"The magnitude of the earthquake was recorded 5.5 and its depth was 10 kilometers," Muhammad Shafique, a meteorologist at Pakistain's met office, told AFP.

Administration officials said there were no immediate reports of any loss of life or property.

#1  Government immunity needs to be abolished. Some very strict instances of when they can be sued need to be put in place, but in an instance like this where just gross incompetence leads to a botched raid the powers that be need to be sued and sued hard.

I very much doubt that will happen. Police union labor contracts nearly always have firing decisions ultimately made by an arbitrator, who in turn hardly ever fires anybody. Awards for torts committed by the police will be paid for by the taxpayers. Then there are those big fat pensions waiting for the retirees.

#4  I had to upgrade to Win 7 because of my tax software; otherwise I'd have stuck to XP.

I ran into a client two weeks ago who was still running Windows Server 2003. Unfortunately, his hardware is just as old (old Dell servers) in a warehouse full of dust, and he doesn't take them offline and blow them clean with compressed air or anything else. You just need to shake your head sometimes.

The thing is, keeping your secure information from ending up on clowdware is kind of a problem. With onedrive, every time you plug a usb in, it opens and operates as if it is going to move information with or without your permission.

Bad for some government agencies and private companies possibly.

It is a pre-release, and everything I hear is pretty good in fairness.

Windows we all curse for not having a better system. But if not for them, we could not operate basics.

Just be cautious with your data and know what you are getting into.\

No doubts this is going to end up being a good release eventually.

#9  I have several different computers. A Lenovo N580 running Win 8.1 cannot be upgraded to Win 10 despite Microsoft's free offer - Lenovo itself says it cannot be done. A HP 505B running Win 7 Pro cannot be upgraded to Win 10, started to download the Win10 upgrade, which promptly said the onboard Nvidia GPU was incompatible with Win10, & no upgrade unless & until NVidia comes up with a driver. Maybe I'm better off leaving things as they are.

Have one HP like that I use for gov forms, chase bank and IRS. (Because all 3 use Silverlight). Knew I would need to upgrade it so I could keep doing those 3 jobs. Went to get a vid card but all needed more wattage than HP puts on their little boxes. Had an old box laying about with a huge Power Supply so decided to do a brain transplant. HP had a non-standard PS pin on the motherboard but found an adapter on ebay. Got it all working but the Windows Upgrade wouldn't redo a scan that failed with a new video card. Scratched my head and found an explicit M$S download link of the upgrade and downloaded it skipping the upgrade tool. At that point the upgrade went flawlessly. Lost the fax modem as the vid card covered it slot but I didn't care. Skipped some HP devices and got a few more USB ports doing so. (funky USB built-in WIFI and an HP removable HD port)

I already tried that. I found a forum that stated the current Win7/Win8 driver for the onboard GPU will function OK in Win10, tho it won't offer full Win10 graphics capabilities. Just download & install an ISO for the appropriate Win10 upgrade, results should be a limited GPU function, then re-install the Win7/Win8 driver on top of Win10. It will work & will look OK except for the most demanding graphics functions which I never use anyway.
So I tried that. The DVD based upgrade program ground away for hours, and terminated with the error message that the final image of the Win10 system could not be created.
If that is just due to a hard disk problem, should be easy to correct, but I've got too many other things to do this month.

EU pays jobless migrants to come to Britain
[Telegraph] Unemployed migrants are being given thousands of pounds to find work in Britain under an EU scheme, The Telegraph can disclose.

It has emerged that the UK has taken a third of the young migrants involved in the "Your First EURES Job" programme.

Some 1,178 unemployed young people from the Continent have been found jobs, training or apprenticeships in Britain under the "jobs mobility" programme since it was set up in 2012.

That accounted for 34.7 per cent of the 3,387 jobs handed out so far, much higher than second place Germany, which has provided 659 placements. At the same time, just 25 Britons under 30 have found work under the scheme, less than 1 per cent of the total.

The scheme offers up to €5,000 (€3,500) in relocation expenses and course fees per participant. The average cost per head of the scheme was €1,818, according to official figures.

A report into the scheme acknowledged that it was moving people from economies of high unemployment to Britain.

"The high number of placements in the UK could be due to the dynamics of the UK labour market," it said. "A high share of outgoing job finders in certain countries (Italy and Spain) mirrors the situation of the EU labour market, as these countries have high youth unemployment rates.

"Similarly to previous quarters, the UK remains the main country of destination."
The mines have long been idle. All of this has little to do with 'jobs. 'Surdom requires surfs. Big gov't cannot survive without them.

Talks over further demilitarization in Ukraine fail

Despite the rebels' claim to have removed heavy weapons under 100mm from the line of contact unilaterally, hopes for an agreement from the Ukrainian to do the same have failed, according to Russian language news accounts.

Donetsk rebels' chief negotiator, Denis Pushilin charged the Ukrainian side with "derailing" an enabling agreement for the withdrawal of heavy weapons of less than 100mm, according to a news account in regnum.ru. Parts of the peace negotiations involve separate working subgroups meeting in Minsk, but as of Monday night, those meetings were adjourned without reaching an agreement.

The Donetsk rebel political and military leadership must be getting nervous. Despite offers of conciliation in withdrawing military equipment from the line of contact, as well one high profile retreat from Shirokino earlier in July, Ukrainian military leadership have instead been moving heavy artillery closer to the line, according to rebel media.

A news account in Rossiyskaya Gazeta Saturday said that Donetsk military intelligence have spotted 26 Ukrainian self propelled artillery pieces, including artillery rocket launchers within 13 kilometers of the line of contact. Additionally, representatives with the Donetsk ministry of defense have been saying for ten days the Ukrainian are using 203mm howitzers against rebel forces.

The Rossiyskaya Gazeta news account said the rebel leaders fear a possible renewal of hostilities by the Ukrainian, a oft repeated and common charge by the rebels, as well as by the Ukrainians against the rebels.

The Rossiyskaya Gazeta goes on to note the suspicion, commonly held among rebel political and military leadership, that the Ukrainians may be using the Minsk peace process as a means of lulling the rebel leadership into complacency just in preparation for a general offensive. The pattern for this behavior by the Ukrainians is what the Russians call the Croatian Scenario.

A commentary by a partially identified writer who calls himself Saker who claims to be an American military analyst, posted on russia-insider.net website saying that the Ukrainians are pinning their hopes on the Croation Scenario whereby a peace agreement is negotiated, both sides are disarmed, but only one side receives NATO military aid, thus forcing the other side to surrender or face an attack, this time with NATO support.

The writer said that this time, Russia would not permit such a scenario. As matter stand now -- in this writer's opinion -- neither side are in any condition for a general mobile offensive, and whatever offensive actions that could take place-- and have taken place -- since the implementation of Minsk II in February have been small scale and local.

Fighting in Donetsk

Rebel forces have fired on Ukrainian forces in Donetsk a total of 46 times since Monday, according to a news account in tsensor.net.

Rebel artillery hit Ukrainian targets in Avdievka using 120mm mortars, and 152mm artillery positioned in Spartak in western Donetsk city. Rebel 120mm mortar and 122mm artillery fire hit targets near Mariupol, and at Starognatovkie. Rebel 120mm mortars and heavy weapons also were fired on Ukrainian positions at Peski, which is adjacent to Avdievka, and Opytnoye. Most of that artillery came from the Donetsk airport area, likely also from Spartak.

A separate report in tsensor,net quoted Ukrainian Army spokesman Colonel Andrei Lysenko as saying rebel forces fired on Ukrainian forces a total of 99 times on Sunday.

According to Donetsk official reports, Ukrainian forces have fired on rebel forces close to 80 times since Sunday. Weapons used on those attacks include 122mm and 152mm artillery, tank gunfire (125mm), and 82mm and 120mm mortar fire.

Locations rebel media say Ukrainian artillery targets include Donetsk city Kuybyshevskiy and Oktyabyskiy districts, the Donetsk airport and Spartak. Ukrainian artillery used on those attacks were sited at Avdievka and Opytnoye, according to official reports.

Gorlovka, having been fired on by Ukrainian artillery for nearly a week, escaped being targeted Saturday night. Local authorities have imposed a curfew on the city due to recent attacks. No reports from rebel media indicates any artillery attacks have been launched on the city.

MTLB commander involved in March accident receives medal

The armored vehicle commander whose vehicle struck and killed an eight year old girl in northern Donetsk last March has received a medal not related to the accident, according to Russian language reports.

Senior Lieutenant Maryana Raka was rewarded the Bogdan Khmelnitsky III medal on Monday. The medal is awarded to Ukrainian soldiers for meritorious service. Lt. Raka was wounded in the attack on the Lugansk airport last summer.

Last March an MTLB armored personnel carrier under the command of Lt. Raka, traveling in Konstaninovka in northern Dontesk, struck and killed an unidentified eight year old girl when the vehicle's driver, Roman Karpinets missed a turn and ran into a family waiting to cross the road. Two other unidentified adult civilians were wounded in the accident.

The three passengers were said to have been drinking alcohol when the accident occurred. Lt. Raka later admitted to being intoxicated at the time of the accident, but he was not officially charged in the incident. His driver, Roman Karpinets, was, and was subsequently remanded to serve his sentence last April.

The accident sparked riots overnight which resulted in some property and vehicles damaged. Several unidentified individuals were detained in connection with the riot. In the immediate aftermath, Donetsk president Aleksandr Zakharchenko vowed that when his forces liberate Konstantinka, his forces would wreak vengeance on the military unit involved in the accident.

A month later, a Zaparozhe civilian appeals court ordered the release of Lt. Raka, a decision that military prosecutor Mikail Ivlev called "unfounded and totally immoral."

Armored vehicle commanders on both sides of this conflict take their responsibilities seriously, understanding just how badly an 11 ton vehicle can hurt a pedestrian, civilian or not. When the accident occurred all three soldiers, to their credit, immediately stopped and exited their vehicle. At the time it had been rumored from the rebel side, that the accident was a hit and run.

Few surprises here. It's been used as a European Command and NATO conference center for years. As a result, reservations have historically been spotty for lower ranks and retirees.
