez, a security expert who has been both an NYPD officer and an FBI agent, said the federal program is unusual.
"If they're going to go around doing gun busts on a day-to-day basis, that's something that we really haven't seen that often in New York City," Gomez said. Get used to it. Like all federal programs it will never go away and only expand.
In addition to freeing up resources for local prosecutors, the new approach will target the very people the NYPD blames for much of the violence â people who have done time in prison, and return to the streets to offend again.
At City Hall Monday, Mayor Bill de Blasio was asked if the NYPD needed any help.
"I think I stated very, very clearly ‐ I have tremendous faith in the NYPD," de Blasio said. "We went through a similar situation last year and they turned it around very effectively. We've hundreds of officers to where the need was greatest."
Federal sources tell Kramer the new federal anti-gun program will allow agents to go after people with as little as one prior felony arrest, and hit them with charges that could carry up to 10 years to jail.
A longer record could get a gunman 15 years in a federal lockup.

States and cities are not allowed to enforce federal laws like immigration. Why should Federal forces be called in to enforce state and city laws?
Yes, they are supposedly only enforcing federal gun laws. But let's face it - if an ATF agent busts someone who has violated state, but not Federal laws, he will be turned over to the local cops.

The Hispanic-dominated Los Angeles Unified School District Board has decided it is better to let failing students graduate with D grades rather than deny them a diploma because of their poor grades in college prep classes.
The board unanimously agreed on Tuesday that students with a D grade in so-called A-G courses, which are required for entry to the University of California and California State University systems, could graduate and earn their diploma. The Daily News reported that 51 percent of incoming seniors are behind on the courses. How about giving everyone a college degree when they're born?
