Pentagon Reports of Daesh Preparations to Confront Taliban
[Tolo News] A recent report released by the Pentagon in Washington D.C. states that Daesh is expanding in Afghanistan and preparing to confront the Taliban.

According to the report, the Taliban are also monitoring Daesh's activities, and the two groups have already faced off in confrontation on several occasions.

Based on comments by senior U.S. officials, it appears Washington's continued involvement in training, advising and supporting the Afghan cops has taken on a new objective in combating the expansion of Daesh. "ISIS's lasting defeat still requires forces to fight and prevail on the ground," U.S. Secretary of Defense Ashton Carter said. "We can and will continue to develop and enable such local forces."

Yet the Pentagon report warns that the Taliban's insurgency must not be underestimated, as the Haqqani Network still poses a major threat to the United States and Afghanistan.

Separately, there have been reports in the media that Iran has started supporting the Taliban in order to defeat Daesh in Afghanistan. Nevertheless, Tehran has categorically and repeatedly denied the allegations.

In an exclusive interview with TOLOnews this week, Muhammad Reza Bahrami, the Iranian Ambassador to Afghanistan, said an alliance between Iran and the Taliban would be bad for everyone involved. "Iran and the Taliban have no relations," Ambassador Bahrami said. "In Iran's security policy, relations with terrorist groups have not been defined; any relations with these groups would be a loss for Iran, the region and beyond."

Echoing that sentiment, U.S. Chairman of the Joints Chiefs of Staff, Gen. Martin Dempsey, has said the only way to resolve the issues in Afghanistan and the broader region is through cooperation among governments. "Stability must be cultivated from inside out, and, importantly, owned by regional stakeholders," Gen. Dempsey said. "The potential transformation of the region will be achieved over time by and through our regional partners."

For now, however, the battle against Daesh in Afghanistan is predominately taking place on a local, provincial level. On Thursday, Farah Governor Muhammad Asef Nang said his province had been ridden of Daesh affiliates.

The Taliban recently sent a highly-publicized letter to Daesh leaders emphasized that there is no need for a new front in Afghanistan. The letter warned that if Daesh forces open a new battlefront, then they could face strong opposition by the Taliban.

U.S. Watchdog Says MoE Faked School Statistics, Embezzled Donations
[Tolo News] In a recent report by the U.S. Special Inspector General for Afghanistan Reconstruction (SIGAR), it is alleged that officials from the Afghan Ministry of Education (MoE) have repeatedly provided fraudulent data to donors in order to personally profit off of donations for schools.

"Ministers have reported that no schools are open in the insecure parts of Afghanistan, but former officials have forged the numbers and have embezzled the money," SIGAR head John Sopko said on Thursday. "These claims show that the United States might have paid aid money for schools that did not exist."

Current Minister of Education Asadullah Haneef Bakhi has discussed the "ghost schools" and fraudulent statistics in the past, and said such corruption has made it difficult for his ministry to approach donors for legitimate needs.

"In some of the insecure areas, there are no schools, but the benefits, opportunities, money for infrastructure, money for teachers and so on have been taken," Minister Bakhi told TOLOnews.

According to SIGAR, as of March 31, 2015, the United States Agency for International Development (USAID) had spent 769 million USD to support education in Afghanistan.

A frequently used tactic in long distance education is web-enrollment and grant, scholarship, federal and state aid applications. Often 'students' are funded for relocation (travel, tuition, rent, food) by the State Dept.

Stage II of the fraud is for the students to drop classes for a refund. These are washed through unregulated internet institutions so the unaudited cash can walk offshore.

Children Pick Up Arms to Fight Taliban in Southern Provinces
[Tolo News] Groups of Afghan children said mostly to be under the age of 15 have picked arms in a number of southern provinces to fight the Taliban.
Brave kids.
Although the Ministry of Interior (MoI) has said that arming Afghan youth is not necessary, it has also not outright denied any involvement in the matter.

The children are said to be motivated by their hatred for the Taliban, a group responsible for many deaths, injuries and destruction in their communities. "They [the Taliban] killed my father, and I will not leave my country to them so long as I am alive," one of the child soldiers told TOLOnews.

The exact location and identities of the youth militia members have not be disclosed for security reasons.

groups have responded by unequivocally denouncing the involvement of children in combat, and pointing out that such activities directly violates international conventions that the government of Afghanistan is a signatory of.

"According to Human Rights Laws, which Afghanistan has also signed, these conventions are known as the Geneva Conventions, which prohibits this issue, where underage children cannot be used on armed front lines," Afghanistan Independent Human Rights Commission (AIHRC) front man Rafi Bedar said. "Young children are still recruited among local police forces," he added, suggesting there may be some institutional backing for the youth militias behind the scenes.

Nevertheless, MoI officials have sought to distance themselves, asserting that there is no need for them to arm youth militias. "Overall, we are against the arming of individuals, because we have enough security forces in Afghanistan," deputy front man Najeeb Danesh said on Thursday. "We have around 400,000 armed forces who can play an important role in maintaining security for Afghanistan's citizens."

Kenya to lift Somalia cash transfer freeze
Nairobi – Kenya’s president ordered on Thursday the central bank to issue regulations and then lift restrictions on key money transfer services vital for Somalia suspended over suspected links to the al-Qaeda-allied Shabaab. Kenya in April froze transfer companies as part of a crackdown on alleged Shabaab supporters following the university massacre of almost 150 people by the Islamists.

President Uhuru Kenyatta, in a statement released to mark Islam’s holy month of Ramadan, said he had “noted the proposal to lift the suspension of licences” for 13 registered money remittance providers (MRPs).

“I direct the Central Bank of Kenya to immediately issue comprehensive regulations that guide the operation of MRPs, upon which their suspension would be lifted,” Kenyatta added.

No date or further details were given for when the suspension would end.

Aid agencies criticised the shutting down of transfer services, warning it would hit wimmin and minorities the poorest hardest and jeopardise their operations.

With no formal banking system in the poverty-stricken country, diaspora Somalis use money transfer services to send cash back home to support their families, sending some $1.3bn each year, dwarfing foreign aid.

“Aware that the enemies of our country may wish to exploit this season, I call upon the entire Muslim fraternity and its leadership to remain vigilant, and do everything in their power, to co-operate fully with the security agencies in order to safeguard this holy month,” Kenyatta said.

The United States has branded the sentencing of Egypt's first democratically elected president as politically motivated.

"Doha adds its voice to the countries calling for the verdict to be quashed and Morsi released," said the statement on the official Qatar News Agency.

An Egyptian court on Tuesday upheld a death sentence handed down against Morsi on charges of plotting jailbreaks and attacks on police during the country's 2011 uprising.

Egypt to Free 165 Jailed Protesters

Boko Haram: Nigerian army command center operational in 21 days
[AA.TR] Nigeria's military command and control center (MCCC) will be operational in the next 21 days, an army front man said Wednesday.
How the hell long have the Bokeaux been devastating the country? And they're just now getting around to establishing a command center?
The new guy used to be a military man, so now that he's in charge he's doing such things. The previous guy didn't see the need for centers or, apparently, command.
The announcement comes days after all the relevant arms of the military relocated to the country's northeast to boost its counter-terrorism efforts.

"The installation of hi-tech equipment, infrastructure development of the center and posting of additional operations staff have also commenced," front man Sani Usman said in a statement.

"They are to be completed within 21 days, when the MCCC will be fully operational," he said.

Usman said once the center becomes fully operational, all military decisions regarding the fight against Boko Haram

Dengue fever outbreak infects thousands in war-torn Yemen
[Ynet] Thousands of people have been diagnosed with dengue fever in southern Yemen, where fighting has raged for months between Iranian catspaws and their opponents, international organizations and health officials said Thursday.

The top health ministry official in the southern port city of Aden, al-Khadr Al-Aswar, told The News Agency that Dare Not be Named that at least 5,000 people have been diagnosed with the mosquito-borne virus. The World Health Organization said last week that at least 3,000 suspected cases have been reported since March in several provinces, including Aden. It said three people died from the disease. The WHO said the last major outbreak, with 1,500 confirmed cases, was in 2011 in the western Hodeida governorate.

Information Minister Pervaiz Rasheed told media that "time is not right for such an interaction. The cabinet colleagues suggested to the prime minister to delay the meeting for the time being".

UN: refugee numbers at record levels, agencies no longer able to cope
[Rudaw] Humanitarian organizations are out of resources to respond to the staggering crisis of forcibly displaced people whose numbers rose to a record 60 million at the end of last year, most from the war in Syria.

"To those that think that it doesn't matter because humanitarian organizations will be there and able to clean up the mess, I think it's important to say that we are no longer able to clean up the mess," UN High Commissioner for Refugees (UNHCR) Antonio Guterres warned on Thursday.

"UN agencies, NGOs, the Red Thingy -- we no longer have the capacities and the resources to respond to such a dramatic increase in humanitarian needs," he told news hounds in Istanbul.

Guterres issued the stark warning a few hours after UNHCR had issued its annual Global Trends Report: World at War, showing worldwide displacement was at the highest level ever recorded.

The report said the number of people forcibly displaced at the end of 2014 by war, conflict and persecution had risen to a staggering 59.5 million, compared to 51.2 million a year earlier and 37.5 million a decade ago.

has become the biggest refugee-hosting nation in the world, with more than 1.77 million Syrians fleeing there from the violent conflict in their country. Turkey now hosts more than 2 million refugees in total and spends more than $6 billion on helping Syrians alone, said the report.

In recent days more than 23,000 people surged across the Syrian--Turkish border crossing at Akcakale to escape brutal fighting around Tel Abyad in Syria.

Turkey continues to keep its borders open, and continues to house some of the arriving refugees in 24 camps, but Ankara has intensified its security in the border, according to local newspapers.

"That has a special meaning in a world where so many borders are closed or restricted," Guterres said, "and where new walls are being built or announced."

The report noted that the main acceleration in the number of refugees has been since early 2011 when war erupted in Syria, propelling it into becoming the world's single largest driver of displacement.

In 2014, an average of 42,500 people became refugees, asylum seekers, or internally displaced every day, representing a four-fold increase in just four years. Worldwide, one in every 122 humans is now either a refugee, internally displaced, or seeking asylum, said the report.

"We are witnessing a paradigm change, an unchecked slide into an era in which the scale of global forced displacement as well as the response required is now clearly dwarfing anything seen before," said Guterres. "It is terrifying that on the one hand there is more and more impunity for those starting conflicts, and on the other there is seeming utter inability of the international community to work together to stop wars and build and preserve peace."

The report underlined that, alarmingly, over half of the world´s refugees are children.

"With huge shortages of funding and wide gaps in the global regime for protecting victims of war, people in need of compassion, aid and refuge are being abandoned," said Guterres. "For an age of unprecedented mass displacement, we need an unprecedented humanitarian response and a renewed global commitment to tolerance and protection for people fleeing conflict and persecution."

The report said Syria is the world's biggest producer of both internally displaced people (7.6 million) and refugees (3.88 million at the end of 2014), making the Middle East the world's largest producer and host of forced displacement. Adding to the alarmingly high totals from Syria was new displacement of least 2.6 million people in Iraq, where as a result 3.6 million people were internally displaced as of the end of 2014, as well as 309,000 people newly displaced in Libya.

The Kurdistan region, the only stable part of Iraq, has been struggling to provide adequate humanitarian assistance to an overwhelming number of Iraqi internally displaced persons, IDPs, and Syrian refugees.

The Kurdistan Regional Government (KRG) has appealed for further assistance from United Nation agencies and the international community to step in and help provide assistance to an estimated 1.7 million refugees and IDPs whose numbers grow with every spike in violence in Syria or other parts of Iraq.

UN chief criticises Israel over deaths of children in Gaza

is criticising Israel for the death and suffering of many Paleostinian children during last summer's conflict in Gazoo and is urging the Israeli government to take immediate steps to prevent such killings.

The UN chief referred to the controversy over his decision not to include Israel on his annual list of parties that kill or injure children in armed conflict.

Nonetheless, he singled out Israel's actions in a speech Thursday to a Security Council meeting on children and armed conflict.

U.S. Rejects 'False' Claims of Abandoning Israel
[AnNahar] A top U.S. official on Wednesday denounced "false" assertions by a former Israeli ambassador that the B.O. regime has abandoned Israel, a traditional ally of the United States.

"From the moment he entered office, Mr. Obama promoted an agenda of championing the Paleostinian cause and achieving a nuclear accord with Iran. Such policies would have put him at odds with any Israeli leader," Oren wrote in Monday's Wall Street Journal.

State Department front man John Kirby insisted however that as Oren had only been the ambassador, he "had limited visibility into many of the private discussions and deliberations that he describes."

Oren had pointed to Obama's first meeting in May 2009 with Israeli Prime Minister Benjamin Netanyahu when he abruptly demanded that Israel freeze settlement construction and accept a two-state solution.

Only weeks later, Obama traveled to the Middle East to address the Moslem world but did not make a stop in Israel, and broke with tradition by not giving Israeli leaders an advance copy of his speech.

The ultimate betrayal of the core principles was the discovery that U.S. officials had held secret talks with arch-enemy Iran, Oren wrote.

Arson suspected at Church of Loaves and Fish in northern Israel
[Haaretz] Prime Minister Netanyahu orders accelerated investigation of fire and vandalism, saying, 'Hate and intolerance have no place in our society.'

A fire broke out late Wednesday night to put out a fire at the historic Church of the Multiplication of the Loaves and Fish at Tabgha, located on the Sea of Galilee in northern Israel. Sixteen yeshiva students were arrested Thursday morning over suspected involvement in the arson.

Old documents show disorder between regime militias in Yarmouk Camp
[EN.ZAMANALWSL.NET] New leaked documents are being published, but this time from Yarmouk camp for Paleostinian refugees and the surrounding areas.

The documents show levels of chaos in the hottest area in Damascus, as far as battles are concerned. Many groups have commitments to outsider agendas, moreover, loyalty of fighters is unclear in some cases, as fighters may change their loyalty from a force to another, even sometimes to Syrian regime.

An official document was forwarded from militias of the National Defence Forces (NDF) in Yarmouk Camp to the headquarter in Damascus, in July 2014, it detailed an incident, seemed to be frequent to happen, when hostile fighting groups attacked areas of controlled by the National Defence forces, led to clashed and sniping resulted in injuries, one of them from Ahmed Jibril's Militias, the pro-regime Paleostinian group.

The document reveals that during drawing the injured, a member from the National Defence forces heard Abo Khalid Nazmi, one of Jibril's militia, talking to of the attacking gangs and demanding him to withdraw their snipers, which provoked the NDF's members to arrest Abo Khalid and question him about the person he was talking to.

Abo Khalid sought help from members Paleostine branch, the most hated intelligence branch, to prevent NDF from arresting him, who came and had row with the NDF's militias and prevented them from arresting him, even the interference of Hasa al-Sa'adi, the head of the militia in Yarmouk camp, was not able to detain Abo Khalid.

Th report mentioned that the al-Sa'adi and other members were rebuked and sworn to with very bad words, and threatened of sacking and expulsion of their houses.

"moreover, the officer from Paleostine branch ordered NDF's militia to leave the first trap positioned in Paleostine street and to stay only in the advanced traps and threatened the militia of shooting if they broke his orders" the report detailed.
